Last week, the program hosted BG Hope Rampy, the Adjutant General of the U.S. Army, and LTG Gary Brito, the new Army Deputy Chief of Staff for Personnel, G-1, in visits to IPPS-A HQ. Both received briefs and updates on how far we have come. IPPS-A is on track to complete the capability and functionality demonstration checkpoints by Sep. 2020. We are 50% complete on the Release 3 build, and the program will go live Dec. 2021 for all three Components.

CW3 Benjamin Reis has been a part of the IPPS-A Team for the last three and a half years. During his time on the project, Chief Reis helped with the design, build, and deployment of the system to the Army National Guard during Release 2, and he’s currently working on the design and build of IPPS-A for Release 3. As far as working on the project, CW3 Reis relishes the challenge of honing his craft to ensure stakeholder interests are met, and takes satisfaction in knowing he’s contributing to positive change that will touch both Soldiers on the front lines and the leaders who put them there.

Team IPPS-A would like to congratulate LTG Thomas Seamands on his retirement!

LTG Seamands has been a tireless advocate for IPPS-A, leading the Army HR community from the industrial age to the information age.

With his help, IPPS-A fielded Release 2 to the National Guard, reached the halfway point of the R3 build, and is bringing the U.S. Army Reserve and Active component into the system with additional capabilities for the ARNG.

Quite a legacy for a nearly 40-year veteran who has served as Commanding General of U.S. Army Human Resources Command, and Director of Personnel Management, Army Personnel HQDA ASA M&RA G-1.

The IPPS-A Functional Training team is setting a new standard for the Army in a very important way. The team is led by three women. LTC Megan Meinholz, IPPS-A Training Team lead, CPT Marisha McLean, IPPS-A Training and Sustainment Officer, and Ms. Wendy McCage, an intern who has been with the program since January.

When asked what they like most about being in leadership positions, responses varied from “amazed” to “opportunity” to “honored.” The one constant response, though, is the opportunity to demonstrate the ability women, and female Soldiers have to lead and influence in high-profile environments.

“We hope to show other women across the Army, whether Soldier or civilian, that if you work hard for what you want you can climb all the way to the top,” said McCage.

As women in leadership roles, each wants to give Soldiers the tools and knowledge they need to be successful in their transition to IPPS-A, but also show that as the Army progresses through the 21st Century, more women will have the opportunity to work in positions of influence.

For McLean, there is an added aspect to her being in a leadership role. As an African-American woman, and Soldier, she is motivated by the opportunity to not only lead Soldiers, but potentially open doors for minority women in the future.

“Black female officers in positions influencing strategic Army goals are a few,” said McLean. “I take this assignment seriously and intend to represent myself, my family, and black culture to the best of my abilities so that others are afforded the same opportunity to make a difference.”

Each lady is also appreciative of the support they’ve received from IPPS-A leaders along the way.

“We’ve been given every opportunity to excel on this project,” said Meinholz. “We’re all incredibly proud to be integral members of such an exceptional team.”

Chief Warrant Officer 2 Jackeline Delancey has been a member of the Integrated Personnel and Pay System & Army Release 2 Sustainment Branch, Defect Management Team since August 2019. As a member of the Defects Team, she has facilitated collaborations amongst stakeholders, business process owners and the system integrator to prioritize system changes that correct deficiencies, and enhance the software for all users.

Chief Delancey is forever grateful for being given the opportunity to be part of a change that will make such an amazing impact within our HR systems; bridging the much-needed gap across each component of the Army. IPPS-A's Business Intelligence (BI) team has been shaping the infrastructure for the business intelligence functions of IPPS-A for the last 18 months. Led by MAJ Myron Bishop, Release 2 lead, and CPT Olly Akanni, Release 3 lead, the BI team, who is also comprised of Bob Dasika, Ken Brooks and Eric Tsibertzopoulos has brought IPPS-A’s business intelligence capabilities into the 21st Century by creating designs that are more modern, pull data quicker than the Army’s legacy systems and feel new to IPPS-A’s users.

