BLAIR PA ALERT: National Weather Service Partners-Blair County and Surrounding Areas-Friday, November 18, 2022, Possible Snow Squalls in the Afternoon.

A band or perhaps multiple bands of heavy snow showers/squalls will cross Central Pennsylvania on Friday afternoon between 12PM and 7PM.

Rapid-reductions in visibility and flash freezing on roadways could produce hazardous travel conditions on interstates and highways.

If Snow Squall Warnings are issued, drivers should be prepared to delay travel or exit the highway when they can do so safely. For more information about snow squalls go to https://www.weather.gov/ctp/snowsquall.

...PATCHY FREEZING DRIZZLE POSSIBLE THIS EVENING...

Patchy drizzle and very light snow has begun to fall over the Laurel Highlands and central mountains. The air temperatures are close to freezing and near-ground temperatures are also close to freezing due to the snow cover in most places. If drizzle falls onto cold ground, it will cause patches of ice where the ground temperatures are cold.

Please use extra caution when driving this evening as a roadway that appears to be just wet could actually be icy. This is known as black ice.

As the Assistant Director for the Center for Independent Living, Marty knows “The #1 concern for people with disabilities in PA is transportation. We are lucky to be in Altoona where there is public transportation.”

“For many of our clients, Amtran is a lifeline. It enables them to get out of the house, get to food, get to what they need, and it also helps them reach social and recreational goals” which are all such important components to physical and mental health. And because it is “dependable and predictable” it is especially compatible with her clients.

“Our new location for the Center for Independent Living was chosen because it’s accessible- not just the flat, one- story building but also for the large parking lot that buses can come into easily. Amtran designated us a “Call Stop” so that customers can get dropped off or picked up right at our door if they ask.”

Amtran discovered from Marty that many of the clients were anxious or unable to ask a driver for a Call Stop, so Amtran printed cards with the Center for Independent Living logo inside a vinyl “wallet” that the client can simply show the driver.

Marty’s reaction to the cards: “This is a game changer! This gives our people “permission to ask” and it’s very official looking so they will use it. Thank you!”

Heavy wet snow will continue through this evening, dropping a quick 1-3” across much of Central PA (locally 4" on some central ridges).

Snow gradually tapers off to a drizzle or freezing drizzle overnight before lifting out of the area by daybreak Wednesday morning.

Despite relatively low snow amounts, the first winter weather of the season can often result in amplified travel impacts.

The Veterans Day Parade scheduled for today is CANCELLED. Organizers are currently working on alternate plans.

* On a side note, since we received so many upbeat, positive, encouraging messages....We would like to remind everyone that the organizers of this event are mostly all Veterans and did all that they could to beat the weather. A lot of planning goes into a parade like this, so it's very difficult to simply move the event to another day. Being a Veteran DOES NOT mean that you are elderly and/or physically unable, most of these men and women have walked in far worse than rain!

Heavy rainfall & gusty winds associated with the remnants of Hurricane Nicole will impact Central Pennsylvania through tonight.

RAIN: 1-3 inches of rain expected. Localized amounts greater than 3” possible. Heaviest amounts forecast over the western and central Alleghenies. Total rainfall amounts have trended slightly higher and farther east over the past 12 hours.

FLOODING: Forecast rainfall is expected to produce limited flooding impacts including isolated, minor urban and poor drainage inundation flooding especially from leaf-clogged storm drains. Small streams and creeks will respond more than larger rivers and could reach action/caution levels. River flooding remains unlikely at this time.

WIND: Isolated severe thunderstorms may produce strong to locally damaging wind gusts in the Lower Susquehanna Valley Friday evening into early Friday night. Non-thunderstorm wind gusts between 25 and 40 mph from the south are forecast Friday evening into Friday night before shifting to the northwest on Saturday. Limited impacts expected.

Important changes: Slight increase and eastward shift in rainfall.

2 to 3 inches of rain expected Friday-Friday night as tropical moisture associated with the remnants of Nicole interacts with an approaching cold front. Locally higher amounts up to 4 inches possible.

Forecast rainfall could produce isolated urban and poor-drainage inundation flooding, especially from leaf-clogged drains.

Minor river flooding is possible with small streams being the most vulnerable. Rainfall totals in excess of 3.5-4” would significantly increase the risk of flooding.

An isolated, conditional severe thunderstorm/damaging wind threat may develop over a portion of the Lower Susquehanna Valley (along and south of I-81/78 corridor) Friday afternoon into Friday night.

Non-thunderstorm wind gusts between 25 and 35 mph are forecast Friday afternoon into Saturday with limited impact expected. Temperatures will trend noticeably colder through the weekend.

Important changes: Westward shift and increase in rainfall amounts.

I often wondered how Bus Stop Shelter locations were determined. I have 2 suggestions: 1) Penn Street/Walnut Street, Hollidaysburg PA or nearby and 2) Bus Stop in front of OLLIE's, Old 220, Duncansville PA doesnt neccesarily need a shelter but some excavating..

The CPCF was excited to present 23 awards to non-profit organizations serving Blair County yesterday. As a part of our 2021 Competitive Grants process over $23,000 was distributed. Representatives from each organization were given their awards by CPCF Board and Committee members.

The best transportation in town to get to and from work to and from doctor's appointments and to and from grocery shopping thank you for your service
Everything about AMTRAN services & drivers is Exceptional! I do have a suggestion -- residents of Highland Hall have the convenience of a Bus Stop at Penn/Walnut St or Allegheny St/Union in front of Court House but it's the return trip with packages that is the challenge. Today because of a DETOUR the bus came up UNION ST, made a LEFT on SPRUCE to connect on MONTGOMERY route. It was a bonus! I / We understand on-street parking makes the roads narrow but IF AMTRAN would consider this for 3 Seasons we can understand Winter elimination. Take a ride with us and hopefully you can understand as a passenger what a blessing this would be!

The Federal Transit Administration (FTA) awarded $3.7 million in Coronavirus Aid, Relief and Economic Security (CARES) Act funding to Amtran in Altoona. The money is part of $25 billion designated for transit agencies to prevent, prepare for and respond to the virus. The investment will assist with agency’s operating, administrative and preventive maintenance expenses, as well as provide continued statewide mobility.
