Thai Law Reform Commission (TLRC) was given its statutory footing, as an independent body under the auspices of the Office of the Council of State of Thailand in Chapter II bis of the Council of the State Act 1991 (3rd Amendment). The Commission's chief responsibilities are, inter alia, providing independent legislative advice on potential areas of law that are in need of urgent reform as well as canvassing general public opinions through consultation. TLRC was founded initially in order to tackle a persistent problem of failure of national law in catching up with fast-revolving social and economic developments. Since then, the Commission has become a focal point bridging the academia with policy reality. At present, there are the President and other 15 distinguished members comprising the Commission; all of whom are appointed according to section 17 bis of the Council of State Act 1991 (3rd Amendment).
