STRENGTHENING RESILIENCE: UPPER NILE STATE LAUNCHES UNIFIED FLOOD RESPONSE STRATEGY

The Ministry of Humanitarian Affairs and Disaster Management, in collaboration with the South Sudan Civil Aviation Authority, successfully hosted a high-level Flood Sensitization Workshop in Malakal Town from August 11–13, 2026. This vital initiative was made possible through the generous financial investment of the World Bank, facilitated by the Enhancing Community Resilience and Local Governance Project Phase II (ECRP-II). Because Upper Nile State faces persistent seasonal flooding that challenges local infrastructure and livelihoods—particularly in high-risk areas like Kodok and Balliet Counties—this workshop focused directly on converting early weather warnings into proactive, life-saving community action.

Demonstrating strong institutional ownership, the event brought together over 50 key stakeholders, including five State Ministers who provided active leadership throughout the sessions. Highlighting a commitment to inclusive governance, the participant delegation included representatives from the Relief and Rehabilitation Commission, parliamentary committees, international humanitarian partners, women and youth associations, faith-based groups, and organizations representing persons with disabilities. Through technical presentations and collaborative strategy sessions, these leaders significantly advanced state capacity in disaster risk reduction, climate resilience, and emergency evacuation planning.

A definitive milestone of the workshop was the successful development and strategic adoption of the Upper Nile State Flood Preparedness and Response Plan 2026. To sustain this momentum, the Secretary General of the State Government and the Relief and Rehabilitation Commission will now collaborate to formalize this framework and revitalize the Upper Nile Flood Task Force into a permanent standing body dedicated to community protection. Together with its global partners, the Ministry of Finance and Planning remains dedicated to building sustainable, resilient communities equipped to navigate climate challenges.

A critical five-day national training workshop focused on Advanced Geographic Information Systems (GIS) and Remote Sensing for Risk-Informed Decision-Making and Climate Resilience officially concluded today at the Palm Africa Hotel in Juba.

The five-day program, which ran from July 27 through July 31, 2026, was supported by the Ministry of Finance and Planning through the ECRP II Project, with funding from the World Bank. Additionally, the Ministry of Humanitarian Affairs and Disaster Management received co-funding for the initiative from the African Development Bank, channeled through the Food and Agriculture Organization (FAO) of the United Nations.

The intensive capacity-building program brought together over 30 participants representing key national, state, and academic institutions. High-level representation included technical experts from the ministries of Humanitarian Affairs and Disaster Management, Agriculture and Food Security, the South Sudan Meteorological Services, and the Relief and Rehabilitation Commission (RRC). Additionally, key personnel joined from line ministries overseeing water, environment, electricity, health, land, and the National Bureau of Statistics, alongside the South Sudan Red Cross and Central Equatoria State disaster management authorities.

This strategic initiative equips South Sudanese professionals with advanced geospatial capabilities vital for nationwide disaster risk management. Through rigorous hands-on sessions, attendees strengthened their technical proficiency in spatial analysis, geoprocessing, and satellite data interpretation to conduct high-precision risk assessments.

A major milestone of the workshop is that the newly acquired competencies empower participants to independently execute complex hydrological models and generate critical flood-risk outputs. This advancement substantially strengthens institutional capacity across South Sudan to conduct comprehensive hazard, vulnerability, and risk evaluations. Ultimately, the trained personnel are now fully equipped to leverage advanced geospatial tools to drive proactive disaster preparedness, streamline rapid emergency response, and conduct accurate post-disaster damage assessments.

In her closing remarks, Betty Scopas, the Director General for Early Warning Systems at the Ministry of Humanitarian Affairs and Disaster Management, expressed gratitude to the facilitators and participants for their commitment to the workshop. She also thanked the World Bank and the African Development Bank for the financial support that made the training possible. Director General Scopas announced that a national GIS training, led by local technical experts, will take place before the end of the year. Additionally, a Training of Trainers (ToT) session featuring regional experts is scheduled for early next year, aimed at cascading these vital skills down to the state and county levels.

The five-day national training on advanced Geographic Information System (GIS) and remote sensing for risk-informed decision-making and climate resilience in South Sudan has officially commenced at the Palm Africa Hotel in Juba.

Conducted under the theme, "Harnessing institutional capacity in disaster preparedness, early warning, and anticipatory action for effective disaster risk management," the program aims to strengthen participants' skills in applying advanced GIS and Remote Sensing technologies for disaster risk management across the country.

This training enhances participants' technical understanding and builds practical skills in spatial analysis, geoprocessing, and remote sensing for disaster risk assessment. By the end of the training, participants will be able to run hydrological models to produce flood-risk outputs. It strengthens their capacity to conduct hazard, vulnerability, and risk assessments, equipping them to support disaster preparedness, response, and post-damage assessments using geospatial tools.

