الهيئة العامة للشؤون المدنية هي احدى مؤسسات السلطة الوطنية الفلسطينية الفاعلة ، والتي يقف على رأسها الوزير أيمن قنديل .
تأسست هذه الهيئة لمتابعة تنفيذ الاتفاقيات مع الجانب الاسرائيلي وتحديدا الملحق المدني في هذه الاتفاقيات ، والتي يسعى من خلالها الجانب الفلسطيني التأكيد على سيادته الوطنية وحقه في تقرير مصيره لانشاء الدولة الفلسطينية المستقلة وعاصمتها القدس الشريف .
تنحصر آلية عمل الهيئة العامة
للشؤون المدنية كالتالي:
1- الهيئة العامة للشؤون المدنية هي حلقة الوصل بين السلطة الوطنية الفلسطينية وكافة مؤسسات السلطة المدنية مع الطرف الاخر .
2 – حل الاشكاليات المختلفة عبر السبل المتاحة من خلال ما تم نقله منذ تأسيس الهيئة من صلاحيات وسلطات مدنية من الجانب الاسرائيلي الى الجانب الفلسطيني .
3 – الاشراف على ملف تسجيل السكان وهو من اهم ملفات العمل في الهيئة ويشمل دوائر متعددة في لم الشمل والتسجيل المتأخر ( لم الشمل الداخلي ) و منح التصاريح
( حالات انسانية , وفود رسمية ) والاقامة للمستثمرين .
4- الاشراف على المعابر ونقاط العبور في معبر العودة ( رفح ) ومعبر الكرامة ( اللنبي ) ومعبري كارني وايريز ، حيث يتدخل موظفي الارتباط والتنسيق في الهيئة في حل الاشكاليات اليومية التي تواجه المواطن الفلسطيني لتسهيل وتخفيف الاعباء عليهم .
5- الاشراف على دخول البضائع القادمة الى المناطق الفلسطينية مثل
( الادوية واجهزة ومعدات ) والمنح المختلفة المقدمة للسلطة الوطنية الفلسطينية . The General Authority of Civil Affairs is one of the Palestinian National Authority active institutions, which is headed by the Minister Hussein Al Sheikh. The Authority was established to follow up the implementation of the agreements with the Israeli side, specifically the civilian part of these agreements in which the Palestinian side seeks through it to emphasis on its national sovereignty and its right to self-determination. The General Authority of Civil Affairs mechanism of work:
1- The General Authority of Civil Affairs is the link between the Palestinian National Authority and all the civil institutions with the other side.
2- Solving different dilemmas through the powers and civilian authority that has been transferred to the Palestinian side from the Israeli side since the founding of the Authority.
3- Supervising the population registry file, one of the most important work files in the Authority which includes Reunion, late registration( internal reunion), granting permits (humanitarian cases, official delegations) and accommodation for investors.
4- Supervising the crossing and crossing points in Al Awda crossing (Rafah), Al Karama crossing (Allenby), Karni and Erez crossings. Coordination and liaison Employees in the Authority interfere to solve the daily dilemma that faces the Palestinian citizen to facilitate and ease the burdens.
5- Supervising the entry of the incoming goods to the Palestinian territories like (medicines, devices and equipment) and the various grants that is given to the Palestinian National Authority.
