The HDC is an agency of the Ministry of Housing and Urban Development. It was created by Act No. 24 of 2005. The Corporation is mandated by the Act to:
• Provide affordable shelter and associated community facilities for low and middle income persons and;
• Carry out the broad policy of the Government in relation to housing.
• The affairs of the Corporation are managed by a Board of Directors.
The functions of the HDC include the following:- Provision of affordable and acceptable housing units and associated community facilities for low and middle income persons in HDC housing developments; • Stimulation of private sector activities with respect to home construction; • Rationalizing and restructuring of its mortgage portfolio; • Management and maintenance of its housing estates, and • Acquisition of land for housing development.
Mission: Mission The HDC will implement the Government’s housing policy in a cost effective and efficient manner. Therefore, it will examine the need for and facilitate the provision of affordable housing solutions, especially for low to middle income citizens of Trinidad and Tobago. Consequently, it will effectively manage its resources, create an environment conducive to employee development, organizational efficiency, and responsiveness to its authorized publics. It will develop a cadre of highly trained and motivated staff, capable of providing quality service and customer satisfaction

HDC hosts first Housing Distribution Ceremony in 2021
On Monday 1st February, the HDC distributed keys and allocation packages to individuals for homes in Central and South, Trinidad. These areas include Lexus Villas, Harmony Hall; Eden Gardens, Freeport (SMC Initiative); Cypress Hills, San Fernando and Lakeview, Point Fortin.
While delivering the Feature Address, Minister of Housing and Urban Development, the Hon. Pennelope Beckles said "I am sure it hasn’t escaped your notice that in the last five years, the HDC’s housing units being built are much more attractive, desirable and sustainable than the developments we had grown accustomed to."
She noted that "these modern, designed units are better suited to the needs of our applicants and their families, whether they are mortgaged or offered as rentals."
SERVING YOU BETTER
Acting HDC Managing Director, Bryan Jackson indicated that "we know that there is room improvement and we have decided that we must do better particularly in the areas of customer service and providing easier and more flexible payment options for clients.
Jackson opined that “while a number of these service improvements and activities require substantial funding, we are committed to sourcing the requisite funding or finding alternative approaches so that our clients will be well-served and their standard of living will be improved.”

One year ago, we launched the Small and Medium Contractors (SMC) Housing Initiative to provide additional housing opportunities for low income families and individuals. Since then, numerous projects are underway at various locations across the country.
On 1st February, we distributed keys for units located at Eden Gardens, Freeport. These three bedroom/two bathroom single units cater to those individuals and families who earn under $9,000 and are unable to service a mortgage for a property over $500,000.

In August 2017, we commenced the construction of 102 – three bedroom townhouse units at Harmony Hall, Marabella.
Today, we are pleased to share that this housing community is not only completed but that individuals and families were recipients of keys today at the recently-renamed Lexus Villas housing community.

Today, Housing and Urban Development Minister, Pennelope Beckles, made an impromptu visit at the HDC's South Office. She was warmly greeted by Divisional Manager - Estate Management and the Regional Manager - South.
During the short visit, she was also able to have a deeper appreciation of the services offered to clients at the South Office.

If any member of the public believes that he/she has been a victim of an illegal or fraudulent activity in relation to HDC housing, he/she must contact the HDC’s Security Department at 612 7432 ext 4801. The affected individual must also report this activity to the Fraud Squad with supporting documents.

Play Parks & Green Spaces
This year, we continued our partnership with First Citizens to construct community play parks at Cashew Gardens, Carlsen Field and Gomez Trace Phase ll, Moruga.
Since 2016, a number of play parks and recreational spaces were constructed across the country to provide safe spaces where children and adults can maintain healthy and active lifestyles.

Year In Review - Back to School Initiative
This year, we continued to focus on youth education as part of our Corporate Social Responsibility (CSR) activities.
Our Back to School Initiative remains particularly successful. In 2020, 100 stocked back packs and lunch bags were distributed to two (2) primary schools in East Port of Spain and young residents from various communities.

Progress Update – Pioneer Drive, Mt. Hope
In June 2020, the HDC turned the sod for Pioneer Drive, the first housing project under the Small and Medium Contractors (SMC) Housing Initiative. At this site, ten (10) three-bedroom/two bathroom townhouse units are to be constructed to assist with the housing demand along the East-West corridor. Since then, work has progressed rapidly on the development, with two (2) of the units nearing completion.

