Alexandria Redevelopment and Housing Authority ARHA was established in 1939 and provides safe and affordable housing to low and moderate income residents of Alexandria. Since 1939, the Alexandria Redevelopment and Housing Authority has provided adequate and affordable housing, economic opportunities and a suitable living environment, free from discrimination, for the citizens of Alexandria.

Vision: ARHA envisions Alexandria with a range of affordable housing options that provide residents with a springboard to increased levels of prosperity and an improved quality of life. ARHA envisions itself as a viable and capable partner with its residents, the city, the private sector and the community in the preservation and creation of sustainable neighborhoods.

General information

The Alexandria Redevelopment and Housing Authority (ARHA) is a political subdivision and a non-funded administrative agency of the Commonwealth of Virginia. The authority is an independent agency, but the Alexandria City Council appoints its 9 volunteer Board of Commissioners (see Attachment 3). The Chief Executive Officer reports directly to the Board and provides oversight for all agency operations and agreements (see Attachment 3). ARHA was formed in 1939 to provide safe, sanitary, and decent housing to low-income citizens within the City of Alexandria, as well as services to foster self-sufficiency. ARHA operates 963 assisted units and administers over 1,700 Section 8 vouchers, providing services to over 5,000 residents. Over 90% of households have minor children and approximately 40% of resident population is under the age of 18.
