The Ministry of Water Resources and Irrigation (MWRI), through the Regional Climate Resilience Program (RCRP), has commenced state-level consultations on the Draft Water Bill, Policy/Regulatory Studies, and the formulation of the National Water Master Plan.

Over three days, representatives from state-level line ministries and institutions came together to review the draft framework, share experiences, raise concerns, and provide perspectives on the water priorities and realities of their communities.

Water is a cross-cutting resource. Bringing different institutions and stakeholders into the process helps strengthen ownership and ensures that diverse perspectives contribute to the development of a stronger water governance framework for South Sudan.

The consultation process will continue with stakeholders from Greater Bahr el Ghazal and Greater Upper Nile, expanding participation in this important national process.

Together, we are working towards a stronger, more inclusive and sustainable framework for managing South Sudan’s water resources. 🇸🇸

The Government of South Sudan, through the Ministry of Water Resources and Irrigation (MWRI), is delivering strategic investments to protect communities from recurrent flooding and water insecurity across Eastern Equatoria, Lakes, Jonglei, and Upper Nile States. Implemented under the World Bank-financed Regional Climate Resilience Program for Eastern and Southern Africa (RCRP), these interventions are restoring critical infrastructure and strengthening local capacity to withstand climate shocks.

Rehabilitation of hand pumps continues across the four target states. Of the 83 hand pumps identified for minor rehabilitation, 32 have been completed, restoring access to safe water for communities.

In Maban County, Upper Nile State, assessments of 50 hand pumps have been finalized, with 26 categorized for minor rehabilitation and 24 for major rehabilitation. By the end of July, 11 of the minor rehabilitation works had been completed, with remaining works ongoing.

In Jonglei State, rehabilitation of weak points in the Aduar–Jalle d**e sections is almost complete. Works are targeting damaged and eroded sections identified through technical assessments and community consultations, enhancing protection for vulnerable communities and livelihoods.

These interventions are more than infrastructure—they represent targeted investments in:

1. Community safety through strengthened flood defenses;

2. Reliable water access for households, livestock, and productive use;

3. Livelihood protection and preservation of community assets; and

4. Enhanced adaptive capacity to absorb and recover from climate shocks.

The Ministry, in collaboration with state authorities, local communities, and partners, remains committed to transitioning from recurrent emergency response toward durable, evidence-based, and community-responsive resilience solutions.

The RCRP integrates infrastructure rehabilitation with community engagement and local participation, ensuring that investments address actual needs and deliver sustainable, long-term benefits.

Hon. James Mawich Makuach Commissions China-Funded Water Supply Projects

Juba, South Sudan, 5 August 2026

The Minister of Water Resources and Irrigation, Hon. James Mawich Makuach, today officially commissioned 35 solar-powered water yards (mechanized solar pumps) and 15 high-yield boreholes under the China Aid Borehole Drilling and Water Supply Project. The facilities were formally handed over by the Government of the People’s Republic of China to the Government of the Republic of South Sudan during a ceremony held in Juba.

In his welcoming remarks, Hon. Sultan Lam Tungwar Kueigwong, Undersecretary of the Ministry of Water Resources and Irrigation, described the project as a major contribution to expanding access to safe drinking water, improving livelihoods, and strengthening the long-standing partnership between South Sudan and China.

H.E. Ma Qiang, Ambassador of the People’s Republic of China to South Sudan, reaffirmed China’s commitment to supporting South Sudan’s development through continued cooperation, technical assistance, and investment in the water sector.

In his keynote address, Hon. James Mawich Makuach expressed appreciation to the Government and people of China for their generous support, noting that the project will improve access to clean and safe drinking water, reduce waterborne diseases and ease the burden on women and girls who often travel long distances to fetch water. He also acknowledged the leadership of H.E. President Salva Kiir Mayardit in strengthening bilateral relations and promoting investment in the water sector.

The Minister urged beneficiary communities to protect and maintain the facilities to ensure their long-term sustainability and reaffirmed the Ministry’s commitment to expanding access to safe and reliable water services across South Sudan.

Ministry of Water Resources and Irrigation Delegation Conducts Successful Mission to Jonglei State

Juba, South Sudan | 4 August 2026 – A high-level delegation from the Ministry of Water Resources and Irrigation, led by Hon. Sultan Lam Tungwar Kueigwong , Undersecretary of the Ministry, together with a team from the International Organization for Migration (IOM), today concluded a successful mission to Jonglei State aimed at strengthening collaboration on flood risk management and resilience.

During the visit, the delegation held a productive meeting with H.E: Dr. Riek G*i Kok, Governor of Jonglei State and members of the State Flood Management Team in Bor Town. The discussions focused on enhancing coordination among national and state authorities and development partners to address recurring flood challenges and protect vulnerable communities across the state.

Following the meeting, the delegation conducted a field visit to inspect the d**e identified for rehabilitation under the Regional Climate Resilience Program (RCRP). The rehabilitation works will be implemented by the International Organization for Migration (IOM) with funding from the World Bank, through the Ministry of Water Resources and Irrigation.

Hon. Sultan Lam Tungwar Kueigwong reaffirmed the Ministry’s commitment to working closely with state authorities, development partners, and local communities to strengthen flood protection infrastructure and improve resilience against the impacts of seasonal flooding.

The Ministry of Water Resources and Irrigation expressed its appreciation to the Governor of Jonglei State, the State Flood Management Team, IOM, and the World Bank for their continued partnership and commitment to supporting sustainable flood management interventions in South Sudan.

