คำชี้แจงกรณีคำแถลงของกระทรวงการต่างประเทศกัมพูชา

ศูนย์ข่าวสารสถานการณ์ ไทย - กัมพูชา (JIC) ขอชี้แจงต่อคำแถลงของโฆษกกระทรวงการต่างประเทศกัมพูชา ลงวันที่ 20 กรกฎาคม 2569 ดังนี้
1. ประเทศไทยยึดมั่นในการแก้ไขปัญหาด้วยสันติวิธีผ่านกลไกทวิภาคี โดยปฏิบัติตามถ้อยแถลงร่วมฯ (Joint Statement) อย่างเคร่งครัด ซึ่งเป็นรากฐานสำคัญที่ทั้งสองประเทศเห็นชอบร่วมกันเพื่อบริหารจัดการและแก้ไขปัญหา
2. ประเทศไทยไม่เคยปฏิเสธการเจรจาโดยตรงระหว่างกัน แต่ความคืบหน้าอย่างเป็นรูปธรรม
จะเกิดขึ้นได้ต่อเมื่อทั้งสองฝ่ายปฏิบัติตามเจตนารมณ์ของถ้อยแถลงร่วมฯ อย่างจริงใจ เคารพซึ่งกันและกัน และหลีกเลี่ยงการดำเนินการฝ่ายเดียวที่กระทบต่อบรรยากาศของความไว้วางใจ
3. ในฐานะภาคีที่มีความรับผิดชอบ ไทยพร้อมดำเนินการตามกระบวนการภายใต้ UNCLOS
ซึ่งเมื่อจบกระบวนการแล้ว จะนำประเทศกลับสู่การเจรจาโดยตรงระหว่างกัน
4. ประเทศไทยปฏิเสธข้อกล่าวหาเรื่องการยึดครองดินแดนโดยสิ้นเชิง การปฏิบัติการของฝ่ายไทยเป็นไปเพื่อปกป้องอธิปไตยภายในพื้นที่ของตน และลดโอกาสการเผชิญหน้าระหว่างกัน ซึ่งสอดคล้อง
กับถ้อยแถลงร่วมฯ ที่ระบุให้สองฝ่ายคงการวางกำลัง (Maintain Current Troop Deployments)
และเดินหน้ากับมาตรการส่งเสริมความไว้เนื้อเชื่อใจระหว่างกัน
JIC ขอเน้นย้ำว่า สันติภาพ ความมั่นคง และความสัมพันธ์อันดีระหว่างประชาชนทั้งสองประเทศ
จะเกิดขึ้นได้จากการเคารพถ้อยแถลงร่วมฯ อย่างเคร่งครัด หลีกเลี่ยงการกล่าวหาผ่านสื่อหรือเวที
ระหว่างประเทศ และกลับมาแก้ไขปัญหาด้วยข้อเท็จจริงและกฎหมายระหว่างประเทศ
“การปฏิบัติตามถ้อยแถลงร่วมฯ อย่างเคร่งครัด คือรากฐานของความไว้วางใจ
และความไว้วางใจ คือเงื่อนไขสำคัญของการเจรจาที่ประสบผลสำเร็จ”

Statement by The Joint Information Center
on the Thailand and Cambodia Situation (JIC)

The Joint Information Center on the Thailand-Cambodia Situation (JIC) wishes to respond to
the statement made by the Spokesperson of the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia on 20 July 2026, with the following clarifications:
1. Thailand remains firmly committed to resolving issues peacefully through bilateral mechanisms, while strictly adhering to the Joint Statement, which serves as the essential foundation mutually agreed by both countries for the management and resolution of issues.
2. Thailand has never rejected bilateral mechanisms. On the contrary, we call for it. At the same time, substantive and concrete progress can only be achieved when both sides sincerely uphold
the spirit of the Joint Statement, maintain mutual respect, and refrain from unilateral actions
that undermine an atmosphere of trust.
3. As a responsible State Party, Thailand stands ready to proceed with processes under UNCLOS. The conclusion of these processes will lead both countries back to existing bilateral mechanisms.
4. Thailand firmly denies any allegations of territorial occupation. All actions by the Thai side are solely undertaken to protect our sovereignty and to minimize the risk of confrontation, in full adherence with the mandate to "maintain current troop deployments" under the Joint Statement, which also advances confidence-building measures (CBM).
The JIC reiterates that peace, security and good relations between the people of both countries can only be achieved through strict adherence to the Joint Statement, avoiding accusations through
the media or international platforms, and returning to the resolution of issues based on the facts
and international law.

and trust is the essential prerequisite for successful negotiations.”
