*Sierra Leone's Foreign Minister Reaffirms the Country’s Strong Commitment to Democratic Principles during a recent High-Level Discussion on the Regional Partnership for Democracy*

Speaking in the context of the RPD—launched by Nigeria in partnership with the United Nations Development Programme, Foreign Minister - Alhaji Musa Timothy Kabba highlighted Sierra Leone's deep-rooted democratic identity and its alignment with the platform's goals of promoting institutional strength, public trust, electoral integrity, and inclusive governance.

He emphasized that President Julius Maada Bio's administration is guided by clear democratic priorities, including deepening governance structures and working to restore credibility to regional institutions such as those of ECOWAS, ensuring they are equipped to address contemporary challenges effectively.

Addressing the broader requirements for the RPD's success and longevity, the minister stressed the urgency of the current global moment. He described it as a time of grave threats to international law and multilateralism, where heightened cooperation and collaboration are essential. By uniting efforts, African nations can advance good democratic governance, create meaningful opportunities for citizens, and contribute to achieving shared continental aspirations.

On concerns about press freedom and the safety of journalists, pointing to incidents of arrests and attacks in neighboring countries like Guinea, H.E Kabba expressed optimism about ongoing transitions in the country. He noted positive signs in Guinea's shift from military rule toward civilian governance, with steps underway to build more robust democratic institutions that safeguard fundamental freedoms. Sierra Leone itself stands as a model in this regard, having fully repealed libel laws to eliminate barriers to free expression and enable journalists to perform their vital watchdog role without fear.

Finally, responding to questions on accountability, the minister described the RPD as a powerful mechanism for mutual oversight. When all participating nations fully commit to its principles, it evolves into a practical blueprint that curbs excesses, enforces shared values, and holds leaders to their pledges—ensuring democracy remains responsive, inclusive, and effective for the people it serves.

This engagement highlights Sierra Leone's active role in the RPD and broader continental efforts to make democracy deliver tangible benefits amid evolving regional and global dynamics.

*Sierra Leone Joins Global Leaders at U.S. Critical Minerals Summit*

Sierra Leone was represented at the highest diplomatic level on Wednesday as Foreign Affairs Minister Timothy Musa Kabba attended the Critical Minerals Ministerial at the U.S. State Department in Washington, D.C.

The invitation-only summit gathered foreign ministers and government representatives from around the world to address the growing importance of critical minerals in global supply chains, economic security, and technological advancement.

Hosted by U.S. Secretary of State Marco Rubio, the meeting focused on building trusted partnerships, reducing supply chain vulnerabilities, and encouraging responsible resource development across participating countries.

For Sierra Leone, the engagement highlights the country’s increasing role in global economic diplomacy and opens pathways for cooperation, investment, and knowledge exchange in the minerals sector. Minister Kabba’s participation reinforced Sierra Leone’s commitment to international collaboration and long-term national development.

The summit marked another step in positioning Sierra Leone as an active and credible participant in global economic discussions.

*Mu mahin lɔ wama, ba luwa, Timothy baluwa…”*

The Kamboi hills of Kenema today trembled with joy, as community voices rose in perfect unison, singing those timeless and inspiring words that have become the anthem of a people’s love:

*“Our King is coming… Our King is here. Fear not, Timothy… fear not.”*

What we saw unfold today in Borma 3 and Kondebotihun Sections were far more than a homecoming. It was indeed, a coronation of the heart.

*”Mu mahin lɔ oh, mu mhin lɔ - mu lui lɔ, ngi nyande ngɔ wa.”*
(This is our king. This is our son and our very handsome brother).

These vibes takes us back to the “Makondor how you fine so?” days, where President Bio wowed hearts at first glance. As they spent hours waiting in the sun to receive one of theirs, these proud communities became rivers of humanity for the first time in years.

Women wore brightest lappas, throwing kisses, children waving their hands, the elderly leaning on walking sticks but standing taller than ever, and the amazing young men beating drums to get the ground itself to dance with the Foreign Minister. Traditional singers led the charge, their voices carried the message quite clearly:

*“Mu mahin lɔ wama, ba luwa, Timothy baluwa…”*

The arrival of *His Excellency Alhaji Musa Timothy Kabba*, son of the soil and Minister of Foreign Affairs and International Cooperation, told a simple story. “Timothy”, the boy they once knew, has returned as their living legend.