In her opening remarks, Betty Scopas, the Director General for Early Warning Systems at the Ministry of Humanitarian Affairs and Disaster Management, underscored the training's importance. She highlighted it as a key milestone in strengthening national capacity to develop hazard maps, exposure and vulnerability assessments, risk analyses, and multi-hazard early warning systems. According to the Director General, this initiative will also improve coordination among government institutions and partners by utilizing standardized geospatial information for strategic planning and operational decision-making.

Representing the World Bank at the official opening, Consultant Eng. Sunday Benjamin expressed hope that the training would deliver an enhanced GIS tailored to South Sudan's current challenges, including flood risks. He emphasized that the Bank wants to see this knowledge actively applied and cascaded to sub-national levels, ensuring that local counties and communities directly benefit. Finally, he encouraged the participants to engage actively, share ideas, and exchange knowledge throughout the session.

For his part, ECRP II Project Manager Guyson Adi’kobaa stated that the workshop is vital to the project and thanked the World Bank for providing the funds to facilitate it. He reiterated the joint commitment of both the Ministry of Finance and Planning and the World Bank to help the Ministry of Humanitarian Affairs and Disaster Management cascade this training to ECRP II operational areas. This field deployment will enable teams to conduct assessments and gather data to inform future project actions within those communities.

This five-day training, running from today (July 27, 2026) through Friday (July 31, 2026), is supported by the Ministry of Finance and Planning through the ECRP II Project, with funding from the World Bank. Additionally, the Ministry of Humanitarian Affairs and Disaster Management received co-funding from the African Development Bank, channeled through the UN's Food and Agriculture Organization (FAO), to support the initiative.

The training targets 30 participants drawn from relevant national and state institutions, including the Ministry of Humanitarian Affairs and Disaster Management, the Ministry of Agriculture and Food Security, the South Sudan Meteorological Services, and the Relief and Rehabilitation Commission (RRC). Other key entities represented include the Ministry of Water Resources and Irrigation, the Ministry of Environment and Forestry, the Ministry of Electricity and Dams, the Ministry of Health, the National Bureau of Statistics, the Ministry of Lands, Housing and Urban Development, relevant Central Equatoria state-level Disaster Risk Management (DRM) institutions, South Sudan RedCross, and various academic and university institutions.

A two-day stakeholder engagement workshop for the Ruweng Administrative Area officially concluded today in Pariang town. The event brought together representatives from national ministries, Administrative Area ministries, and county governments to establish practical actions for strengthening information flow, accountability, and joint planning.

The workshop aimed to enhance collaboration among national, Administrative Area, and county governments, development partners, and local actors. A primary focus was supporting the local government in revitalizing the Ruweng Administrative Area Coordination Team (RAACT). Participants built consensus around RAACT’s formal operationalization through a validated Terms of Reference (TOR) and agreed-upon coordination strategies, establishing it as the official mechanism for engagement, oversight, and follow-up under the Enhancing Community Resilience and Local Governance Project Phase II (ECRP II).

In his closing remarks, the Deputy Chief Administrator for the Ruweng Administrative Area—who also serves as the Acting Chief Administrator—Hon. Simon Wuor Miaper, thanked the Ministry of Finance and Planning and the Local Government Board for organizing the workshop. Hon. Miaper reiterated the Administrative Area’s unwavering support for the ECRP II Project and urgently appealed to humanitarian agencies and donors to provide assistance for the rising influx of returnees and refugees

Concurrently, Simon Deng Gatluak, the Director for Traditional Authority at the Local Government Board, underscored the workshop's role in driving accountable and effective service delivery. “Through this workshop, we are revitalizing the Administrative Area’s Coordination Team as a formal mechanism for engagement, oversight, and follow-up. This process ensures that local and county authorities collaborate, share information, and take joint responsibility for results,” Gatluak said.

The workshop successfully concluded with the revitalization of the Administrative Area’s Coordination Team and the formal validation of its Terms of Reference.

Today, the national Ministry of Finance and Planning and the Local Government Board took to the airwaves in Pariang, Ruweng Administrative Area. Joined by the International Organization for Migration (IOM)—their implementing partner for the Enhancing Community Resilience and Local Governance Project Phase II (ECRP II)—they sensitized the public about the project and its impact on the community.

The ECRP II is currently active across six counties in the Ruweng Administrative Area, including Jau, Aliny, Lake No, Jamjang/Wunkur, Tuoch, and Pariang. Initiatives involve constructing schools, health facilities, water points, and community centers for beneficiary populations.

