Homeland Defense & Security Information Analysis Center - HDIAC The Homeland Defense & Security Information Analysis Center (HDIAC) is a U.S. Department of Defense IAC focusing on areas of Homeland Defense, Medical, Biometrics, Critical Infrastructure, WMD, CBRN Defense, Alternative Energy, and Cultural Studies.

The Homeland Defense and Security Information Analysis Center is a Department of Defense (DoD) sponsored organization whose purpose is to leverage the best expertise from industry, other government agencies and academia to solve the government’s toughest scientific and technical problems. HDIAC provides information, analysis and collaboration while maintaining an extensive Scientific and Technical Information (STI) database. HDIAC covers topics in the following focus areas: • Alternative Energy • Biometrics • Chemical, Biological, Radiological and Nuclear (CBRN) Defense • Critical Infrastructure Protection • Cultural Studies • Homeland Defense and Security • Medical • Weapons of Mass Destruction (WMD) HDIAC was established to save DoD scientists substantial time and effort by quickly locating key information and providing analytical support to address critical emerging needs in a timely manner. HDIAC can help you by quickly locating STI, providing analytical support and connecting you with subject matter experts (SME) in the eight focus areas. Do you have a research question or need support for a technology initiative? HDIAC offers Technical Inquiry services, including literature searches and document requests, in all eight focus areas where four hours of technical research are free. HDIAC also offers a contract vehicle called a Core Analysis Task (CAT). The CAT is a sole source, pre-competed, easy to use contract vehicle. Because of a CAT’s rapid start-work time, ease of use and best value, the Office of the Under Secretary of Defense has requested that all Requiring Officers and Contracting Officers use IACs as vehicles of first choice. CATs are separately funded work efforts over and above basic HDIAC products and services. Industry and academia, in partnership with at least one government agency, or an individual government agency may establish task orders through HDIAC.

Mission: HDIAC’s mission is to provide authoritative, responsive solutions by generating, acquiring, processing, analyzing, and disseminating relevant information and analysis to our customers by: -Providing accurate, authoritative, and timely analysis and information that is operationally-focused with a DoD mindset -Becoming a leading organization recognized for its customer-oriented solutions, providing professional deliverables, capabilities, and outreach -Expanding HDIAC awareness and networks through specialized publications, subject matter expertise, and relevant and timely content -Collaborating with Communities of Interest to bridge the technology gap between the government, academia, and industry -Proactively integrating into the larger DoD innovation strategy, mission, and operations

The Defense Science Board has identified energy as one of the main enablers of future military operations and has noted that military energy usage could grow significantly in the near future, outpacing improvements to alternative energy sources. In March of 2020, the Pentagon issued several contracts to facilitate a design work “competition” for mobile, small nuclear reactors and the winning prototype will potentially be forward deployed with forces outside the United States. The project is managed through the Strategic Capabilities Office’s “Project Pele” which was formed to ensure the safe development of mobile and advanced nuclear microreactors for a variety of DoD missions. Desired features for the new reactors include quick set-up, shut-down, and the ability to facilitate rapid movement by road, sea, air, or train. This prototyping project will ensure that critical functions remain operational regardless of the status of the local power grid and allow users to combat physical or cyber espionage from weak grids.

Wireless power beaming is the transmission of electrical energy without a physical link. In a wireless power transmission system, a transmitter device, driven by electric power from a power source, transmits power across space to a receiver device, which extracts power from the field and supplies it to an electrical load. The technology of wireless power transmission can eliminate the use of the wires and batteries, thus increasing the mobility, convenience, and safety of an electronic device for users. The Naval Research Laboratory (NRL) has a strong heritage of turning visionary ideas into reality: nuclear submarines, space surveillance, and GPS are just a few examples that have roots at NRL. Today, a confluence of advances at NRL and elsewhere presents an opportunity for two potentially revolutionary energy technologies: Power Beaming & Space Solar. As recognized in NRL’s reports on these topics, delivering energy without moving or employing mass and the prospect of collecting clean, continuous, abundant sunlight in space and distributing it globally present compelling capabilities for remote installation energy resupply, disaster response, and power for the developing world. Dr. Jaffe has been conducting space-based solar energy research for more than a decade, focusing in part on transmitting solar energy from space to Earth; in this presentation, Dr. Jaffe will present the visions for power beaming and space solar, and delve into their technical, regulatory, and economic challenges and opportunities.
