The Universal Service and Access Fund (USAF) has officially welcomed its new Secretary General, Hon. Stephen G*i Gatkuoth.

The entire USAF family also acknowledges the significant contributions of the former Secretary General, Hon. Mabe Emmanuel Michael, during his four-year tenure.

USAF looks forward to achieving further progress under new leadership while building upon existing structures to achieve our legal mandates, especially the which is the prime demand of people of South Sudan at large.

Juba, Wednesday 4th, 2026 – The Minister of Information, Communication Technology, and Postal Services, Hon. Ateny Wek Ateny paid a official visit to the premises of the Universal Service and Access Fund (USAF) today.

The visit aimed to familiarize himself with the workforce and the facility of the Fund, during his visit he was accompanied by senior deginataries of the Ministry, includes David Yau Yau Jongkuch, Deputy Minister of ICT& PS .Thomas Gatkuoth Nyak, the Undersecretary of the ICT sector, among other senior officials.

During the visit, the management of the Fund expressed their appreciation for the Minister's timely engagement, highlighting the commitment to enhancing communication services and equal access to communication services across the nation.

The Universal Service and Access Fund (USAF).

The USAF is a government parastatal established under the National Communication Act, 2012. Its core mandate is to develop and deploy communication services that ensure universal access across South Sudan, reaching urban, rural and remote populations.

The USAF acts as a key promoter and facilitator of the ICT sector, with its vision aligned with the country's broader aspirations for ICT development. In fulfilling its mandate, the USAF pursues several key strategic objectives.

The fund's primary focus is to direct the attention of communication operators toward underserved rural populations and encourage expanded communication pe*******on and improved broadband connectivity through targeted rural programs.
