No Credible Election Without the Necessary Preconditions

Conducting elections without fulfilling the essential prerequisites and without a genuine national consensus among the country's political forces risks plunging South Sudan into deeper political instability.

An election held under such circumstances merely confers legitimacy on an illegitimate process—like allowing a hyena to preside over the fate of the goats. Such an outcome cannot produce peace, democracy, or a government that genuinely reflects the will of the people.

A credible, free, fair, and peaceful election must be preceded by the following fundamental prerequisites:
An inclusive national dialogue involving all political forces and key stakeholders, including faith-based organizations, civil society organizations, women's and youth groups, traditional leaders, and other representatives of society.
Comprehensive security sector reform to ensure professionalism, accountability, and political neutrality of the security institutions.
Meaningful institutional reforms to strengthen state institutions, enhance transparency, and restore public confidence.

The establishment of a unified, professional, and nationally representative army, together with other organized forces operating under constitutional civilian authority.

Judicial independence and comprehensive judicial reforms to guarantee the rule of law and impartial administration of justice.

The drafting and adoption of a permanent constitution, followed by a constitutional referendum that allows the people of South Sudan to determine their constitutional future.

The establishment of a strong, democratic, and accountable system of governance founded on constitutionalism, separation of powers, respect for human rights, and the rule of law.

The establishment and operationalization of the Hybrid Court for South Sudan to ensure accountability, end impunity, and promote national reconciliation.
Without these fundamental conditions, elections risk becoming an instrument for legitimizing the status quo rather than a genuine democratic exercise. Sustainable peace, stability, and democratic governance can only be achieved through an inclusive political process that addresses the root causes of conflict and creates a level playing field for all political actors.

NDM-PF Condemns Deadly Attack on Humanitarian Workers in Duk County

SS24 — The National Democratic Movement – Patriotic Front (NDM-PF), through its Office of the Chairperson of the National Committee for Humanitarian Affairs, has strongly condemned the deadly attack on humanitarian workers in Duk County, Jonglei State, on 29 June 2026.

The office described the attack as a senseless act of violence and extended its condolences to the families of the victims, humanitarian organizations, and the affected communities.

NDM-PF emphasized that humanitarian workers dedicate their lives to saving lives and delivering assistance to vulnerable people and must never be targeted under any circumstances.

The movement called for:
• An independent, impartial, and transparent investigation into the attack.
• Accountability for those responsible.
• Respect for International Humanitarian Law.
• Protection of humanitarian workers, medical services, and relief operations.
• Safe, rapid, and unhindered humanitarian access to civilians in need.

The statement also reaffirmed NDM-PF's support for humanitarian principles of humanity, neutrality, impartiality, and independence, while expressing solidarity with aid workers serving communities across South Sudan under difficult and dangerous conditions.

"Humanitarian workers are not parties to conflict. Their safety, dignity, neutrality, and independence must be respected and protected at all times," the statement concluded.

🔴 BREAKING: NDM-PF Rejects December 2026 Elections

SS24 - The National Democratic Movement–Patriotic Front (NDM-PF), led by Emmanuel Ajawin, has rejected the planned 22 December 2026 elections and the proposed inter-party dialogue, arguing that South Sudan has not met the necessary conditions for a free, fair, and credible vote.

In a press release, NDM-PF cited the incomplete permanent constitution, delayed security arrangements, lack of full deployment of the Necessary Unified Forces, stalled institutional reforms, concerns over judicial independence, and the failure to establish the Hybrid Court for South Sudan.

The movement called for a genuinely inclusive political process involving all political parties, opposition groups, civil society, faith-based organizations, women, youth, and traditional leaders. It also urged support for existing regional mediation efforts, including the C5 Initiative.

NDM-PF says lasting peace can only be achieved through full implementation of the peace agreement, constitutional governance, accountability, and meaningful national dialogue before any elections are held.

أكثر من 50 ناجية يجددن المطالبة بمحاسبة مرتكبي الانتهاكات الجنسية
جوبا: الموقف
طالبت أكثر من 50 ناجية من العنف الجنسي المرتبط بالنزاعات في البلاد ، اليوم الأربعاء بكشف الحقيقة وتحقيق العدالة، وذلك خلال فعالية أُقيمت في العاصمة جوبا، بعد مرور عامين على تقديم أول قضية تتعلق بجرائم حرب في تاريخ البلاد أمام الجهات القضائية.
وجاءت الفعالية بالتزامن مع إحياء الذكرى الثانية لليوم الوطني لإحياء الذكرى في جنوب السودان، حيث شاركت فيها قيادات دينية ومسؤولون حكوميون وممثلون عن المجتمع المدني، في إطار تجديد الدعوة لمحاسبة المسؤولين عن الانتهاكات، رغم مرور ما يقارب عقدًا على وقوعها.
وقالت ناجيات إن معاناتهن لم تتوقف عند الانتهاكات التي تعرضن لها، بل امتدت إلى وصمة اجتماعية مستمرة داخل مجتمعاتهن. وأوضحت “إليزابيث” (23 عاماً)، وهي اسم مستعار لحماية هويتها، أنها تعرضت للاغتصاب على يد عناصر من الجيش في فبراير 2017، مشيرة إلى أن “الألم ما زال مستمرًا، ونحن بحاجة إلى العدالة”.
كما قالت “بولين” (23 عاماً) إنها شعرت بالأمل عند فتح التحقيق، لكنها أعربت عن استيائها من تأخر نتائج العدالة، مؤكدة أن “المسؤولين عن تدمير حياتنا لم تتم محاسبتهم حتى الآن”.
وجاء تنظيم الفعالية من قبل منظمة العمل القانوني العالمي ، بالتعاون مع مركز الحوكمة الشاملة والسلام والعدالة وشبكة ناجيات جنوب السودان ، وذلك لتكريم شجاعة الناجيات وضمان عدم نسيان مطالبهن بالعدالة.
وكانت المنظمتان قد قدمتا في أكتوبر 2024 أول شكوى جنائية تتعلق بجرائم حرب في جنوب السودان، نيابة عن ثلاث نساء تعرضن لانتهاكات خطيرة شملت الاغتصاب والاغتصاب الجماعي والضرب خلال أحداث عام 2017، وكان من بين الضحايا طفلتان في سن 14 عامًا.
وفي مارس 2026، وافقت النيابة العامة في جوبا على فتح تحقيق في القضية، في خطوة وُصفت بأنها تاريخية وتمهد لمحاسبة مرتكبي الانتهاكات بحق آلاف النساء والفتيات في البلاد.
وتشير تقديرات إلى أن أكثر من 70% من النساء في جنوب السودان تعرضن لأشكال مختلفة من العنف القائم على النوع الاجتماعي، ما يجعل البلاد من بين أكثر الأماكن خطورة على النساء والفتيات عالميًا.
وقالت المديرة التنفيذية للمنظمة إن فتح التحقيق يمثل فرصة مهمة لتحقيق العدالة، لكنها شددت على أن الضحايا انتظرن طويلًا، وأنه يجب الآن المضي قدمًا في محاسبة الجناة.
وأضافت أن جنوب السودان صادق عام 2012 على اتفاقيات جنيف، ما يتيح لمحاكمه النظر في جرائم الحرب، بما في ذلك تلك التي ارتكبتها القوات المسلحة، إلا أن هذا الإطار القانوني لم يُطبق فعليًا حتى الآن.
