The office is responsible for the management and administration of Indian Affairs facilities management and construction, environmental management, safety and risk management, and cultural resources management programs.

Division of Environmental and Cultural Resources Management
The mission of the Division of Environmental and Cultural Resources Management is to provide expert assistance and advice to the Director, Office of Facilities, Environmental and Cultural Resources, the Deputy Assistant Secretary, Management and the Assistant Secretary-Indian Affairs on all matters involving environmental and cultural resources laws which apply to, or might affect Indian trust lands or restricted lands and federal facilities owned or operated by Indian Affairs. The Division provides leadership, guidance, policy and support for the protection of environmental and cultural resources. The Division assures compliance with applicable environmental and cultural resource statutes such as National Environmental Policy Act, Comprehensive Environmental Response, Compensation and Liability Act, National Historic Preservation Act, Archeological Resources Protection Act, and the Native American Graves Protection and Repatriation Act. The Division also manages the Museum Property Program.
OFMC Mission
The mission of the Office of Facilities Management and Construction (OFMC) is to ensure the efficient and effective stewardship of resources for new construction, renovation, and maintenance of Bureau-funded facilities."
DSRM Mission
The Bureau of Indian Affairs is committed to establish a safe and healthful environment by building a safety and health culture which will move us to a goal of zero loss to human and material resources. To accomplish this goal, every job or project must include safety and health planning. We must foresee probable hazards and develop a course of action that will eliminate or reduce the hazard to an acceptable level.

Office of Facilities, Environmental and Cultural Resources (OFECR)
The head of the Office of Facilities, Environmental and Cultural Resources reports to the Deputy Assistant Secretary -- Management in the Office of the Assistant Secretary - Indian Affairs. The office is responsible for the management and administration of the Indian Affairs facilities management and construction, environmental management, safety and risk management, and cultural resources management programs. The Office of Facilities, Environmental and Cultural Resources provides program services to the Director, Bureau of Indian Affairs, and the Director, Bureau of Indian Education, and their field organizations. Executive leadership, guidance, coordination and direction are supported through the Office of Facilities Management and Construction, the Division of Safety and Risk Management and the Division of Environmental and Cultural Resources Management.
OFMC Organization
The Facilities Management and Construction Center was established under Congressional mandate in 1977; at that time it was placed under the direction of the Department's Office of Construction Management (OCM). In 1997 OCM transferred the Facilities Program operational functions back to BIA, and the organization was renamed the Office of Facilities Management and Construction (OFMC). The Director, OFMC reports to the Director, Office of Management Support Services.
Each of the 12 Regions has a Facilities Manager who reports to the Director, OFMC. At the local level, supervision varies between Education Line Officers and Agency Superintendents, depending on the site.
The Division of Safety and Risk Management (DSRM)
DSRM provides professional and technical leadership and assistance in managing and administering Bureau-wide safety, occupational health, tort and employee claims, motor vehicle operator program, FECA/OWCP Injury Compensation Program, Indian Highway Safety Program, and the Safety Management Information System (SMIS) reporting requirement. It also develops and implements policies and procedures, provides technical assistance and guidance to Bureau management, field activities and tribal communities and inspects and evaluates Bureau-controlled facilities or equipment for safety and health deficiencies or hazardous conditions and determines required actions.