The emotions witnessed were palpable. Every eye glistened. Every hand reached out to touch him as though, a Saviour had come and yes, HOPE WAS THERE - HOPE IS HERE! Mothers lifted their babies to witness and be inspired.

What was witnessed in both communities today were new pillars of loyalty that formally unveiled themselves.
- A vibrant *Next Gen Youth Group* of Borma 3, with full fire and future,
- And the resolute *Friends of Timothy Kabba* of Kondebotihun. Both members spoke with the quiet certainty of people who have had their minds fully made up.

They people came not to welcome. They were here to pledge. Their message rang clear and united - The SLPP shall remain in power in 2028 and standing tall at the forefront of that mission is *Alhaji Musa Timothy Kabba, the man they now call, with both pride and affection, *their King*.

At Kondebotihun, speakers made history in their own words:
“This is the very first time a sitting Government Minister has answered our call and stepped into our community like this. Today we are not just hosting, we are being seen.”

In his response, the Minister spoke softly, almost reverently. Showed again, why he’s the best placed to build on President Bio’s amazing gains. He took the crowd back to his student days where he used to visit these communities sharing fond memories. From the the dusty footpaths and diamond mines in Tongo, to borrowing cassava from the Kondebotihun community during his teen years, he fondly pledged to give back to the community what he borrowed from it. He reminded youths to dare and to dream. Then, with visible gratitude, he spoke to the man who changed the trajectory of his life:

“Thank you, His Excellency President Julius Maada Bio, who is not only my Boss, but my mentor, my father. For he saw something in me and gave me this platform to serve - despite my age and experience.”

Although today carried no campaign banners, no microphones of formal politics, something deeper took place. A bond has been renewed. A base fortified. The promises may have been silent but they are sealed between a Leader and his People!

Giving back to these Communities, the Honorable Minister pledged 100 bags of cement for the completion of Kondebotihun community Mosque which had stood for decades without attendance and 10 trips of sand. He also promised to find opportunities in other areas of need for the community and its people. A bonus gesture was made with 50 25kg bags of rice given and cash donation given to community people as a reward for the cassava he used to borrow from them back in the day.

Whether the sun sets over Kenema or it rains on the Kamboi hills, the voices will echo through every air:

*“Mu mahin lɔ wama, ba luwa, Timothy baluwa…”*

Fear not, Timothy.
Your people are with you.
And they are singing your name into tomorrow.

It has been a very busy week dealing with the security situation in our sub-rejoin - especially the unconstitutional takeover of power by the military in Guinea Bissau. The swift Mediation and Security Council summit of the Heads of State and Government of ECOWAS chaired by His Excellency President Julius Maada Bio enhanced the peaceful evacuation of Mr. Umar Sissoko Embalo.

The Chair of the Authority continues to engage with our Community Stakeholders and International Partners and the Transition government in Bissau to ensure the return of the country to constitutional rule.

As Chairman of the Executive Council of ECOWAS, I am working with the UN Security Council and the AU Peace and Security Council to support the mediation efforts of President Bio.

𝐉𝐮𝐥𝐲 18, 2023 | 𝐁𝐲 𝐀𝐘𝐕 𝐍𝐄𝐖𝐒 Chief Minister-designate, Dr. David Moinina Sengeh has hailed the appointment of Ing. Timothy Musa Kabba as Minister of Foreign Affairs and International Cooperation-designate by His Excellency President Julius Maada Bio in his new Cabinet.

Dr. Sengeh tweeted: “ Tim Kabba is someone whom I learnt a lot from in Sierra Leone. In fact, he is a major character in my book Radical Inclusion from his time as Minister of Mines. He speaks about 8 languages, an engineer and more... bright future."Dr. Sengeh thanked President Bio for his confidence in appointing them as the Chief Minister and Foreign Affairs Minister for the Government of Sierra Leone. He assured that they will repay the country with their service and love.

