Worldwide Caution – Updated Public Health Arrival Restrictions and Enhanced Ebola Screening: May 22, 2026 - U.S.-bound American citizens and lawful permanent residents (LPRs) who have been present in the Democratic Republic of the Congo, Uganda, or South Sudan within 21 days of arrival in the United States must only enter through the following airports for enhanced screening:
Washington Dulles International Airport (IAD) for flights after 11:59 PM on May 21, 2026
Hartfield-Jackson Atlanta International Airport (ATL) for flights after 11:59 PM on May 22, 2026
George Bush Intercontinental Airport, (IAH), Houston, for flights departing after 11:59 PM on May 26, 2026
This requirement applies to all passengers, including U.S. citizens and LPRs, who were present in those countries.

As of May 21, 2026, all U.S.-bound American citizens and lawful permanent residents (LPRs) who have been present in the Democratic Republic of the Congo, Uganda, or South Sudan within 21 days of arrival in the United States must only enter through Washington Dulles International Airport (IAD) for enhanced screening. The U.S. Centers for Disease Control and Prevention (CDC) and the Department of Homeland Security’s (DHS) Customs and Border Protection (CBP) will apply enhanced public health screening at IAD in response to the Ebola outbreak. The Dulles requirement applies to all passengers, including U.S. citizens and LPRs, who were present in those countries. Please be prepared for flight changes or cancellations. The United States is committing to rapidly supporting the Ebola outbreak response by funding up to 50 treatment clinics, and associated frontline costs being established in Ebola-affected regions of the DRC and Uganda. These rapidly deployed clinics will enable implementing partners to establish clinical care and containment perimeters around affected areas. Clinics will provide emergency Ebola screening, triage, and isolation capacity.

This U.S. funding commitment will accelerate the delivery of frontline medical care, life-saving humanitarian assistance, and critical outbreak response capabilities to communities at greatest risk. Incremental rapid U.S. funding will stimulate the expansion of emergency treatment capacity, strengthen field operations, and accelerate the delivery of protective equipment, diagnostics, and essential health services where they are needed most. We know from previous outbreak response that ensuring partners rapidly scale up containment and treatment efforts in the affected regions is the most critical variable to ensuring an effective response and that the disease does not spread.

The Department of State, in close coordination with the Centers for Disease Control and Prevention (CDC), the lead agency for the U.S. Government response, is actively responding to the Ebola outbreak in the Democratic Republic of the Congo (DRC) and Uganda.

The Department’s first priority is the protection of Americans and the American homeland. The Department is working with interagency partners to evacuate, for medical treatment and/or quarantine and procedures, any affected American citizens. The Department is also working across our consular and travel operations to implement CDC’s Title 42 order restricting entry of foreign nationals, of any nationality, who have been to the DRC, Uganda, or South Sudan in the last 21 days. The Department has issued updated Level 4 travel advisories for all three countries: no American citizens or permanent residents should travel to the DRC, Uganda, or South Sudan for any reason. Americans should remain vigilant of CDC guidelines on isolation and quarantine if they are departing the region.

The Department of State strongly urges Americans not to travel to the Democratic Republic of the Congo (DRC), South Sudan, or Uganda for any reason and to reconsider travel to Rwanda due to the Ebola Bundibugyo Virus disease outbreak in the region. The Department has updated its Travel Advisories for the Democratic Republic of the Congo (DRC), Rwanda, South Sudan, and Uganda to reflect the elevated health risk due to the outbreak. The Travel Advisory levels for the DRC, South Sudan, and Uganda are Level 4 – Do Not Travel, and the Travel Advisory level for Rwanda is Level 3 – Reconsider Travel. This replaces previous Travel Advisories issued for the DRC (previously Level 3), South Sudan (previously Level 4), Uganda (previously Level 3) and Rwanda (previously Level 2).
