I am proud to support this Farm Bill that advances the interests of New Mexican families, farmers, and ranchers for years to come. It was an honor to work with my colleagues on both sides of the aisle to protect SNAP, support New Mexico Land Grants and Acequias, strengthen conservation and water management programs, promote Tribal sovereignty, and establish the first ever broadband grant program in a Farm Bill. This broadband program, modeled after legislation I introduced, will help transform the economies of rural areas in New Mexico. This bill also protects SNAP and contains no cuts to the program which will ensure that no New Mexican families lose their benefits. Considering that New Mexico is one of the hungriest states in the nation, this legislation will keep countless New Mexicans from falling into poverty. Further, it will provide certainty to farmers and ranchers and demonstrate Congress's commitment to supporting rural communities throughout the country. I urge my colleagues to support and quickly pass this Farm Bill.
The conference report was crafted to avoid controversial proposals on food stamps and commodity policy.

Today, let’s take time to remember Francisco Fernandez and Casey Marque whose lives were tragically taken during a shooting at Aztec High School one year ago. I admire the resilience of the students at Aztec High School, their families, and the Aztec community as they continue to honor the lives of Francisco and Casey. I remain committed to working to end the gun violence epidemic in this country and across New Mexico.
“There is absolutely no textbook on how you deal with these things,” said District Superintendent Kirk Carpenter.
Today we honor the memories of all 2,403 Americans who perished at Pearl Harbor 77 years ago. May we never forget their courage and the great sacrifices they made to defend our country during WWII.

It’s National Influenza (Flu) Vaccination Week and not too late to get a flu vaccine! Flu viruses are always changing and the best protection against it is to get an annual flu vaccination.
Despite popular belief, you can't get the flu from a flu shot. Dr. Melissa Martinez, a Professor of Internal Medicine at the University of New Mexico Hospital said it's just not possible.

Opening the Arctic National Wildlife Refuge (ANWR) to drilling is an assault on one of our nation’s most pristine and ecologically sensitive ecosystem in the world. Drilling in ANWR would have a devastating impact on the environment, habitat, and tribes who have depended on wildlife in the area for generations. The Trump Administration’s irresponsible effort to open these untouched areas to drilling undermines our effort to address climate change and tarnishes our National Wildlife Refuge System.
The Arctic National Wildlife Refuge — a federally protected place of austere beauty — is on the cusp of major change.
The STEM Boomerang event is a great initiative aimed at connecting local businesses and government agencies with STEM professionals, especially those that have left New Mexico and want to return to the state. The Second Annual STEM Boomerang will be held on December 18-20 at UNM.

Today we mourn the passing of President George H. W. Bush. He was dedicated to serving this country and always did so with decency and honor. He joined the Navy during WWII and later became our 41st President, making remarkable achievements along the way. Sending my deepest condolences to his family.
This report released by 13 federal agencies gives an honest and grim look at the future of our country and the effects that climate change will have. This is not political, it is the undeniable truth. The time to address climate change on a national level is now. President Trump and many within his administration have refused to acknowledge the dangers of our changing climate, and the ramifications for this will be steep. If not addressed, climate change will continue at an alarming rate and the consequences will become even more severe. This will not only cost hundreds of billions of dollars, it will also increase the chances of future flooding and prolonged wildfires. Let’s heed this warning and work diligently to combat climate change and protect our communities.
Without major action to rein in global warming, the American economy could lose 10 percent of G.D.P. by 2100, according to a report from 13 federal agencies.
Today is Small Business Saturday, and the perfect time to invest in our local economy. Let’s all make an effort to support local small businesses today and whenever possible. Check out this list of events to find out how you can get involved.

Today is Native American Heritage Day, and I am proud to live in a state that embraces the deep and complex history of tribes in New Mexico. It is important to recognize the contributions Native American communities have made to New Mexico’s economy and culture, which existed long before our state’s boundaries were drawn. As a Member of Congress, it has been an honor to work with Tribal leaders and fulfil the trust responsibility that the federal government has to Tribal Nations. I encourage everyone to dedicate time to learning more about the historic and current issues that Native Americans have worked to overcome.
Here are some things you can do to celebrate Native American Heritage Month in New Mexico.

As a caregiver, I know how tough it can be to care for a loved one, and how little support is available to those doing this critical work. Congress recently passed and funded my new Care Corps Grant Program, which will benefit caregivers, families, and individuals in need across the country. These grants will place volunteers in communities to provide services to seniors and individuals with disabilities so that they can continue to live independently in their homes and communities. We need to continue to do more to address the critical shortage of caregivers and the high cost of care for seniors, veterans, and people living with disabilities that too often results in the lack of access to important services.
Experts say of the 16 million family caregivers, nearly 60 percent suffer from high emotional stress, 40 percent suffer from depression, and 250,000 are under 18 years old.
The U.S. Forest Service must use every tool at their disposal to fully implement a zero-tolerance policy. It is time that the Forest Service is held accountable for a culture of whistleblower retaliation and misconduct in the workplace. Employees must be in a safe environment, where they can come forward without facing punishment or bullying by their co-workers.
A hundred current and former female employees of the USDA Forest Service wrote an open letter to Forest Service Chief Vicki Christiansen about ongoing harassment.
According to the American Diabetes Association, 241,000 New Mexicans and nearly 30 million other Americans are living with diabetes. Today on World Diabetes’s Day, we are reminded to continue to invest in diabetes prevention, and education, as well as addressing the rising cost of prescription drugs and medical expenses.
Since 2008-2009, the diabetes rate has increased in 18 U.S. states while declining in none. Obesity has risen in 34 states during that time.
President Trump’s firing of Jeff Sessions is a troubling sign that he may try to impede or end Special Counsel Robert Meuller’s investigation. That is a red line he must not cross. The American people want Mr. Mueller to finish his job and get to the bottom of whether anyone in the Trump campaign colluded with Russia to influence the 2016 election. Nothing less than the integrity of our democracy and the rule of law is at stake. Over and over again, we have seen Trump attack and undermine the Special Counsel, raising serious obstruction of justice concerns. Congress has a responsibility to check the President and ensure Special Counsel Mueller completes his important work.
The acting attorney general, Matthew G. Whitaker, is seen as loyal to President Trump. He now oversees the special counsel’s inquiry.
My heart breaks that yet another community is having to bury their loved ones as a result of the gun violence epidemic facing our country. My thoughts are with the community, families, and victims from Thousand Oaks and with the heroic first responders who responded swiftly to this despicable act. I extend my deepest condolences to the family and colleagues of Sheriff Sgt. Ron Helus, a 29-year veteran of the force, who was killed trying to save lives. Congress must address the gun violence epidemic that continues to affect communities throughout our country. Mass shootings and preventable tragedies cannot continue to be the norm.
A lone gunman opened fire on college night at the Borderline Bar & Grill in Thousand Oaks, Calif.
These Bronze Star recipients represent the very best of New Mexico’s National Guard. They have made deep sacrifices and continue to serve with courage. Please join me in thanking them for their service.

I support small and traditional farmers in New Mexico who rely on acequias for their water. That’s why I called on Congress to enable New Mexico's traditional communities to access federal programs and funding for water and resource conservation projects that would save money, conserve water, improve farming, and support local farmers and ranchers.
