The recovery of funds disbursed under the Parish Development Model (PDM) programme in Nakaseke district has come under scrutiny, after MPs on the Public Accounts Committee (PAC) Local Government, learned that only shs28.2 million has been recovered over the last one year.

The Committee, chaired by Mukono Municipality MP, Hon. Betty Nambooze, learned that of the shs25 billion that been disbursed to SACCOs in the district, a total of shs6.46 billion was to be paid back in financial year 2025/2026, under the Parish Revolving Fund (PRF) arrangement.

Robert Kaggwa, the district focal person for the PDM programme in Nakaseke district told, attributed the poor recovery rate to absence of modalities to guide PDM beneficiaries on how to pay back the funds, following the two-year grace period after having receiving money under their respective SACCOs.

He said that recovery is now via the Wendi app, adding that communication has been made to Lower Local Government (LLG) accounting officers, to monitor and enforce recovery of PDM money; with sensitisation of the public through radio talk shows and community meetings.

The Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) is concerned about 136 court cases against Uganda Electricity Transmission Company Limited (UETCL) with a liability of Shs777 billion.
The committee chaired by Hon. made the observation during a meeting with UETCL officials to consider the Auditor General’s report for the financial year 2024/2025.Of the total contingent liability, about Shs500 billion relates to a case filed by UMEME which is currently before a court in London.

MPs expressed concern that the cases could impose a significant financial burden on the company and ultimately affect public finances and service delivery.

The committee observed that many of the disputes arise from issues like land acquisition, contract management and administration which could have been prevented.

The Public Accounts Committee (Central) has heard that some court cases are lost through alleged connivance between government officials and claimants.

This arose during a sitting of the committee chaired by Hon. Patrick Oshabe as Ministry of Justice officials appeared to respond to the Auditor General’s query on a Shs3.49 trillion purse for contingency liabilities.

Kasese Municipality MP, Hon Ferigo Kambale said that some cases are lost out of connivance and called for greater scrutiny of the processes.

However, the ministry’s Permanent Secretary, Robert Kasande said the ministry does not determine court outcomes and that most of the liabilities arise from cases involving other government entities.
He added that the ministry’s role is to defend government and noted that it had saved over Shs4.4 trillion through successful defence of cases.

The committee also questioned the steep rise in contingent liabilities and yet the ministry has a a good stock of lawyers mandated to defend govt.

The chairperson directed the ministry of provide a detailed schedule of the cases behind the Shs3.49 trillion exposure and measures being taken to prevent losses.

Speaker has given ROKO Construction a 10-month deadline to complete the new parliamentary chambers.

The Speaker said following a comprehensive site inspection by the Parliamentary Commission, it was agreed that a strict directive setting a firm completion deadline of 30 June 2027 be issued for the long-delayed construction project.

ROKO officials who were in attendance officially committed in writing to meet the newly enforced target under close parliamentary supervision.

In a meeting with ROKO and project consultants, the commission reviewed the root causes of past setbacks, which ranged from structural design modifications to cash flow constraints experienced by the contractor.

A delegation headed by Hon. is in Perth, Australia for the Conference as part of efforts to strengthen economic diplomacy and attract investment into the country’s mining sector.

Uganda’s High Commissioner to Australia, H.E. Dorothy Samali Hyuha led the Ugandan team to the conference that connects with Australian investors, mining companies, policymakers and technical experts, with discussions focused on investment, mining technology, skills development, processing and mineral value addition.

The other members on the parliamentary delegation are, Hon. Grace Freedom Kwiyuchwiny, Hon. Emmanuel Omoding Okabe & Hon. Gabriel Okumu.

Their participation supports Parliament’s oversight of economic and commercial diplomacy, including assessing tangible outcomes from Uganda’s participation in platforms such as Africa Down Under.

The conference in its 24th edition, is a forum for Australian-African business and government relations and was launched to raise awareness of Australia’s interests in African mining and energy. The meeting has evolved to become the largest African-focused mining event held outside the continent itself which is reflected by the number of high-profile participants who attend each year.
