The Minister of Culture, Museums and National Heritage, Hon. Sarah Nyanath, together with the Ministry's Undersecretary, Hon. Dr. Julia Amon Wantok, met with the Minister of Land and Housing, Hon. Michael Chiangjiek Gay, at his office to discuss matters relating to land administration, heritage protection and urban development.
The discussion highlighted the importance of integrating cultural heritage considerations into the development and planning of Juba, including the identification and protection of historic sites, buildings, monuments, memorials and cultural landscapes, as well as the promotion and protection of public cultural spaces, museums, cultural institutions and historically significant place names.
The two sides also discussed the establishment of appropriate development controls around protected heritage assets and the integration of heritage considerations into future urban planning and development.
The meeting also touched on the Boma-Badingilo Migratory Landscape (BBML) and other nationally significant heritage landscapes, particularly where land administration, urban planning, conservation and heritage protection intersect.
The two Ministries emphasized the need for strengthened technical coordination going forward, including the designation of focal points from both sides, the review and referral of matters involving land, planning and heritage supported by the exchange of maps and relevant information, and the development of joint recommendations to identify policy gaps.
Speaking during the meeting, Hon. Michael Chiangjiek Gay welcomed the discussion, noting that the Land Policy was developed to serve as a guideline and to define clear boundaries, particularly in relation to land and other assets. He observed that there is currently a lack of clear division of assets, particularly land, between the State and National Governments, highlighting the need for clearer guidelines and responsibilities.
He advised that the two Undersecretaries should serve as focal points for the two Ministries and work closely with relevant technical experts to advance the issues discussed. He also encouraged Hon. Sarah Nyanath to prepare a memo to the Office of the President outlining the matters discussed and the proposed way forward, expressing his commitment to supporting the memo and the initiative.
The meeting concluded with an emphasis on the importance of continued collaboration between the two Ministries to ensure that land administration and urban development are effectively aligned with the protection, preservation and promotion of South Sudan's cultural heritage.
