Leaders Commission Tubur Road, Classroom Block as Residents Welcome New Infrastructure

SOROTI — Soroti District leaders have commissioned a 0.5-kilometre low-cost sealed road in Tubur Town Council, alongside a new two-classroom block at Abule-Tubur.

The road, commissioned today by Resident District Commissioner Hajj Imran Muluga, LCV Chairperson Hon. Bob Owiny and Chief Administrative Officer Mr. Emmanuel Ssempala, was constructed at a cost of UGX 459,434,018 under the Roads to Industrialisation (RTI)/DANIDA programme for FY 2025/2026.

The works were executed by M/s TABA Services Limited.

Speaking at the commissioning ceremony, RDC Hajj Imran Muluga called on residents to take ownership of the new infrastructure and protect the road from activities that could undermine its durability.

“This infrastructure is for the people of Tubur. We must all take responsibility for protecting it so that it continues to serve the community,” Hajj Imran said.

LCV Chairperson Hon. Bob Owiny said the improved road would make movement easier and support economic activities in the town council by improving access for residents, traders and other road users.

He also commended the Government for investing in infrastructure that responds to the needs of local communities.

The CAO, Mr. Emmanuel Ssempala, emphasised the need for proper maintenance of the infrastructure, urging local leaders and residents to work together to safeguard the public investment.

The leaders also commissioned the two-classroom block at Abule-Tubur, an investment expected to improve the learning environment for pupils in the area.

The commissioning ceremony attracted hundreds of residents of Tubur Town Council, who turned up to witness the handover and celebrate the completion of the projects.

Soroti joins local government budget consultations for FY 2027/28

MBALE — Soroti District Local Government is participating in the two-day Local Government Budget Consultations for the Financial Year 2027/28 organised by the Ministry of Finance, Planning and Economic Development (MoFPED).

The consultations, which started on Thursday, September 24, 2026, at Mbale Resort Hotel in Mbale City, conclude today, Friday, September 25, 2026.

The consultations are being held under the theme, “Full Monetization of Uganda’s Economy through Commercial Agriculture, Industrialization, Expanding and Broadening Services, Digital Transformation and Market Access.”

Soroti District LCV Chairperson Hon. Bob Owiny is in attendance, alongside Resident District Commissioner Hajji Imran Muluga, Chief Administrative Officer Emmanuel Ssempala and other technical staff.

The two-day engagement brings together local government political leaders and technical officials to discuss priorities for the forthcoming financial year and align local government plans with national development priorities.

The consultations also provide an opportunity for local governments to engage with MoFPED on budget priorities, resource allocation and implementation challenges ahead of the FY 2027/28 budgeting process.

The meeting is expected to conclude with discussions aimed at strengthening coordination between central government and local governments in implementing programmes designed to accelerate economic transformation and improve service delivery.

Awaliwal Health Centre II OPD Building Commissioned

Soroti District has commissioned the newly constructed Outpatient Department (OPD) building at Awaliwal Health Centre II, marking another milestone in the district's efforts to improve access to quality health services.

The commissioning ceremony was officiated by Chief Commissioner Hajji Imran Muluga and witnessed by the District Chairperson, District Internal Security Officer (DISO), Chief Administrative Officer (CAO), district technical officers, LC III Chairperson, and community members.

The OPD building was constructed at a cost of UGX 162 million by Homeland Construction Company.

The facility is expected to improve the working environment for health workers and enhance the delivery of outpatient services to the surrounding community.

Soroti District Seeks Stronger Government Support to Improve Service Delivery

Soroti District Local Government has intensified its engagement with the Ministry of Local Government following a high-level consultative meeting between the LC V Chairperson, Hon. Bob Owiny, the Minister for Local Government, Hon. Balam Barugahara Ateenyi, and the Permanent Secretary, Mr. Benjamin Kumumanya, in Kampala.

The discussions centred on practical measures to strengthen service delivery and improve institutional capacity within Soroti District. Among the key priorities presented were the recruitment of substantive Heads of Department, enhancement of the district wage bill to enable the recruitment of essential staff, and the full operationalisation of the District Service Commission to facilitate timely recruitment.

The meeting also reviewed strategies to improve the functionality of Town Councils and preparations for the upcoming launch of the RUDSEC Roads Project, including the naming of district roads to support planning, administration, and infrastructure management.

In addition, the leaders underscored the need to strengthen transparency, accountability, and prudent management of public resources as part of ongoing efforts to improve governance and public confidence.

Hon. Bob Owiny thanked the Ministry of Local Government for posting Mr. Ssempala Emmanuel as the Chief Administrative Officer of Soroti District, noting that his leadership has enhanced coordination, promoted innovation, and improved operational efficiency within the district administration.

The Minister and the Permanent Secretary reaffirmed the Ministry's commitment to supporting Soroti District's development agenda. They also acknowledged the district's continued efforts to strengthen accountability in the implementation of government programmes, including the Restocking Programme and the Parish Development Model (PDM).

Customer Service Week 2025 Concludes in Soroti

The Ministry of Finance, Planning and Economic Development (MoFPED) has successfully concluded its week-long Customer Service Week 2025 activities in Soroti District Local Government, marking the end of a vibrant engagement aimed at enhancing service delivery across all sectors.

The week, which featured a range of activities focused on improving citizen engagement and promoting accountability, was officially closed this afternoon.

Earlier in the week, Soroti District joined the rest of the country in commemorating Customer Service Week 2025, organized by MoFPED to strengthen the partnership between government institutions and the citizens they serve.

The initiative aimed to:

1. Promote public awareness about government services;

2. Educate the public on the range of services provided; and

3. Collect feedback to improve efficiency and accountability.

The Chief Administrative Officer, Mr. Elly Piwang, officially presided over the closing ceremony, where he commended the Ministry for spearheading efforts to bring government services closer to the people and for fostering a culture of responsiveness within the public service.