Monday, 27 July 2026.
The Undersecretary of Water Resources and Irrigation. Hon. Sultan. Lam Tungwar Kueigwong, had the privilege of leading a team of senior engineers from the Ministry of Water Resources and Irrigation and South Sudan Urban Water Corporation on a visit to the South Sudan People’s Defence Forces (SSPDF) General Headquarters, Bilpham, with the objective of advancing plans to establish a reliable running clean water system.

Our delegation was warmly received by Hon. Gregory Deng Kuach, Undersecretary of the Ministry of Defence, together with his administration. We held a productive discussion on the proposed water supply project, which is expected to serve more than 10,000 people within and around Bilpham.

The Ministry of Water Resources and Irrigation and the South Sudan Urban Water Corporation remain committed to accelerating urban water infrastructure and expanding clean water access to Bilpham, New Bongo, New Site, Mangateen, Hai Referendum, Jengele, and other surrounding communities.

Access to safe and reliable water is essential for public health, security, and sustainable development. Through continued collaboration between our institutions, we are making meaningful progress toward improving the lives of the people we serve.

A Stronger D**e, Safer Communities

The Ministry of Water Resources and Irrigation, with support from the World Bank under the Regional Climate Resilience Program (RCRP), is rehabilitating weak areas in the 25 km Aduar and Jalle d**e in Bor County, Jonglei State.

Implemented by UNOPS on behalf of the Ministry, the project will protect more than 20,000 people from flooding, helping families return home safely while supporting fishing and other livelihoods.

Hon. James Mawich Makuach, Minister of Water Resources and Irrigation Commissions SOMBA Groundwater Station at the University of Juba

Juba, South Sudan | 16 July 2026

The Ministry of Water Resources and Irrigation today officially commissioned the SOMBA Groundwater Station at the University of Juba, marking another milestone in the growing cooperation between the Republic of South Sudan and the Arab Republic of Egypt in improving access to safe and clean drinking water.

Hon. Sultan Lam Tungwar Kueigwong, Undersecretary of the Ministry of Water Resources and Irrigation, welcomed guests and highlighted the importance of the project in strengthening water service delivery, supporting education and research, and improving the livelihoods of surrounding communities. The Undersecretary commended the continued partnership between South Sudan and Egypt in advancing sustainable water infrastructure.

H.E. Hazem Mamdouh Fawzy, Ambassador of the Arab Republic of Egypt, reaffirmed Egypt’s commitment to supporting South Sudan’s water sector through technical cooperation and development assistance. He noted that the SOMBA Groundwater Station reflects the strong friendship between the two countries and their shared commitment to sustainable development.

In his keynote address, Hon. James Mawich Makuach, Minister of Water Resources and Irrigation, expressed appreciation to the Government of Egypt for its continued support in expanding access to safe drinking water across South Sudan. He also acknowledged the leadership of His Excellency President General Salva Kiir Mayardit in strengthening bilateral relations and promoting investments in the water sector.

The Minister highlighted the successful implementation of groundwater projects under the South Sudan–Egypt cooperation programme, including the completion of several solar-powered groundwater stations across the country under the current phase.

Officially declaring the SOMBA Groundwater Station open, the Minister said the facility will provide reliable and safe drinking water to the University of Juba and neighboring communities. The station has a production capacity of 32,000 cubic meters and is expected to serve approximately 40,000 people, significantly improving access to safe drinking water for students, staff, and residents of the surrounding communities. He encouraged the University and the neighboring community to protect and maintain the facility to ensure it continues to serve future generations.

Hydronova Presents Legal and Institutional Review of South Sudan’s Draft Water Bill During the Second National Task Force Meeting for the National Water Resources Master Plan (NWRMP) Workshop

Juba, South Sudan – 6 July 2026

The Ministry of Water Resources and Irrigation, during the Second National Task Force Meeting for the National Water Resources Master Plan (NWRMP) Workshop held on 6 July 2026 in Juba, hosted the presentation of the Legal and Institutional Review of the Draft Water Bill by Hydronova, the consultancy Firm supporting the review if the draft water bill (2015).

The National Task Force (NTF) meeting was chaired by Hon. Sultan Lam Tungwar Kueigwong , Undersecretary, Ministry of Water Resources and Irrigation, and attended by senior government officials, development partners, members of the National Task Force, and other key stakeholders.

The Legal and Institutional Review assessed whether the Draft Water Bill provides a clear, enforceable, and practical legal framework for the management, protection, and sustainable use of South Sudan’s water resources, as well as the regulation of water supply and sanitation services. The review also identified areas requiring further refinement before the Bill is submitted for enactment.

Once enacted, the Water Act will provide the legal foundation for integrated water resources management, pollution control, flood and drought risk management, and improved governance of the water sector. It is also expected to clearly define the roles and responsibilities of the Ministry and the institutions created by the water act while strengthening the protection and sustainable management of both surface water and groundwater resources.

The Draft Water Bill remains under review and wider consultation with stakehokders before it is submitted to the Executive, tabled before the Transitional National Legislative Assembly, and, upon approval, presented to H.E. President Gen. Salva Kiir Mayardit for assent.

The Ministry of Water Resources and Irrigation remains committed to establishing a comprehensive legal framework that promotes sustainable water resources management, strengthens institutional governance, and improves water supply and sanitation service delivery across South Sudan.
