Using technology to mitigate mass violence: Before, during and after the call

"This article briefly describes some technologies for handling mass shootings and other mass violence events based on lessons learned from over 50 after-action evaluations, including the Virginia Tech shooting, the Aurora, Colorado theatre shooting and the Boston Marathon bombing. In the Marathon bombing incident, thermal imaging found one of the two suspects. In the Aurora theatre shooting, a robot disarmed a complex explosive device left in the shooter’s apartment that was intended to booby trap officers investigating the location."

Man arrested over 1974 Birmingham pub bombing murders

"A 65-year-old man has been arrested in Belfast in connection with the Provisional IRA’s 1974 Birmingham pub bombings that killed 21 people.

It is the first arrest in connection with the IRA attacks made by police since the quashing of the convictions of the Birmingham Six in 1991, when the court of appeal accepted that there had been a miscarriage of justice.

The arrest followed a police operation involving officers from the West Midlands police’s counter-terrorism policing unit and detectives from the Police Service of Northern Ireland (PSNI)."

Until Help Arrives Training Curriculum

The Until Help Arrives training curriculum teaches citizens how to "be the help...until help arrives" through life-saving skills in response to an active violence event.

For any incident, like the Las Vegas massacre to the Boston Marathon bombings, citizens play a key role in saving lives in the minutes following an attack. This classes teaches how to recognize violent activities, respond safely, provide immediate rescue tactics to the injured, and report them to 9-1-1.

Warning Signs of Violence Require Multidisciplinary Assessment

"SROs and law enforcement personnel—especially those with backgrounds and training in investigations, threat assessment, and community policing—are excellent facilitators of discussion. They can talk with parents, behavioral health professionals, probation officers, and administrators to collect more information. In addition, those SROs who build effective rapport with students are more likely to learn about early warning signs or leakage—veiled or direct statements to peers or others that hint at potential plans of violence or disruption—and they are more likely to recognize those clues."

"German prosecutors called Wednesday for a court to impose a life sentence on a 28-year-old right-wing extremist who attacked a synagogue in the eastern city of Halle last year, killing two people after he failed to gain entry to the building.

The attack on Yom Kippur, Judaism's holiest day, is considered one of the worst anti-Semitic assaults in Germany's post-war history."

Real-time intelligence: How live streaming from the field aids incident command

"Think about all of the video devices already owned by your agency: body-worn cameras, license plate readers, in-car camera systems, pole-mounted surveillance cameras, speed cameras, night-vision equipment, drones and yes, even smartphones. Some agencies also may be using recoil-rated weapon-mounted cameras.

While some of these devices were designed for after-the-fact archival and viewing, there is no reason that manufacturers could not enable them to stream live video to be used for situational assessment and response purposes."

Parler: Where the Mainstream Mingles with the Extreme

"The social media site Parler, which has become increasingly popular among conservatives, has also attracted a range of extremists. In recent weeks, the site has drawn millions of new users frustrated with what they perceive to be “anti-conservative” bias exhibited by mainstream social media platforms.

While the site itself is not extremist, extremists have joined Parler in large numbers alongside millions of mainstream users, creating the potential for extensive and worrying commingling of extremists and non-extremists."

"The COVID-19 pandemic is exacerbating the threat of violent
extremism by providing new opportunities, motivations, and
capabilities to violent extremists. The virus has created anger, fear,
social isolation, and profound uncertainty about the future, These
factors have contributed to more online activity, and have increased the attractiveness of ideologies that promise “certainty.” Concurrent crises exacerbate these challenges, all at a time when first responders are stretched thinly and adapting operations to the pandemic, likely complicating responses to violent extremist and terrorist attacks. This brief introduces this aspect of this challenge. It is a small part of a larger, mixed-methods study that aims to provide the first responder community with operationally relevant insights on COVID-19."

The High Threat Response Program has released the Active Violence with Fire Guide. This purpose of this document is to establish guidelines and best practices for both law enforcement and fire service agencies when responding to Active Violence with Fire Incidents. Combating these scenarios is complex and there are only a handful of agencies throughout the world who have real-world experience with these operations. This manual is not intended to educate the reader on concepts related to active violence incidents, but builds upon existing baseline subject matter knowledge and established active violence response tactics, policies, and procedures.

The key to saving more lives in a mass violence incident

"The major lesson identified from any mass casualty incident caused by extreme and focused violence of bad actors is communication. The stress of the situation, the “fog of war,” and the lack of interoperable communications systems all add to the initially confusing scene and delay the ability to gather and form a common operating picture that then leads to organization and order."

"Footage from the encounters shows a small group of Trump supporters sitting outside an eatery near the White House when a large crowd surrounds the patio and exchanges words with three diners.