EMERGENCY MITIGATION WORK IN OROPUNE GARDENS On Tuesday September 01, many areas in east and central Trinidad experienced inclement weather. At our Oropune Gardens community , the embankment in the vicinity of the flap gate started to erode and the water began flowing into the community. As soon as this was discovered, the HDC immediately sent a contractor to rebuild the embankment and conduct additional concrete work to further strengthen the embankment. These works began last evening and will continue today. It is our hope that these works will be completed by Friday afternoon, once there isn't additional rainfall. Stalled to Completion - Real Spring Housing Community In mid 2017, the HDC assumed the responsibility for the Real Spring Housing Development which was stalled and left unattended for over seven years. Since the resumption of work, all single family and townhouse units have been completed and distributed. After the two month Covid-19 restrictions, work continued on one of the four apartment buildings in June 2020. Work will continue on the remaining apartments during the course of the year. WARNING: FRAUDSTERS POSING AS HDC EXECUTIVES ON SOCIAL MEDIA A number of fake social media profiles of executives and senior members of staff of the HDC have been recently created. We therefore wish to remind all citizens that if they have been selected for a government-subsidised home, they are required to pay their administrative fees or downpayment at one of the legitimate cashiers (in the full view of cameras) located at the HDC Head Office and receive an official receipt. Payment to any other party would mean that they would have been a victim of and/or participant in a fraudulent activity. Further, communication on any matter regarding the application and processing of public housing through social media channels does not form part of our communications policy. We hope citizens will acquaint themselves with the correct procedures for the application and processing of public housing and therefore will be less vulnerable to those individuals who engage in identity theft, phishing and other types of online fraud with criminal motives. #TBT - Two East Port of Spain communities get Play Parks On Wednesday March 13, two recreational spaces were opened at the Awai Lands and Harpe Place housing communities located in Port of Spain. These play parks were completed with financial support from First Citizens Bank. A key part of the HDC’s mandate is to provide associated community facilities for families who reside in its various housing communities. While it is the Corporation’s intent to complement all communities with recreational spaces, it has, over the last two years, placed emphasis on some of the older communities such as Lisas Gardens, Couva; Powder Magazine Phase 2; and Orchid Gardens, San Fernando. In this regard, the HDC identified Harpe Place and Awai Lands as suitable communities for the installation of these new recreational spaces in the last quarter of 2018.
New Play Parks at Awai Lands and Harpe Place Two Housing Development Corporation (HDC) communities located in East Port of Spain, now have access to recreational spaces for use by adults and children. These recreational spaces are located at Awai Lands, Belmont and Harpe Place, Observatory Street, Port of Spain and were completed with financial support from First Citizens (FC) Bank. YEAR IN REVIEW - ALLOCATION & DISTRIBUTION At the HDC, we build strong and resilient communities. Our role in the development of families and communities cannot be understated. In 2018, as soon as units were fit for occupation, we allocated them to eligible families. These distributions certainly brought a smile to these families who now have “keys to a new beginning”. In 2019, we will continue providing homes that are safe spaces for people to meet, connect and grow together.
YEAR IN REVIEW - ONGOING CONSTRUCTION In 2018, we actively pursued initiatives aimed at expanding the supply of affordable rental and home ownership opportunities, through the construction of safe and attractive communities for the low and middle income families we serve. In 2018, work continued on Carina Gardens, Arima; Gomez Trace in Moruga, Bon Air South, Arouca; Riverside in San Fernando and Buen Intento in Princes Town. Our first-of its kind Public Private Partnership housing initiative is also seeing success with the development of Mahogany Court in Mt. Hope and Bamboo Creek Villas in Cunupia. Work also began on other PPP housing developments such as Corinth B/C in San Fernando and the second part of Trestrail in D’abadie. Some of the previously stalled projects where work continued in 2018 are Real Spring in Valsayn; Bon Air North, Arouca; Carlsen Field; Lakeview in Point Fortin; Vieux Fort, St. James; Eden Gardens in Freeport; Pier Road, La Brea and Trestrail in D’abadie.

HDC Spreads Christmas Cheer in Greenvale Today, our Social and Community Services Department went to Greenvale Park, La Horquetta to spread Christmas cheer and joy. Accompanied by a parang side, we distributed hampers to the elderly and residents with disabilities. This is the first year that we have implemented this aspect of our social community programme but we intend to continue this engagement, next year, once funding permits. HDC and key stakeholders meet with Greenvale Park residents On Thursday November 01, the HDC hosted a very necessary conversation with the residents of Greenvale Park, La Horquetta. The intention of this engagement was to facilitate an open, honest and direct conversation with the residents which we hope will assist them in the recovery and rehabilitation process. The HDC will continue to meet with and provide as much assistance to the residents.Present at this meeting were Housing and Urban Development Minister, Major General (Retd) Edmund Dillon; Works and Transport Minister, Senator the Hon. Rohan Sinanan; MP for the area, Maxie Cuffie; and executives from HDC, TTMF and Ministry of Social Development and Family Services.
CLEAN UP OPERATIONS CONTINUE AT GREENVALE Happening Now: Trucks remove damaged items at Greenvale Park. The HDC continues to work with the regional corporations,TT Defence Force, TT Fire Service and others to clean up the Greenvale Park community. DEBT COLLECTION DRIVE IN FULL EFFECT: Today, employees from the HDC's Recoveries/ Debt Collection Department and the Security Department visited Oropune Gardens, Piarco to distribute letters to and meet with residents whose accounts are in arrears. This activity was conducted using the recently- assigned Debt Collection vehicle and will continue over the next few months. It is our hope that these clients will visit the HDC to clear their accounts. SUSTAINABILITY OF COMMUNITIES On Thursday August 23, Housing and Urban Development Minister, the Hon. Major General (Retd) Edmund Dillon and the Member of Parliament for Moruga/Tableland, Dr. the Hon. Lovell Francis visited the HDC's Gomez Trace Housing Development. This housing development is located in St Mary’s Village off the Moruga Main Road and consists of seventy-one (71) Single Family Units . Work on this development started in June 2017. To date, 42 units have been completed with the remaining units to be completed by the end of October 2018.
