A consummate professional and lifelong businessman, the Honourable Foster Cummings MP, began his political career in 2008, as a temporary Government Senator and served in this capacity until April, 2010. He continued his political career, serving as an

Opposition Senator and from 2015 as a Government Senator, until his appointment as a Parliamentary Secretary in the Ministry of Rural Development and Local Government, in January, 2020. During his tenure as a Government Senator, he served on several Committees including; the Public Accounts (Enterprises) Committee, The Government Assurances Committees, the Committee on State Enterprises, as well as Public Administration and Appropriation Committee. As a Senator, the Honourable Foster Cummings also contributed to several debates, notably, the Anti-gang Legislation, 2018; the Firearms (Amendment) Bill, 2019; the Administration of Justice (Amendment) Bill, 2019 and the Motions to approve the Children’s Community Residences Regulations and to consider the United Nations Agenda 2030 Sustainable Development Goals. Born in 1973 and a native of Indian Trail, Couva, the Honourable Foster Cummings was elected as the Member of Parliament for La Horquetta/Talparo in August, 2020 and appointed as the Minister in the Ministry of Works and Transport. Minister Cummings has a lifelong involvement in numerous youth-focused and youth-centred developmental initiatives, along with his wealth of experience and unique track record in the many leadership roles he held from a young age, one of which is a founding member of the Heliconia Foundation for Young Professionals. Minister Cummings’ proficiency at corporate governance is bolstered by his attainment of a Masters of Business Administration (distinction) with specialization in Leadership, Entrepreneurship and Innovation from the Anglia Ruskin University; a Bachelor of Science Degree in Political Science from the University of the West Indies, St. Augustine; and an Associate of Arts Degree in Co-Operative Studies from the Cipriani College of Labour and Co-Operative Studies. Minister Cummings’ training in Co-operative Studies and experience as a former Cooperative Officer at the Ministry of Labour and Cooperatives have enabled him to gain considerable experience in cooperative societies; develop strong relations with the Credit Union sector; and establish a strong community network across Trinidad and Tobago. In April 2021, the Honourable Foster Cummings was appointed Minister of Youth Development and National Service, and is now charged with the responsibility for Youth Development and National Service, which has within its remit; the Military–led Academic Training Programme (MiLAT), the Civilian Conservation Corps (CCC), the Military-led Programme of Apprenticeship and Reorientation Training (MYPART), the Geriatric Adolescent Partnership Programme (GAPP), the Retiree Adolescent Partnership Programme (RAPP) and the Transition Homes. He also has responsibility for Youth Development Apprenticeship Centres, Youth Facilities Cooperative Development, Micro and Small Enterprise Development; Friendly Societies; and the National Entrepreneurship Development Company Limited (NEDCO). Minister Foster Cummings is passionate about the development of all young people and remains committed to creating and facilitating an array of programmes that target their developmental needs; and support the youth development agenda for Trinidad and Tobago.

THE UNC GOVERNMENT IS FAILING OUR YOUNG PEOPLE

This Government has systematically dismantled the focused approach to youth development that was built under the PNM, sending a disturbing message to thousands of young people across Trinidad and Tobago: you are no longer a priority.

Under the PNM Government, the Ministry of Youth Development and National Service created structured pathways for young people through skills training, agriculture, entrepreneurship, national service and community engagement.

By fiscal 2024, approximately 6,000 young people were enrolled across 23 programmes, with 61 accredited and certified skills training areas offered throughout Trinidad and Tobago.

These programmes created pathways to employment, entrepreneurship and financial independence. In doing so, they served as a powerful form of social intervention, reaching young people before they became vulnerable to the influence of gangs and criminal networks.

Today, the dedicated Ministry no longer exists. Youth development has been abandoned as a national priority, and far too many of our young people have been left to fend for themselves.

To the young people of Trinidad and Tobago, I am deeply sorry that the work we started was not allowed to continue because of the reckless decisions of this Government.

But I want you to know this - the work is not over!

A future PNM Government will restore the focus on youth development and reinstate the opportunities and programmes that gave thousands of young people a pathway towards productive and independent lives.

Over the coming weeks, I will highlight what these programmes achieved, the opportunities our young people have lost, and why restoring meaningful investment in youth development must once again become a national priority.

The Government clearly has no real strategy for crime reduction.

First came the rolling States of Emergency and detention orders, denying citizens their fundamental rights and freedoms with little to no impact on the containment of criminal activity.

With no results to show for it, these masters of manipulation and distraction have now shamelessly added race baiting to the menu, with the main champion being none other than the Prime Minister herself.

In one of her recent posts, the offensive “C” word was used at least five times, seemingly with the aim of inciting UNC supporters to direct hate towards PNM supporters, perceived or otherwise.

Let us be clear, no one is objecting to the establishment of a police post at Eddie Hart Grounds. The issue is the manner in which the Government has gone about it.

Rather than consulting with the Chairman of the Tunapuna/piarco Regional Corporation to ensure the necessary procedures and approvals were in place, Government ministers and officials steamrolled ahead with construction of the police post over a natural gas pipeline, as though the potential risks to public safety were of no concern.

Imagine that. A police post meant to uphold law and order, built with total disregard for the very principles of law and order. The irony writes itself!

You cannot break the law in an effort to have citizens uphold the law. When will the theatrics end and real governance begin?

As we reflect on their sacrifices, let us recommit ourselves to building a nation where opportunity, dignity and respect are enjoyed by every citizen. 🇹🇹🪘African Emancipation Day 2026🪘🇹🇹

Port of Spain was overflowing with a rich representation of African resilience and pride. Young and old came out in recognition of the struggles of our ancestors who endured the horrific oppression and suffering caused by slavery.

Today, we are free from slavery but we still face oppression from some in leadership who have a responsibility to govern for all the citizens of Trinidad and Tobago.