During the broadcast on 87.6 Ruweng FM, the Ministry of Finance and Planning and the Local Government Board announced a two-day Stakeholder Engagement Workshop starting tomorrow. The event brings together National, Administrative Area, and County representatives to align on practical actions that strengthen information flow, accountability, and joint planning.

The workshop also aims to reinforce stakeholder relationships and help the Administrative Area formalize its Coordination Team (AACT). By finalizing the Terms of Reference (TOR) and coordination protocols, the event will establish a formal oversight mechanism under the ECRP II project.

ECRP II is a five-year project financed by the World Bank. It is implemented by the Ministry of Finance and Planning and the Local Government Board, in partnership with IOM, World Vision International (WVI), and the International Rescue Committee (IRC).

Spanning six states and two administrative areas across South Sudan, the project aims to improve access to basic services, strengthen flood resilience, and enhance institutional capacity for local service delivery and integrated disaster risk management at both national and sub-national levels. By March 31, 2027, the project is expected to reach over 950,000 people with improved and reliable access to these critical resources.

The Stakeholder Engagement Workshop for the Enhancing Community Resilience and Local Governance Project Phase II (ECRP II) has officially kicked off in Maban County, Upper Nile State!

Officiated by Maban County Commissioner Hon. John Paul, this three-day event brings together participants from both the host and refugee communities to foster local ownership and community awareness.

The workshop will conclude this Thursday, 16 July 2026.

STRENGTHENING RESILIENCE IN SOUTH SUDAN: FLOOD SENSITIZATION WORKSHOP CONCLUDES IN JONGLEI STATE

A two-day sensitization workshop on flood and disaster preparedness, Early Warning Systems (EWS), and Anticipatory Action was successfully held from 7–8 July 2026 in Bor Town, Jonglei State.

Supported by the World Bank-financed Enhancing Community Resilience and Local Governance Project Phase II (ECRP-II)—under the National Ministry of Finance and Planning and the Local Government Board—the two-day workshop was facilitated by the National Ministry of Humanitarian Affairs and Disaster Management. It aimed to strengthen flood risk management by enabling decision-makers to transform seasonal forecasts into proactive early actions.

Representatives addressed critical preparedness gaps and coordination mechanisms, empowering them to protect vulnerable lives and livelihoods from anticipated climate hazards.

"This sensitization initiative directly aligns with the Government of South Sudan’s commitments under the National Disaster Risk Management Policy, the Sendai Framework for Disaster Risk Reduction (2015–2030), the global Early Warnings for All (EW4ALL) initiative, and the South Sudan Roadmap on Anticipatory Action (2025–2030),"said Betty Scopas, Director General for Early Warning at the Ministry of Humanitarian Affairs and Disaster Management.

The workshop brought together key representatives from State Ministries, including four State Ministers of the Jonglei State Government and 17 Directors-General from line ministries at the state level. It was also attended by Disaster Management Committees, Women and Youth groups, Faith-Based Organizations, people with disabilities, traditional leaders, and volunteers and staff from the South Sudan Red Cross in Jonglei, who serve as vital auxiliary partners to the Ministry of Humanitarian Affairs and Disaster Management in coordinating and responding to emergencies and disasters at the state level.

Essentially, the workshop provided operational clarity on disaster management across national, state, and county levels. By empowering decision-makers with vital knowledge and coordination tools to ensure early action to safeguard lives, property, and livelihoods.

The event concluded with actionable plans that will shape the 2026 Jonglei State DRM Response Plan and immediately activate the Jonglei State Disaster Taskforce Committee.

Strengthening relationships among national, state, and county governments, development partners, and other actors is a key priority for the ECRP II Project. Today, the project convened a two-day Stakeholder Engagement Workshop in Pibor, Greater Pibor Administrative Area, to strengthen institutional capacity and service delivery in the Administrative Area.

The workshop, which ends tomorrow, Thursday 25 June, brings together national ministries, Administrative Area ministries, and county government representatives from the Greater Pibor Administrative Area. Together, they aim to agree on practical actions to strengthen information flow, accountability, and joint planning and coordinated efforts.

In his opening remarks, the Deputy Chief Administrator and Acting Chief Administrator of Greater Pibor Administrative Area, Hon. Ogebe Omot Ochan, underscored the importance of the workshop in sharing diverse ideas and collectively acting to resolve coordination challenges in the Administrative Area.

He thanked the ECRP II project for its support to the Administrative Area, mainly in infrastructure development—particularly in d**e construction, and the construction of schools and health facilities across the Administrative Area’s four counties.

“As the Administrative Area, we don’t take this support for granted,” said the Deputy Chief Administrator. The Administrator further appealed to the Ministry of Finance and Planning and the World Bank to expand their support to the other counties not currently covered by the project.
