*HIGH-LEVEL STAKEHOLDER CONSULTATIVE MEETING ON THE TRANSFORMATION OF THE GOVERNMENT PRINTING DEPARTMENT*

Today, with my colleague Minister of Information and Civic Education, Mr. Chernoh Bah, I delivered a statement in my capacity as Minister of Public Administration and Political Affairs at the ongoing High-Level Stakeholder Consultative Meeting on the transformation of the Government Printing Department, held under the theme: “Modernizing Government Printing for Efficiency, Security and National Revenue Generation.”

The meeting is jointly convened by the Ministry of Information and Civic Education, the Public Sector Reform Unit under the Ministry of Public Administration and Political Affairs, and the Government Printing Department. The consultation brings together key stakeholders across Ministries, Departments, and Agencies to deliberate on the future of this historic national institution.

Established in 1794, the Government Printing Department once stood as one of the most important institutions contributing to Sierra Leone’s economy—at one time ranking among the top three contributors to national GDP.

Over the years, however, the department has faced structural and operational challenges. Today, many critical state documents are printed outside the country, while the department currently operates without a comprehensive legislative or regulatory framework to guide its administration, including clear legal procedures for the gazetting of government documents and records.

A Management and Functional Review of the Government Printing Department has already been completed, and one of the key recommendations is to transform the department into a modern digital asset through a Public-Private Partnership (PPP) model. The objective is to modernize and digitize the Government Printing Department, positioning it to become one of the leading secured government printing facilities in West Africa while also enhancing efficiency, strengthening national security for sensitive documents, and creating new revenue streams for the state.

This High-Level Stakeholder Consultative Meeting therefore provides an important platform for stakeholders to discuss, chart a clear path, and develop the legislative and regulatory framework necessary to support the operation, modernization, and digital transformation of the Government Printing Department.

Notably, Cabinet has already approved an agreement to transform the Government Printing Department into an autonomous agency operating under a Public-Private Partnership framework, marking a significant step toward revitalizing this historic institution and restoring its strategic national importance.

As at present, work is underway in the transformation with a Chinese company. We are going to witness one of the biggest transformation of a public sector institution in history. Watch out for this big announcement.

This consultative process and the transformation are aligned with Pillar Five of the Medium-Term National Development Plan (Revamping the Public Service Architecture) and Pillar One of the Strategic Roadmap for Revamping the Public Service Architecture, which seek to modernize and strengthen public sector institutions.

REPORT ON KAIZEN TRAINING FOR CIVIL SERVANTS SUBMITTED TO JICA BY THE MINISTER OF PUBLIC ADMINISTRATION AND POLITICAL AFFAIRS.

Today, as the Minister of Public Administration and Political Affairs, I presented the report on behalf of the seven Civil Servants from key public service institutions that attended the Kaizen training at the Civil Service Training College of Ghana to the Japanese International Cooperation Agency-JICA at the Ministry’s conference hall.
The training was funded by JICA and coordinated by MoPAPA.

This is the first that a coordinated approach to this program has been established. The Ministry of Public Administration and Political Affairs coordinated the entire program and today presented the report to JICA.

Key recommendations that came out of this engagement are:
1. Have National roll out of the Kaizen approach to service delivery across sectors of the Public Service.

2. Integrate the Kaizen approach into the curriculum of the to be establish Public Service Academy.

3. During recruitment and onboarding of civil servants, the Kaizen approach should be part of the orientation training programme for new civil servants.

4. Undertake a three years project to roll out the approach in partnership with JICA.

On behalf of the government and people of Sierra Leone and on behalf of my Ministry, I thank the Government and People of Japan though JICA for their continued support in building the capacity of our civil servants and to a greater extent, our public servants. We look forward to working with JICA on the roll out of the recommendations in the report.

The Ministry of Public Administration and Political Affairs, alongside Public Service leaders, is conducting a two-day workshop to design a tailored curriculum for Sierra Leone’s Public Service Reform, as the Civil Service Training College transitions to the Public Service Academy.

Aligned with the Medium-Term National Development Plan (MTNDP), this initiative aims to build a skilled, professional workforce capable of driving reforms and service delivery.

It involves collaboration with development partners, academic institutions, and regional bodies to create a competency-based, locally relevant curriculum that reflects international best practices.

This effort addresses gaps in leadership, policy ex*****on, and service management by establishing a unified, modern training framework.

Training will be accessible nationwide, including Freetown and regional centers, promoting equity and broad participation.
Supporting MTNDP Pillar 5 and governance goals, this foundational step enhances public sector capacity for a modern, citizen-focused administration.

