Vietnam Education Foundation The Vietnam Education Foundation (www.vef.gov) is an independent U.S. Federal Government agency created by the U.S. Congress and funded annually by the U.S.

Government. History and Overview The Vietnam Education Foundation (VEF) was established by the U.S. Congress under the Vietnam Education Foundation Act (2000) to establish educational exchange activities for Vietnamese nationals to pursue graduate studies and professional development at U.S. universities and for Americans to teach at Vietnamese universities and, thus, build the bilateral relationship between the United States and Vietnam. VEF receives an annual budget of U.S. $5 million from the U.S. Government until 2018. The VEF programs focus on the sciences (natural, physical, and environmental), engineering, mathematics, medicine (including public health and health sciences), and technology (including information technology). The core VEF programs are: 1. Fellowship Program, bringing Vietnamese nationals to the United States for graduate degree programs, funded through cost-sharing agreements with U.S. universities 2. Visiting Scholar Program, funding Vietnamese nationals with a Ph.D. to develop their professional skills via studies, research, and/or observational activities at leading U.S. institutions 3. We are pleased to announce the timeline and application process for the U.S. Faculty Scholar Program for Academic Year 2016-2017. For this academic year, VEF expects to award approximately 4 grants for U.S. professors to teach courses in English at Vietnamese universities either on-site in Vietnam or by interactive, real-time videoconferencing from the United States, from one to two semesters. Each proposal selected for funding will receive a grant from VEF that may not exceed U.S. $55,000. The fields of study supported by VEF are sciences (natural, physical, and environmental), and technology, engineering, mathematics, and medicine (including biomedical sciences as well as epidemiology, nutrition, and biostatistics within public health).
Applications are available ONLY online at VEF website at www.vef.gov, from October 1, 2015 to January 31, 2016 (U.S. time).

In late July and early August, 2015, ten renowned U.S. professors were invited by VEF to Vietnam to serve as interview panelists to select the most deserving candidates for the 2016 VEF Fellowships and Visiting Scholar grants. The U.S. professors also conducted 12 scientific lectures and meetings at nine universities and research institutes, two EducationUSA Advising Centers in Hanoi and Ho Chi Minh City, and one hospital in Hanoi. These activities are part of VEF's capacity building efforts to Vietnam. In August 2014, Ms. Sandy Hoa Dang was appointed to serve as VEF Acting Executive Director. After six months serving in this capacity, the Board has recognized her tremendous efforts and achievements. VEF is releasing a report entitled “Observations on the Current Status of Higher Education in Agricultural Sciences, Civil Engineering, Computer Science, Electrical Engineering, Environmental Sciences, Physics, and Transport and Communications at Select Universities in Vietnam.”

As a follow-up to the two earlier VEF reports: (1) Observations on Undergraduate Education in Computer Science, Electrical Engineering, and Physics at Select Universities in Vietnam, published in August 2006; and (2) Observations on the Current Status of Education in the Agricultural Sciences in Vietnam, published in January 2007, VEF undertook another study on the situation of higher education in STEM fields in Vietnam.

VEF is pleased to announce the application and selection process for the 2016 Visiting Scholar Program. This program provides grants for Vietnamese nationals who have a doctoral degree in STEMM (Science, Technology, Engineering, Mathematics, and Medicine) fields to do post-doc training for 5 months to 1 year in the U.S.

VEF is pleased to announce the application and selection process for the 2016 VEF Fellowship Program which provides full fellowships through cost sharing arrangement with U.S. universities for Vietnamese nationals to pursue Master’s or Master’s/Ph.D. degree in the science, technology, engineering, mathematics, and medicine (STEMM) in the U.S.
