The Third Country Training in Uganda Concludes!

With much anticipation and result oriented the workshop comes to an end today in Kampala, Uganda under the Guidance of JICA Chief Representative in South Sudan Mr. Maruo

The one week workshop which comprises teams from South Sudan and Sudan has brought together shared ideas and best practices in order to improve waste collection, landfill site management, and importance of allocating sufficient budget for vehicle maintenance purposes as key in sustaining both fee collection pilot project and business waste collection in the two sisterly countries.

After thorough presentation by the three groups; JICA Office through South Sudan Chief Representative presented awards to all the counterparts for their excellent work and urged the continuity of the project in their respective countries as waste management is a serious necessity in today's global economy.

Mr. Maruo during his opening and closing remarks urged the the third countries selected members to work collectively with authorities concern and share the gained knowledge and skills to advance waste collection systems in their cities.

"This workshop is very important and I expect you to address the challenges your countries are facing in waste management, said Maruo".

Day 2: Juba Clean Cities and Sudan Clean Cities Sharing Notes & Experiences based on lessons learned and best practices.

The team of three groups ( Waste Collection Management, Landfill Site Operations and Maintenance) thoroughly examines the issues affecting the waste collection management in these two respective countries.

During the workshop, the members identified various issues such as fundamental support from the government to realize the vision of Clean Cities through financing, lack of coordination and cooperation between state actors and implementors, awareness raising is still an issue as few understand the importance of solid waste management, and road infrastructures in some areas makes waste collection impossible.

The members also agree on possible solutions namely; continuous awareness raising, training of competent human resources to handle waste collection management in both Blocks and Quarter Councils and generally developing a culture of self reliance and ownership for sustainable development in both South Sudan and Sudan.

In order to realize the vision of Clean Cities in Juba & Sudan; with support from JICA & Government of Japan, this morning a number of national staff from South Sudan and Sudan meet in Kampala Uganda to discuss various challenges facing the project in their respective localities.

The members present different outputs ranging from waste collection manuals, landfill operations and vehicle maintenance which is key in ensuring holistic waste collection management in the two sisterly countries.

Today a team of 11 Staffs from Juba City Council landed safely in Uganda for the third country training on solid waste management. On the other hand, a handful of staffs from Sudan project joint together with South Sudan fellows to learn and study best practices on waste collection management, land fill site management and vehicle maintenance.

On arrival the team was received by the JICA Project Team Leader Mr. Masahiro Saito who made a small introduction on the training schedules that will start on 2nd November. The training will comprise three groups. The first group shall focus on waste collection strategies and issues, the second group will deliberate on landfill site management and issues, and lastly the third group shall focus on vehicle maintenance and strategies to mitigate the excellent life span of the waste collection vehicles.

As they say every patient has got a doctor to treat. No matter the disease, doctors find ways to cure and give new life.

Meet our two striving mechanics Mr. Bashir and Mr. Rizik works tirelessly to ensure the Grand Aid Vehicles receive maximum treatment and cure when need arises.

Today, when we look at the photos it speak volumes on itself. Weekly inspection is very important to the life span of every vehicle. Without conducting such then, slowly the strength will fade away and more problems shall emerged making it difficult to fix.

Thanks to the government of Japan for the trust and long lasting bilateral relations that has enabled the construction of the GA Vehicles workshop. The workshop has been serving the three Blocks in it's weekly vehicle inspection and as well providing a standard inspection facility the first of it's kind in the Republic of South Sudan.

SIXTH JOINT COORDINATION COMMITTEE MEETING AT GLANCE

Today JICA Project Team held a consultative meeting with key participants from Embassy of Japan in Juba, JICA Chief Representative to South Sudan, Juba City Council, Juba County, Munuki Block, Juba Block and Kator Block.

The meeting aims to address challenges of the Juba City Project, most especially the low waste collection rate at the residential areas and improvement of the Juba Control Dumping Site.