Expected outcomes include:
• A standardized, context-specific curriculum for managerial public servants
• Strengthened leadership and reform-driving capacity
• Better alignment of training with national development priorities
• Institutionalized continuous learning frameworks
• Enhanced regional and international collaboration
• Promotion of evidence-based policies
• Increased efficiency, transparency, and accountability
• Clear career paths to retain talent
• Robust monitoring and evaluation to ensure impact and adaptability

*WGS Dubai 2026: Minister Amara Kallon Engages Oracle on Modernising Sierra Leone’s Public Service*

Dubai, United Arab Emirates, Wednesday 4th February 2026 –

Sierra Leone’s Minister of Public Administration and Political Affairs, Hon. Amara Kallon, has held high-level discussions with Mr. Simon de Montfort Walker, Executive Vice President of Oracle Industry Applications and team, on the sidelines of the World Governments Summit in Dubai, focusing on partnerships to modernise and strengthen Sierra Leone’s public service delivery systems.

During the meeting, Minister Kallon outlined Government’s commitment to public sector reform as a central pillar of the country’s national development agenda under the “Big 5” priorities. He recalled the findings of the Truth and Reconciliation Commission, which identified weak public service delivery as one of the underlying causes of Sierra Leone’s civil conflict, stressing that President Dr. Julius Maada Bio has therefore prioritised the transformation of the public sector architecture to promote efficiency, professionalism, and accountability.

The Minister highlighted the Ministry’s Public Service Transformation Roadmap, which focuses on eight key priorities:

- Strategic and structural alignment of Ministries, Departments and Agencies (MDAs);
- Improving human resource management/manpower planning;
- Strengthening public service coordination and performance management;
- Pay and incentives reform;
- Expansion of e-governance systems;
- Gender and social inclusion; and,
- Enhancing communication and citizen engagement.

“There is strong political will in Sierra Leone to build a modern and responsive public sector,” Minister Kallon said. “We are leveraging digital technologies to improve efficiency, strengthen accountability, and enhance attendance monitoring for performance appraisal. Government is also digitising higher education institutions to expand access and create safe, inclusive learning environments. We see significant opportunities for innovation and investment, and we welcome partnerships that can accelerate this transformation.”

*ATTENDING THE WORLD GOVERNMENTS SUMMIT-DUBAI*

3-5 February 2026.

I arrived safely this morning in Dubai to attend the World Governments Summit.

I will be participating in the Ministerial Round Table on the topic:
“ Shaping Future Governments-Achievements and Challenges in the Global South.”

In the years after the end of the cold war, and particularly in the past two decades, the international
economic and political scenario has seen the growing influence of the countries of the Global South.

Four of the 10 largest economies in 2023 were in the Global South, according to IMF data (in purchasing
power parity terms): China, India, Indonesia and Brazil.

Together with the growth of their economic strength and influence, the countries of the Global South have
been increasingly active in the international political scene by taking independent positions and by acting
as brokers in disputes and conflicts.

The shift of the balance of economic and political power toward the Global South has prompted some
political scientist to speak of a “post-Western World”

The term “Global South” is not geographical. In fact, the Global South’s two largest countries – China
and India – lie entirely in the Northern Hemisphere.

The term encompasses an array of countries with
vastly different histories, economies, ideologies, climates and interests.

However, Audrey
Wilson, managing editor at Foreign Policy magazine, says that while many analysts question its
legitimacy, “what is certain is that the global south will remain a central figure in economics and
diplomacy”

The capacity and effectiveness of their public administration is a key condition to their ability to increase
their influence in the global scene.

While a number of countries of the Global South have made major
stride in modernizing government operations by introducing technology, by developing their human
resources and by rationalizing administrative processes.

Major challenges both financial and institutional
still remain to further accelerate the modernization process.

The Ministerial Round Table will provide an opportunity for high level officials to share their successes
and challenges in shaping governments that will sustain their growth in economic and political influence.

The Deputy Minister of Public Administration and Political Affairs, Hon. Philip Tetema Tondoneh, has led a seven-man delegation from the Ministry of Public Administration and Political Affairs on a seven-day study tour to the Republic of Kenya.

The objective of this mission is to strengthen the capacity of MoPAPA staff in effectively coordinating and managing the public service reform process in Sierra Leone.

This study tour is funded by the European Union under the MAPE Project. It is the first of two planned study tours, complemented by additional capacity-building training packages for the Ministry.

This initiative aligns with Strategic Pillar Three of the Ministry’s Strategic Roadmap for revamping Sierra Leone’s public service architecture—focused on institutional strengthening, skills development, and enhanced reform management.

In a spirit of partnership and commitment to reform, the Ministry of Public Administration and Political Affairs, together with the leadership of key public service institutions, met with the UNDP Resident Representative, Mr. Frederick Ampiah, and his team at the UNDP office.

Hon. Amara Kallon, Minister of Public Administration and Political Affairs, presented the Strategic Roadmap for Public Service Reform, recently approved by Cabinet, and provided updates on progress made and key activities planned for 2026. The roadmap, which was developed with funding and technical support from UNDP, sets the foundation for a modern, efficient, and accountable public service.

