Сьогодні вранці на звичайному ринку у Херсоні російський дрон атакував 52-річного продавця. Він кружляв. Вичікував. І вдарив. Не по військовому об'єкту. Не техніці. По цивільній людині, яка не мала жодного стосунку до армії.
Чоловік отримав вибухову травму, контузію та осколкові поранення, йому надано медичну допомогу. За процесуального керівництва Херсонської обласної прокуратури розпочато досудове розслідування за фактом воєнного злочину.
Це не поодинокий випадок жорстокості окремого оператора зс рф. Дистанційні вбивства мирного населення за допомогою FPV-дронів стали методом терору на прифронтових територіях.
Порушення та нехтування всіма нормами міжнародного гуманітарного права росія вчиняє системно, свідомо та показово.
З початку повномасштабного вторгнення зафіксовано понад 16 тисяч кримінальних проваджень за атаками дронів малого радіуса дії по цивільних. Найбільше таких злочинів – на Херсонщині, Донеччині, Дніпропетровщині та Сумщині.
У 2022-2023 роках зафіксовано 187 таких злочинів. У 2024-му їх кількість зросла у 14 разів – до 2 685. У 2025-му – ще майже втричі, до 7 787. Це не випадковість і не «побічний ефект» бойових дій. Це обрана тактика російських злочинців, яка триває досі. З початку 2026 року вже зафіксовано 2 614 таких злочинів.
Майже 7 тисяч постраждалих, серед них – 179 дітей. 967 людей загинули, в тому числі 10 дітей.
Особливо прицільно країна-агресор полює на медичних працівників, рятувальників, поліцейських, журналістів, комунальників та представників гуманітарних місій.
Також зафіксовано 43 випадки застосування російськими операторами БПЛА тактики подвійного удару. Після першої атаки вони чекали, поки до постраждалих прибудуть на допомогу інші люди та завдавали повторного удару.
Ці атаки не залишаться забутими. Кожен такий удар ми документуємо. Наше завдання – встановити оператора, підрозділ і весь ланцюг командування. У низці кримінальних проваджень імена вже відомі.
Відповідальність за ці злочини – це не питання «якщо», а питання «коли». Вона буде невідворотною.
Наші міжнародні партнери вже запроваджують персональні санкції проти причетних до катувань і вбивств українських військовополонених та цивільних і вводять заборону на в'їзд для всіх, хто воював проти України у складі збройних сил рф. Кожен відповідальний постане перед судом і відчуватиме дію міжнародного правосуддя.

This morning, a russian drone targeted a 52-year-old vendor at a local market in Kherson. The drone circled overhead, waited, and struck. The target was neither a military facility nor hardware, but a civilian with no connection to the armed forces.
The man sustained blast injuries, a concussion, and shrapnel wounds. He received medical assistance. Under the procedural supervision of the Kherson Regional Prosecutor's Office, a pre-trial investigation has been launched into the commission of a war crime.
This is not an isolated act of cruelty by an individual russian drone operator. The use of FPV drones to carry out remote killings of civilians has become a method of terror in frontline areas.

Since the start of the full-scale invasion, more than 16,000 criminal proceedings have been initiated in relation to short-range drone attacks targeting civilians. The highest numbers of such crimes have been recorded in the Kherson, Donetsk, Dnipropetrovsk, and Sumy regions.
In 2022–2023, 187 such crimes were documented. In 2024, that number increased fourteenfold to 2,685. In 2025, it nearly tripled again, reaching 7,787. This is neither accidental nor a “side effect” of hostilities. It is a deliberate tactic employed by russian perpetrators, and it continues to this day. Since the beginning of 2026 alone, 2,614 such crimes have already been documented.
Nearly 7,000 people have been injured, including 179 children. 967 people have been killed, including ten children.
The aggressor state has deliberately targeted medical personnel, emergency responders, police officers, journalists, utility workers, and members of humanitarian missions.
Investigators have also documented 43 cases where russian UAV operators employed the so-called double-tap tactic. After carrying out the initial strike, they waited for others to arrive and assist the victims before launching a second attack.
These attacks will not be forgotten. We document every such attack. Our task is to identify the operator, the military unit, and the entire chain of command. In a number of criminal proceedings, the identities of those responsible have already been established.
Accountability for these crimes is not a question of if, but when. It is inevitable.
Our international partners are already imposing personal sanctions against those involved in the torture and killing of Ukrainian prisoners of war and civilians, as well as introducing entry bans for anyone who has fought against Ukraine as part of the russian armed forces. Every individual responsible will stand trial and face international justice.
We continue our work
