The United Nations Population Fund ( UNFPA Sierra Leone ), in partnership with Statistics Sierra Leone (Stats SL), has concluded a one-day orientation for field personnel who will undertake a nationwide Rapid Census Awareness Perception Survey.

The orientation, held at Doha’s Hotel in Bo, was designed to equip field personnel with the knowledge and skills required to conduct the one-week survey, which will assess public awareness, confidence, knowledge and perceptions of the upcoming 2026 Population and Housing Census.

The findings are expected to provide important evidence to guide and strengthen Census communication and public engagement efforts, including identifying information gaps, concerns, misconceptions and areas requiring greater public awareness.

Speaking at the orientation, the Director of Communication and Public Relations at Statistics Sierra Leone, Samuel Ansumana, Sam Figoman Ansumana, described the survey as critical to the Census communication process. He noted that the findings would help Stats SL and its partners better understand public awareness levels and inform the planning and implementation of targeted communication interventions ahead of the Census.

Mr. Ansumana also conveyed the appreciation of the Statistician General, Andrew Bob Johnny, and the management of Statistics Sierra Leone to UNFPA for its continued partnership and support to the Census communication and public engagement process.

As part of the orientation, Baileh Molleh, UNFPA Consultant on the project, took participants through the use of Survey123, the digital platform that will be used for data collection. He explained that field personnel are expected to work only within their assigned Enumeration Areas (EAs) and that adult members of selected households will serve as respondents.

Mr. Molleh also emphasised the importance of informed consent, confidentiality and ethical conduct during data collection. He urged field personnel not to discuss respondents’ answers with neighbours or other members of the community and to probe responses neutrally where clarification is required. He further cautioned field personnel against teaching or correcting respondents, arguing about rumours or political views, or promising respondents any benefits or outcomes as a result of their participation in the survey.

The sampling methodology was presented by Silleh Bah, Principal Statistician and GIS Specialist at Statistics Sierra Leone, who explained that 200 Enumeration Areas have been purposively selected across the country, with 2,000 interviews scheduled to be conducted during the exercise.

Dr. Foluke Adebayor, UNFPA Cartographic Consultant working on the Census, provided further clarification on the selection of Enumeration Areas, the sampling methodology and issues identified with the Survey123 application. She noted that GIS Mentor Ibrahim Kolapo would undertake hands-on technical sessions with the team and field personnel to address the application and programming issues before deployment. She also admonished the team to maintain high integrity during the survey.

The orientation concluded with a detailed review of the survey questionnaire, during which participants were taken through the questions and data collection procedures to ensure a common understanding and consistency in data collection before deployment to the field.

The rapid survey is expected to provide timely evidence on public perceptions of the Census and contribute to more effective, evidence-based communication and public engagement as Sierra Leone prepares for the 2026 Population and Housing Census.

He emphasised that the survey will generate reliable demographic and health data to support evidence-based policymaking, effective planning, and improved health outcomes in Sierra Leone.

𝐓𝐡𝐞 𝐒𝐭𝐚𝐭𝐢𝐬𝐭𝐢𝐜𝐢𝐚𝐧-𝐆𝐞𝐧𝐞𝐫𝐚𝐥, 𝐀𝐧𝐝𝐫𝐞𝐰 𝐁𝐨𝐛 𝐉𝐨𝐡𝐧𝐧𝐲, welcomed the Minister of Health and Sanitation, development partners, and participants to the official opening of the training, describing it as another major milestone in the implementation of the 2026 Demographic and Health Survey. He also commended the Ministry of Health and Sanitation and development partners for their unwavering support, noting that the survey findings will provide critical evidence to inform national planning, policymaking, and improved health outcomes in Sierra Leone.

He described the survey as a vital source of credible and internationally comparable data that will guide health policies, strengthen service delivery, and support national development. He underscored the importance of maintaining the highest quality standards throughout the survey process—from training and data collection to analysis and dissemination—to ensure reliable results.

