*HIGH-LEVEL STAKEHOLDER CONSULTATIVE MEETING ON THE TRANSFORMATION OF THE GOVERNMENT PRINTING DEPARTMENT*
Today, with my colleague Minister of Information and Civic Education, Mr. Chernoh Bah, I delivered a statement in my capacity as Minister of Public Administration and Political Affairs at the ongoing High-Level Stakeholder Consultative Meeting on the transformation of the Government Printing Department, held under the theme: “Modernizing Government Printing for Efficiency, Security and National Revenue Generation.”
The meeting is jointly convened by the Ministry of Information and Civic Education, the Public Sector Reform Unit under the Ministry of Public Administration and Political Affairs, and the Government Printing Department. The consultation brings together key stakeholders across Ministries, Departments, and Agencies to deliberate on the future of this historic national institution.
Established in 1794, the Government Printing Department once stood as one of the most important institutions contributing to Sierra Leone’s economy—at one time ranking among the top three contributors to national GDP.
Over the years, however, the department has faced structural and operational challenges. Today, many critical state documents are printed outside the country, while the department currently operates without a comprehensive legislative or regulatory framework to guide its administration, including clear legal procedures for the gazetting of government documents and records.
A Management and Functional Review of the Government Printing Department has already been completed, and one of the key recommendations is to transform the department into a modern digital asset through a Public-Private Partnership (PPP) model. The objective is to modernize and digitize the Government Printing Department, positioning it to become one of the leading secured government printing facilities in West Africa while also enhancing efficiency, strengthening national security for sensitive documents, and creating new revenue streams for the state.
This High-Level Stakeholder Consultative Meeting therefore provides an important platform for stakeholders to discuss, chart a clear path, and develop the legislative and regulatory framework necessary to support the operation, modernization, and digital transformation of the Government Printing Department.
Notably, Cabinet has already approved an agreement to transform the Government Printing Department into an autonomous agency operating under a Public-Private Partnership framework, marking a significant step toward revitalizing this historic institution and restoring its strategic national importance.
As at present, work is underway in the transformation with a Chinese company. We are going to witness one of the biggest transformation of a public sector institution in history. Watch out for this big announcement.
This consultative process and the transformation are aligned with Pillar Five of the Medium-Term National Development Plan (Revamping the Public Service Architecture) and Pillar One of the Strategic Roadmap for Revamping the Public Service Architecture, which seek to modernize and strengthen public sector institutions.