During the meeting, the stakeholders agree to improve and work collectively to ensure fee collection at the pilot project is improved and expanded to cover all the 54 quarter Councils of JCC. Besides expansion, the Executive Directors from Juba County and the three Blocks with Support from JCC have all agreed to support the Juba Control Dumping Site as a basic nessecssity for the continuity of the Juba Clean City Project in realizing the " Vision of Juba Smart City" in the Republic of South Sudan.

FIRST WORKSHOP ON PROPER WASTE DISCHARGE IN JCC MAIN ROADS

JICA Project Team with support from JICA and Government of Japan organized a one day workshop in Kator Block Council.

The workshop attracted more than 60 participants from the 54 quarter Councils, JCC Administrators, Supervisors, Public Health Officers, Zonal Coordinators and Block Directors.

As one of the newest cities in the world, Juba is faced with a lot of challenges particularly in solid Waste Management. Waste discharge along different routes pose a significant threat caused by lack of inadequate capacities on solid Waste and as well the level of awareness raising and law enforcement. This has brought a negative impact on the surroundings challenging the narrative of environmental preservations.

The workshop basically aims to raise maximum awareness and knowledge needed to safeguard the priorities of Juba Clean City by the year 2030 in the Republic of South Sudan.

With that in mind; the developed waste collection concepts by JICA Project Team will not only raise awareness but a continuous process in promoting behavioral change towards a more conducive clean environment which is crucial to every citizen.

During the workshop the participants agreed on the following conditions:

(a) Wastes should be placed in collection points along the road rather than main road collection points
(b) Proper useage of collection points
(c) Youths Association to safeguard their areas from waste intruders
(d) General Clean Up Campaign
(c) Formation of Road Monitoring Team to counter wastes from areas.

Colorful 14th Quarter Councils Steering Committee Meeting Concludes in Juba City.

In a bit to assess the strength of the Fee Collection Pilot Project and gaps in the project areas, today more than 50 participants attend this extraordinary meeting from various Quarter Councils and leadership from Munuki Block, Juba Block and Kator Block.

The meeting discussed areas such as increasing collection of income from households and reduction of surplus expenditures, remittance of positive balances into the special bank account, improvement of management table record keeping and rate collectors motivation.

On the other hand, members also discussed maintenance of the Grant Aid Vehicles and smooth operation status at each Block. Also standardization of expenditures, and other provisions as key in ensuring success of Juba Clean City Project.

During the meeting; three Quarter Councils namely Mauna Block II, Hai Thoura East, and Hai Kasaba were selected as the best performing entities in the fee collection pilot project.

These three Quarter Councils were evaluated based on indicates such as income collected, Management table records, harmonized expenses and monthly balance remittance into the quarter Councils special bank account.

The Block Directors and their Deputies have a big role in supporting the Fee Collection Pilot Project in various localities in Juba City Council.

As they offer support to the quarter Councils, positive results are what keeps the support non-stop.

Today, JICA Project Team had the opportunity to to meet and discuss the performance of the quarter Councils and as well garabe collection fee in the three Blocks.

During the meeting a number of issues were discussed, such as period evaluation of each quarter Councils and challenges that the Block can easily intervene in supporting the FCPP.

The meeting not only focused on the performance of both the quarter Councils and the Blocks but also the capacity building initiatives being conducted by JICA Project Team in ensuring Juba Clean City Project becomes more sustainable today and even in generation to come.

With Support from the Juba City Council; Juba Control Dumping Site is gearing up to ensure access roads are properly fixed during this heavy rainy season.

The three Blocks ( Kator, Munuki and Juba) all provided trips of marram and Juba County as the host of this activity took the lion share in ensuring accessibility for all vehicles entering the dumping site.

Today we had the opportunity to welcome some new members joining the Juba City/County Solid Waste Management Group. Mr. Joseph Hakim in the Middle is the Newly appointed Director of Environment and Sanitation for Juba County. The meeting brought together 13 attendees to discuss very important issues ranging from the Juba Control Dumping Site with the new Director of Environment prioritizing the need for the Dumping site more accessible.

During the meeting members advocated for a neutral committee to be formed in order to monitor and report on issues that need urgent intervention at the Juba Control Dumping Site.
