Soroti District Seeks Stronger Government Support to Improve Service Delivery

Soroti District Local Government has intensified its engagement with the Ministry of Local Government following a high-level consultative meeting between the LC V Chairperson, Hon. Bob Owiny, the Minister for Local Government, Hon. Balam Barugahara Ateenyi, and the Permanent Secretary, Mr. Benjamin Kumumanya, in Kampala.

The discussions centred on practical measures to strengthen service delivery and improve institutional capacity within Soroti District. Among the key priorities presented were the recruitment of substantive Heads of Department, enhancement of the district wage bill to enable the recruitment of essential staff, and the full operationalisation of the District Service Commission to facilitate timely recruitment.

The meeting also reviewed strategies to improve the functionality of Town Councils and preparations for the upcoming launch of the RUDSEC Roads Project, including the naming of district roads to support planning, administration, and infrastructure management.

In addition, the leaders underscored the need to strengthen transparency, accountability, and prudent management of public resources as part of ongoing efforts to improve governance and public confidence.

Hon. Bob Owiny thanked the Ministry of Local Government for posting Mr. Ssempala Emmanuel as the Chief Administrative Officer of Soroti District, noting that his leadership has enhanced coordination, promoted innovation, and improved operational efficiency within the district administration.

The Minister and the Permanent Secretary reaffirmed the Ministry's commitment to supporting Soroti District's development agenda. They also acknowledged the district's continued efforts to strengthen accountability in the implementation of government programmes, including the Restocking Programme and the Parish Development Model (PDM).

Customer Service Week 2025 Concludes in Soroti

The Ministry of Finance, Planning and Economic Development (MoFPED) has successfully concluded its week-long Customer Service Week 2025 activities in Soroti District Local Government, marking the end of a vibrant engagement aimed at enhancing service delivery across all sectors.

The week, which featured a range of activities focused on improving citizen engagement and promoting accountability, was officially closed this afternoon.

Earlier in the week, Soroti District joined the rest of the country in commemorating Customer Service Week 2025, organized by MoFPED to strengthen the partnership between government institutions and the citizens they serve.

The initiative aimed to:

1. Promote public awareness about government services;

2. Educate the public on the range of services provided; and

3. Collect feedback to improve efficiency and accountability.

The Chief Administrative Officer, Mr. Elly Piwang, officially presided over the closing ceremony, where he commended the Ministry for spearheading efforts to bring government services closer to the people and for fostering a culture of responsiveness within the public service.

DISTRICT UPDATE

This afternoon, Soroti District Local Government commissioned a number of capital projects aimed at strengthening service delivery in the district.

Among the projects commissioned were:

1. General Maternity Ward – constructed in the Financial Year 2024/2025 by JAPEMO Holdings Ltd at a cost of UGX 188 million.

2. Two-Classroom Block – constructed at Ogwolo Primary School to improve the learning environment and accommodate the growing number of pupils.

The commissioning exercise was led by the Resident District Commissioner (RDC), Hajji Imran Muluga, alongside the District Chairperson, Hon. Edoru Simon Peter Ekuu (LC V). They were accompanied by members of the District Executive Committee (DEC), Area District Councilors from Oculoi and Katine Sub-counties, the Chief Administrative Officer (CAO), District Internal Security Officer (DISO), sub-county leadership, technical staff, and community members.

The leaders commended the government for its continued support towards improving health and education services in Soroti District and urged the community to take good care of the newly commissioned facilities.
