It was a pleasure to meet with Prof. John Akec, Vice Chancellor of the University of Juba, to solidify our shared vision for the Mayardit Space Academy.

Our discussion centered on the establishment of a state-of-the-art Space Science Laboratory, a project designed to bridge the gap between academic theory and practical satellite technology. We believe that by providing students with exposure to satellite mission design and development, we are not just teaching science we are building the problem-solvers who will drive South Sudan’s future.

This collaborative model is the most effective pathway to success. We have agreed to fast-track our efforts and formalize this partnership, creating a strong foundation to attract international support and technical expertise.
I look forward to the signing of our Memorandum of Understanding as we take this bold step toward national progress in space science.

I had the honour of presenting to the Board of Directors of the National Communications Authority yesterday during an Extraordinary Meeting convened to consider the challenges currently facing South Sudan's telecommunications sector and the measures required to safeguard its sustainability.

The discussions focused on the operational and macroeconomic realities affecting telecommunications services, the extensive engagements undertaken by the Authority with operators, Government institutions, Parliament, Civil Society Organizations, and other stakeholders, and the range of policy options available to support the sector during this challenging period.

I am grateful to the Board for its guidance, oversight, and recognition of the efforts undertaken by Management to pursue inclusive, evidence-based, and consultative solutions. The Board emphasized the importance of protecting consumers, maintaining service quality, strengthening public awareness, and ensuring that any interventions are implemented responsibly and in the broader public interest.

Telecommunications remains a critical enabler of economic activity, financial inclusion, public services, humanitarian operations, and national development. Preserving the resilience and sustainability of the sector requires collaboration, innovation, and a shared commitment from all stakeholders.

As we continue this journey, the National Communications Authority remains committed to balancing consumer interests with the long-term sustainability of telecommunications services, ensuring that connectivity continues to support the aspirations and development of our nation.

My sincere appreciation to the Board of Directors, our stakeholders, and the Authority's management team for their continued commitment to finding practical and sustainable solutions for the sector.

Today, I had the privilege of engaging with the Specialized Committee on Information, Communication Technology and Postal Services of the Transitional National Legislative Assembly, as well as representatives of Civil Society Organizations, on matters affecting the telecommunications sector in South Sudan.

Accompanied by the Director of Research and Planning and the Director of Corporate Affairs, we held constructive discussions on the challenges facing the sector and the collective responsibility of ensuring that telecommunications services remain accessible, reliable and sustainable for our citizens.

I was encouraged by the valuable insights, recommendations, and commitment demonstrated by both Parliament and Civil Society. These engagements reaffirm the importance of dialogue, consultation and partnership in addressing complex challenges and identifying practical solutions that serve the public interest.

Telecommunications continues to play a vital role in connecting people, supporting businesses, enabling financial inclusion, and driving national development. Preserving and strengthening this critical sector requires collaboration among all stakeholders, and I remain committed to ensuring that diverse voices contribute to shaping its future.

I thank the Members of Parliament and Civil Society representatives for their time, engagement, and shared commitment to the continued growth and resilience of South Sudan's telecommunications sector.

Today, as we commemorate World Metrology Day, I am reminded that the science of measurement
‘metrology’ is the silent, essential foundation of all that we do at the National Communication Authority - NCA.

Whether we are managing the radio frequency spectrum to ensure seamless 4G connectivity, setting quality-of-service standards for our operators or protecting consumers in the growing digital financial market, accuracy is our mandate. Without precise measurement, the infrastructure required for South Sudan’s digital transformation would simply not function.

On behalf of the National Communication Authority - NCA and on my behalf, we join the people of South Sudan and the Secretariat to extend our warmest congratulations to South Sudan’s founding movement, the SPLM as it celebrates its 43rd Anniversary this 16th May, 2026.

Under the theme “SPLM Stands for Peaceful and Prosperous South Sudan”, we reflect on the incredible journey of our nation and the sacrifices made by our founding heroes and heroines (both fallen and living) under SPLM’s umbrella during the struggles. The NCA remains profoundly grateful that South Sudan stands today as a sovereign and independent nation, a freedom that resulted from the immense sacrifices, unwavering courage and resilience of our gallant Comrades.

Today, I had the honour of briefing H.E. President Salva Kiir Mayardit on the performance of the National Communication Authority - NCA, including our achievements, challenges, and the urgent need to modernise critical telecommunications infrastructure.

The discussions highlighted the importance of upgrading key systems — including 4G networks — to improve connectivity, enhance service delivery, and strengthen national cybersecurity.

I am grateful for the guidance provided by H.E. the President, who emphasised the need to accelerate reforms and boost performance across the sector. A resilient and efficient communications system remains central to national development, governance, and digital security.
