DoS Diplomat in Residence - Southwest highlights members of the Foreign Service with connections to the Southwest. Today we recognize two Foreign Service Officers who are a "tandem couple." Stephanie Espinal joined the Foreign Service in 2009 from Utica, New York. Paco Pérez joined the Foreign Service in 2008 from Belen, New Mexico. Paco’s father immigrated to the United States from Mexico. Stephanie's parents immigrated to the United States from the Dominican Republic. After graduating from Johns Hopkins University, she was selected through a highly competitive process as a Thomas R. Pickering Fellow to attend The George Washington University in pursuit of a graduate degree and to later serve as a Foreign Service Officer. Thousands of miles away, while Paco attended law school at the University of New Mexico, he engaged with a State Department Diplomat in Residence who encouraged him to continue taking the Foreign Service Officer Test "year after year," he says, until he passed in his third year, "saving" him from a career as an attorney. Paco and Stephanie have both been U.S. diplomats for eleven years now.

"After each of us joined the Foreign Service, we met in initial training and became a 'tandem couple.' We've served together at every post after my initial tour in Mexico, starting in Dominican Republic, then Washington D.C., Benin, Panama, and now Brazil. We have two daughters and our parents join us for long stays no matter where we go. We know the Foreign Service won't truly represent America until it looks like America, which is why we are committed to sharing our story with other Americans like us," said Pérez.

#SouthwestFS highlights members of the Foreign Service with connections to the Southwest. Meet Saúl A. Hernández, a Foreign Service Officer from El Paso, Texas. Saúl holds a Bachelor of Science degree in Political Science from MIT.

"When I was growing up in El Paso, I never imagined that I would one day use my cultural ties to Mexico and my Spanish language skills to serve my country.

In 2004, I became a Foreign Service Officer and was able to quickly start a consular assignment in Bogotá, Colombia, after passing a rigorous Spanish language test. The years of speaking Spanish with my parents and my "abuelos, tíos, y primos" in Ciudad Juárez were great preparation for visa interviews and for making Colombian friends. Being bilingual was also helpful in learning additional languages, including Czech for my next consular assignment to Prague, and for learning Georgian before going to Tbilisi as the Cultural Affairs Officer.

I returned to Latin America in 2015 as the Press Attaché at U.S. Embassy Lima, promoting Peru's regional and global leadership, countering transnational organized crime, promoting bilateral trade, and supporting American citizen security. I am now assigned to Washington, leading a unit that is helping our diplomatic missions engage digitally with thousands of young people on issues ranging from entrepreneurship to ethics, and applying best practices from these programs to our other public diplomacy programs. The DIR program is central to the effort to recruit the best and brightest to represent America's rich diversity to the world. DIRs disseminate information about career opportunities not only at their home universities, but throughout the region where they are located; They also Identify and counsel diverse candidates for student and career opportunities; Guide candidates through the Foreign Service exam application and examination process; Represent the Department at conferences and career fairs; Support programs sponsored by Foreign Affairs groups; Engage in outreach to the military, professional organizations and other local groups.