Speaking on behalf of the development partners, representatives of 𝐖𝐇𝐎, 𝐔𝐍𝐈𝐂𝐄𝐅, 𝐭𝐡𝐞 𝐖𝐨𝐫𝐥𝐝 𝐁𝐚𝐧𝐤, 𝐚𝐧𝐝 𝐏𝐚𝐫𝐭𝐧𝐞𝐫𝐬 𝐈𝐧 𝐇𝐞𝐚𝐥𝐭𝐡 (𝐏𝐈𝐇), reiterated their commitment to supporting the Government of Sierra Leone in delivering a successful Demographic and Health Survey. They commended the enduring partnership between Statistics Sierra Leone and the Ministry of Health and Sanitation, describing the survey as an indispensable tool for evidence-based policymaking and sustainable national development.

In his keynote address, the 𝐌𝐢𝐧𝐢𝐬𝐭𝐞𝐫 𝐨𝐟 𝐇𝐞𝐚𝐥𝐭𝐡 𝐚𝐧𝐝 𝐒𝐚𝐧𝐢𝐭𝐚𝐭𝐢𝐨𝐧, 𝐃𝐫. 𝐀𝐮𝐬𝐭𝐢𝐧 𝐃𝐞𝐦𝐛𝐲, encouraged all the trainees to uphold the highest standards of professionalism, integrity, confidentiality, and impartiality throughout the training and fieldwork. He urged them to work collaboratively with supervisors, community leaders, health authorities, and development partners to ensure the successful implementation of the survey.

Dr. Demby emphasised that the credibility of the Demographic and Health Survey depends on the quality of the data collected and reminded participants that they carry the responsibility of generating evidence that will influence national health policies and improve the lives of Sierra Leoneans. He reaffirmed the Government’s commitment to supporting the successful implementation of the 2026 DHS and subsequently declared the training programme officially open.

The 𝟐𝟎𝟐𝟔 𝐃𝐞𝐦𝐨𝐠𝐫𝐚𝐩𝐡𝐢𝐜 𝐚𝐧𝐝 𝐇𝐞𝐚𝐥𝐭𝐡 𝐒𝐮𝐫𝐯𝐞𝐲 (𝐃𝐇𝐒 𝟐𝟎𝟐𝟔) is a major national statistical undertaking that will generate high-quality, reliable, and internationally comparable data on key demographic and health indicators, including 𝐦𝐚𝐭𝐞𝐫𝐧𝐚𝐥 𝐚𝐧𝐝 𝐜𝐡𝐢𝐥𝐝 𝐡𝐞𝐚𝐥𝐭𝐡, 𝐧𝐮𝐭𝐫𝐢𝐭𝐢𝐨𝐧, 𝐟𝐞𝐫𝐭𝐢𝐥𝐢𝐭𝐲, 𝐟𝐚𝐦𝐢𝐥𝐲 𝐩𝐥𝐚𝐧𝐧𝐢𝐧𝐠, 𝐇𝐈𝐕/𝐀𝐈𝐃𝐒, 𝐦𝐚𝐥𝐚𝐫𝐢𝐚, 𝐧𝐨𝐧-𝐜𝐨𝐦𝐦𝐮𝐧𝐢𝐜𝐚𝐛𝐥𝐞 𝐝𝐢𝐬𝐞𝐚𝐬𝐞𝐬, 𝐚𝐧𝐝 𝐨𝐭𝐡𝐞𝐫 𝐩𝐫𝐢𝐨𝐫𝐢𝐭𝐲 𝐩𝐮𝐛𝐥𝐢𝐜 𝐡𝐞𝐚𝐥𝐭𝐡 𝐢𝐬𝐬𝐮𝐞𝐬. The Statistician-General and Chief Census Officer for the 2026 Population and Housing Census, Andrew Bob Johnny, has assured Paramount Chiefs across Sierra Leone that the 2026 Population and Housing Census (PHC) will be transparent, credible, and fully digital, reaffirming the Government’s commitment to producing reliable data for national development.

Speaking at the National Conference of Paramount Chiefs held in Bo and organised by the Ministry of Local Government and Community Affairs, Mr. Johnny provided traditional authorities with a comprehensive update on the country’s preparedness for the 2026 Decennial Population and Housing Census. He underscored the indispensable role of Paramount Chiefs in mobilising their communities, creating public awareness, and encouraging full participation in the census to ensure that every Sierra Leonean is counted.