The meeting concluded with a shared commitment to deepen collaboration in advancing the reform agenda through the full implementation of the Strategic Roadmap.

The Cabinet of His Excellency President Dr. Julius Maada Bio has approved the Strategic Roadmap for Revamping the Public Service Architecture of Sierra Leone, marking a major milestone in the Government’s ongoing public sector reform agenda.

The paper was presented to Cabinet by the Minister of Public Administration and Political Affairs, Hon. Amara Kallon, on Tuesday, 22nd October 2025.

The Strategic Roadmap provides a comprehensive framework to guide the transformation of Sierra Leone’s public service into a more efficient, accountable, and citizen-focused institution. It lays the foundation for a full-blown reform process that will modernize systems, strengthen institutional capacity, and ensure improved service delivery across the public sector.

This landmark approval aligns with President Dr. Julius Maada Bio’s vision to revamp the public service architecture of Sierra Leone—a key priority under his administration’s commitment to building a professional, transparent, and performance-driven public sector that effectively meets the needs of citizens.

The Strategic Roadmap sets the stage for the implementation of bold and transformative initiatives that will redefine the future of public service management in Sierra Leone.

*Cabinet Approves Sierra Leone’s First-Ever Public Service Policy*

Freetown, Sierra Leone – 22nd October 2025:
In a landmark decision, the Cabinet of the Republic of Sierra Leone has unanimously approved the country’s first-ever Public Service Policy, marking a significant milestone in the Government’s efforts to strengthen public sector governance, enhance accountability, and streamline recruitment and service delivery across Ministries, Departments, and Agencies (MDAs). The paper was presented to cabinet by Amara Kallon, Minister of Public Administration and Political Affairs.

The newly approved policy is designed to provide a unified and coherent framework for the regulation and management of the public service. It addresses long-standing challenges, including fragmented institutional mandates, duplication of roles, and disjointed human resource practices that have, over the years, undermined effective service delivery.

This policy approval lays the groundwork for the development of a comprehensive Public Service Bill, which will be tabled before Parliament for enactment of the first ever Public Service Act. Once legislated, it will regulate the entire public service architecture, promote merit-based recruitment, and ensure standardization across the sector.

For decades, Sierra Leone’s public service landscape has operated in silos, with some commissions, agencies, and institutions working independently of one another, resulting in weak coordination and reduced efficiency. This policy seeks to change that by reinforcing a unified vision for a professional, responsive, and citizen-centered public service.

The development and approval of the policy are in line with the Government’s Medium-Term National Development Plan (MTNDP) and the renewed mandate of the Ministry of Public Administration and Political Affairs, led by Minister Amara Kallon. Under the leadership of His Excellency, Retired Brigadier Dr. Julius Maada Bio, the ministry has spearheaded key strategic reforms in collaboration with central reform institutions such as the Public Service Commission (PSC), the Public Sector Reform Unit (PSRU), the Cabinet Secretariat, and the Human Resource Management Office (HRMO).

This collective effort reflects the Government’s commitment to transforming the public sector into a more transparent, results-oriented, and people-focused system that supports national development and builds public trust.

With Cabinet’s approval now secured, the next phase will focus on legislative drafting, public sensitization, and institutional alignment to ensure seamless implementation nationwide.

“EIGHT MOPAPA STAFF ATTEND TWO-WEEK CAPACITY BUILDING COURSE IN KENYA.”

Eight senior staff members from the Ministry of Public Administration and Political Affairs (MoPAPA) are currently attending a two-week training program at the Kenya School of Government (KSG) in Nairobi, Kenya.

The training covers two key thematic areas:

1. Public Policy Formulation and Implementation

2. Transformative Leadership in the Public Service Landscape

This important capacity-building initiative is being implemented under the (MAPE) Project, funded by the European Union, aimed at strengthening institutional and human resource capacity within the Ministry.

It forms part of ongoing efforts to enhance the Ministry’s ability to coordinate and supervise public sector reforms and to effectively implement the Strategic Roadmap for Revamping the Public Service Architecture—a flagship priority under Pillar 5 of the Government’s Medium-Term National Development Plan (MTNDP).

The officials participating in the training include:

2. Momoh Conteh – Acting Director, Public Administration

3. Salamatu Martha Kamara – Acting Director, Policy, Planning, Research and M&E

This latest training opportunity builds on MoPAPA’s sustained commitment to professional development. Over the past month, 12 staff members of the Ministry have similarly benefited from specialized courses in India, facilitated through the support of the India High Commission in Sierra Leone and the European Union under the MAPE Project.

The Ministry extends its profound appreciation to both the India High Commission and the European Union for their continued support towards developing the competencies of its staff, which remains crucial to transforming the public service and enhancing service delivery in Sierra Leone.
