Membership
THINKING BIG – BEING BIGGER! UPMA is growing! Over 2100 more active members of UPMA than on November 1st, 2021. That means we recruited over 3200 EAS members in one calendar year! Thanks to all of the UPMA Membership team nationwide. We will pivot into the next phase of the RED plan, engagement. We will continue to recruit, obviously, but it is also essential that we engage all our members, especially the new ones, to strengthen our Chapters in 2023. The Kickoff Meeting in Denver, Colorado January 14th, will celebrate the outstanding work this year and will set recruitment and engagement goals for 2023. There will be a lot of training, networking, and team building; please plan to attend. Your Chapter Presidents have all the details.
NAPS Lawsuit
NAPS has filed for a District Court hearing on discovery, and other issues pertaining to the lawsuit filed on the 2017-2019 EAS pay package. As you may remember, as part of the suit, NAPS is also looking to be recognized as a Postmaster Organization by the USPS. UPMA believes this is contrary to the original intent of Title 39, which delineates Supervisory, Postmaster, and Manager Associations. UPMA continues asserting that a Supervisor Association cannot also be a Postmaster Association. The confusion comes in what the definition of "Representation" is. The USPS Employee and Labor Manual entitle non-bargaining employees to "the representation of their choice," so the over 4000 Supervisors, Managers, and other EAS members of UPMA are allowed to have UPMA represent them in individual consultative matters with the USPS. However, when it comes to pay talks and being part of planning and developing programs that affect employment terms, UPMA is only recognized as speaking for Postmasters. It is a complex issue, and it is unclear where this will end up, but rest assured, UPMA will always have a seat at the table and fight for the rights of all its members.
Chapter Conventions and other Meetings
As of October 26th, 14 Chapters have already shared the details of their Annual Conventions with the National office. Gerri compiles these and posts them to https://www.unitedpma.org/events/chapter-conventions-schedule Chapters need to set up these necessary meetings early and publicize them. Gerri can assist with hotel and meeting space/food and beverage contracts. Further, Chapters should consider 3-Digit type meetings for communication and potential recruiting purposes. Many Chapters have found these as effective as anything they do to reach members and grow the organization.
Legislative Summit
We are in the midst of preparations; calling all Legislative activists: Arlington, VA, March 19-22, 2023. We must always have our voices heard early in the congressional cycle, so plan to attend.
NPA FY22
The September NPA Scorecards are out; the End of Year should post around November 10th. As Installation Heads, we can mitigate if a situation occurs beyond our control that affects our overall score by more than an entire cell. NPA FY23
THE USPS NPA Team has proposed new goals and metrics for the 2023 NPA; the USPS Board of Governors are meeting next week to approve them. We expect them to be published by November 15th, a little later than promised but much better than last year. In the meantime, for CRDO, the metrics are very similar to last year, Deliveries per Hour to SPLY (albeit with a volume modifier), CSV % change to SPLY (Or CSV Score, whichever is the better score), and Employee Separations to SPLY. The goals would be the same if we missed the score last year and slightly more challenging if the score was achieved.
Sortation and Delivery Centers
The recent briefings that UPMA has received have shown that the Service realizes that the implementation is much more complex than they realized. USPS is doing Financial and Marketing assessments of the impacts, and the general feeling is that the final effect will be much smaller than the initial targets. The Service continues to assure UPMA that the program will not impact the number of Postmasters positions. They do not intend to reevaluate the affected offices immediately; even when they do, Postmaster jobs will still be authorized in those offices. If and when the Service reduces the office levels, the 2-year saved pay/saved grade policy will apply from that point, so the Postmasters in those offices will have plenty of time to make career decisions as we advance. The Athens, GA, site will go live on November 19th, 2022. Six more locations are scheduled for February, with the rest in June 2023, but more adjustments to the plan are inevitable.