Dr. Sengeh said: “Thank you, His Excellency President Dr. Julius Maada Bio for your confidence in appointing me as Chief Minister for the Government of Sierra Leone. I will repay you and the people of Sierra Leone with my service and love. My job is simple-to work with the people to deliver on our priorities and needs."

A State House press statement states that it has pleased His Excellency the President to appoint Ing. Kabba as Minister of Foreign Affairs and International Cooperation subject to parliamentary approval.

In 2020, prior to his appointment as Minister of Mines and Mineral Resources, Ing. Kabba was Director-General of the Petroleum Directorate. He is an oil and gas engineer. Before joining the Petroleum Directorate, he was the project management consultant for Total E & PC LTD. He also worked as a Drilling Engineer and a Reservoir Engineer at the LUKOIL Overseas Offshore Project.

As Minister of Mines and Mineral Resources, he was responsible for the implementation of the Mines and Minerals Act 2009 working in close partnership with the National Minerals Agency.

Ing. Musa Timothy Kabba was also recently elected Vice President of the Association of African Diamond Producing Countries (ADPA) at the 8th Extraordinary meeting of the Council of Ministers in Victoria Falls, Zimbabwe.

The development came as a result of Sierra Leone's strict compliance to the Kimberley Process Certification scheme for its diamonds and the general progressive reforms in its mining sector under Ing. Kabba's watch.

On behalf of the Government of Sierra Leone, the Foreign Minster joined a host of his colleague Foreign Ministers from across the world to sign the Declaration for the Protection of Humanitarian Personnel, which was launched on Sunday, 21st September, 2025 at the United Nations in New York.

Humanitarian personnel in multiple conflict settings increasingly risk deadly attacks, despite the protection afforded to them under international humanitarian law. The environments in which they operate are becoming more dangerous, impeding their ability to deliver humanitarian assistance.

In recognition of this deteriorating operating context, the Foreign Ministers of Australia, Brazil, Colombia, Indonesia, Japan, Jordan, Sierra Leone, Switzerland and the United Kingdom formed the Ministerial Group for the Protection of Humanitarian Personnel at the UNGA High-Level Week in September last year. Today, more than 130 UN Member States have endorsed the Declaration for the Protection of Humanitarian Personnel.

The Declaration, championed by the Ministerial Group, gives expression to the Group’s commitment to protect humanitarian personnel and support principled humanitarian action. It represents a collective commitment to uphold international humanitarian law and work to prevent and respond to incidents involving humanitarian workers.ir

*Minister of Foreign Affairs and International Cooperation Represents President Bio at the 5th Session of Female Quranic Recitation Competition at the Bintumani International Conference Center in Freetown.*

The Minister of Foreign Affairs and International Cooperation, Honorable Alhaji Musa Timothy Kabba, represented His Excellency President Julius Maada Bio at the Bintumani International Conference Center in Freetown on Sunday, 7th September 2025, in demonstration of His Excellency’s support to the empowerment of women and girls at the 5th Session of the Annual Female Quranic Recitation Competition organized by the _Ibn Ali Network_ in Sierra Leone.

Addressing the gathering on behalf of the Government of Sierra Leone, Alhaji Musa Timothy Kabba thanked the event organizers for creating such a platform to promote female participation in such meaningful and rewarding teachings that promote Islam. Minister Kabba told the competitors that they should consider themselves as winners irrespective of what the outcome of the competition would be, as the blessings of Quranic memorization are immense. He reminded all present about the significant contributions of Ayesha, one of the wives of the Holy Prophet Muhammad (SAW) to preserving and passing on the teachings of the Holy Prophet of Islam.

On behalf of President Bio and the government of Sierra Leone, Alhaji Musa Timothy Kabba applauded the efforts of the event organizers as their endeavor was in alignment with the President’s commitment to empowering girls who will become wives and mothers and will pass on such teachings to future generations. He assured everyone of the government’s support as this was in fulfillment of the one of the President’s Big Five Agenda, which is “Human Capital Development”. The Minister however appealed to the event organizers to extend such important opportunities to other parts of the country so that many more girls and families could benefit.