Mr. Johnny acknowledged that although the pilot census presented some operational challenges, the lessons learned have significantly strengthened preparations for the main census. He noted that this was one of the key reasons Statistics Sierra Leone recently conducted a Mock Census to further test and validate the census processes, procedures, and operational systems before the nationwide enumeration.

He further stated that Sierra Leone’s digital census methodology continues to set a benchmark on the African continent. By integrating geospatial mapping with Computer-Assisted Personal Interviewing (CAPI), the 2026 census will provide a modern, efficient, and transparent system for collecting high-quality data to support evidence-based policymaking and long-term national development planning.

The Statistician-General also briefed the Paramount Chiefs on the Mock Census Exercise, which was conducted in six selected districts and is now nearing completion. He explained that the exercise was limited to selected sections within participating chiefdoms and was designed to test operational procedures, digital tools, field applications, and overall census readiness ahead of the nationwide Population and Housing Census scheduled for December 2026.

Mr. Johnny commended international development partners, particularly the United Nations Population Fund (UNFPA), for their continued technical support, while also acknowledging the unwavering commitment of the Government of Sierra Leone to financing and supporting the successful conduct of the census.

He concluded by calling on Paramount Chiefs to champion census awareness campaigns throughout their chiefdoms, sections, and villages. He emphasised that accurate census data forms the foundation for equitable resource allocation, inclusive development, effective service delivery, and informed decision-making across Sierra Leone.

Accompanying the Statistician-General at the meeting were the Chairman of the Statistics Sierra Leone Council, Moses Williams, and the Council Representative for the Southern Region, Mohamed Kemokai.

The delegation, comprising senior Government officials, representatives of UNFPA, and Statistics Sierra Leone staff, visited several Enumeration Areas where they observed household enumeration activities and engaged with census field personnel to assess the progress and quality of the exercise.

The visit formed part of ongoing efforts by the Government and its development partners to ensure that every stage of the census preparation is implemented in accordance with international standards and global best practices. It also provided an opportunity to assess the effectiveness of the digital data collection system, evaluate operational procedures, monitor field staff performance, identify emerging challenges, and provide technical and operational guidance where necessary.

Speaking during the visit, 𝐭𝐡𝐞 𝐌𝐢𝐧𝐢𝐬𝐭𝐞𝐫 𝐨𝐟 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐄𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭, 𝐌𝐚𝐝𝐚𝐦 𝐊𝐞𝐧𝐲𝐞𝐡 𝐁𝐚𝐫𝐥𝐚𝐲, reaffirmed the Government’s unwavering commitment to the successful conduct of the census, describing it as a vital national exercise that provides the 𝐫𝐞𝐥𝐢𝐚𝐛𝐥𝐞 𝐝𝐚𝐭𝐚 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐝 𝐟𝐨𝐫 𝐞𝐯𝐢𝐝𝐞𝐧𝐜𝐞-𝐛𝐚𝐬𝐞𝐝 𝐩𝐥𝐚𝐧𝐧𝐢𝐧𝐠, 𝐢𝐧𝐟𝐨𝐫𝐦𝐞𝐝 𝐩𝐨𝐥𝐢𝐜𝐲 𝐟𝐨𝐫𝐦𝐮𝐥𝐚𝐭𝐢𝐨𝐧, 𝐞𝐪𝐮𝐢𝐭𝐚𝐛𝐥𝐞 𝐫𝐞𝐬𝐨𝐮𝐫𝐜𝐞 𝐚𝐥𝐥𝐨𝐜𝐚𝐭𝐢𝐨𝐧, 𝐚𝐧𝐝 𝐬𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭. The Statistician-General, Andrew Bob Johnny, underscored the importance of the Mock Census as a critical rehearsal ahead of the nationwide Population and Housing Census scheduled for December 2026. The joint monitoring visit further demonstrated the strong partnership between the Government of Sierra Leone, Statistics Sierra Leone, UNFPA, and other development partners in delivering a credible, transparent, and successful 2026 Population and Housing Census.

As the Mock Census household enumeration exercise draws to a close across the selected Enumeration Areas nationwide, Statistics Sierra Leone commends residents for their cooperation and active participation. The institution encourages all households within the selected communities to continue providing accurate and complete information to census enumerators. The success of the census depends on the participation of every household, ensuring that everyone is counted and that no one is left behind in shaping Sierra Leone’s future development.