According to CPT Akanni, one of the team’s strengths is the varied backgrounds of BI team members. Some have degrees in Computer Science, while others are skilled in specific areas like Data Science algorithms, Standard Query Language or data modeling. He believes the team, as well as the entire program has benefited from COL Gregory Johnson, IPPS-A Functional Management Division Chief’s "Team-of-Teams" philosophy.

“We know our objectives and key goals, but we spend more time solving problems than cataloging who's getting the credit for it,” said CPT Akanni. “It's great to be able to have a team that knows its audience and wants to see the U.S. Army progress.”

Commanders “Confidence” In IPPS-A will increase “Morale” for Soldiers

"ARLINGTON, Va. – The decision by the Army to move from the Integrated Personnel and Pay System – Army (IPPS-A) from its legacy systems is about more than modernizing the Army’s Human Resources technology and practices.

The decision is also about improving readiness among Soldiers, and IPPS-A is accomplishing that through data accuracy. To ensure data accuracy, the IPPS-A Functional Management Division is extensively mapping out how data interacts within the system, according to Lt. Col. John Schulke."

CPT Dan Park is a member of the IPPS-A data team, and has been on the project for a little over a year working hard to make the integration between U.S. Army Human Resources Command legacy systems and IPPS-A as smooth as possible.

Working specifically on the Release 3 build, CPT Park’s work focuses on data repository and interface design as well as data rationalization. His goal is to reduce the redundancy of information in IPPS-A.

“A Social Security Number is a good identifier and it’s in each legacy system,” said CPT Park. “We don’t need 181 instances of a social security number for every Soldier. So, part of my job is taking redundant data and boiling it down to where we only need one Social Security Number for a Soldier.”

CPT Park is graduate of West Point - The U.S. Military Academy with a degree in Computer Science. As a Field Artillery Officer, he is happy to be in a job that leverages his education as well as his experiences outside of the U.S. Army.

He also believes his experience as a Field Artillery Officer gave him a good understanding of Army Human Resource processes; an understanding that’s benefited him since he joined the project.

“In my time as Platoon leader and an Executive Officer, I had exposure to some of these HR processes and systems,” said CPT Park. “Having the Army experience and knowing the context of how things work has been helpful.”

Message on behalf of COL Greg Johnson, Director FMD This morning we had a significant disruption to users due the migration last night of 2 infrastructure changes: the elimination of our portal application and the migration of an Oracle Patch that was addressing system performance issues. #1: The elimination of portal inadvertently resulted in users not being able to login in due their saved IPPS-A links were mapped to the portal application. This caused the IPPS-A team to scramble quickly to issue immediate guidance to the field to delete any linked favorites from their internet browser, clear their cache, and then login into IPPS-A. The impact to the field would have been significantly reduced had these simple steps been communicated in advance, we need to be better. The additional change that occurred is described below the tear line of this email If you are having problems with logging into IPPS-A please follow the instructions below and if they do not address your issues call the TIER I helpdesk immediately: - Clear history / cookies, close and re-open the browser - Delete old IPPS-A link from favorites / toolbar - Manually type in the link: https://hr.ippsa.csd.disa.mil - then save favorite #2: The Oracle Patch, while applied with good intentions to address system performance, had the unforeseen impact of removing standard and personalized tiles from user homepages. The patch was tested, however the results viewed in test did replicate what users experienced in production. The itemized list of issues we have identified are as follows: 1. The ACT tile does not populate the quick links to the ACT Queries such as: the gain loss report, Assignment Detail Report, Position vacancy Report a. Alternate navigation: Users can use the following navigation steps to get to the ACT Queries: Workforce Admin – Assignment Tracking – Assignment Reports 2. Personalized homepages are missing some or all tiles 3. ADHOC Tile either missing or unable to log in 4. Readiness and Manning tile missing. When users search for it and try to add a warning message appears they are not authorized to view 5. Pre-defined query tile is missing The SI is still working on #2 throughout the weekend to address and restore for our users. If you are experiencing additional issues, please submit a CRM Case, specifics for category, type, and details will be posted on the IPPS-A announcements page. We appreciate your patience and the entire program is addressing how infrastructure updates are tested and applied in the future and ensuring our test environment in synced appropriately with the production system.

Will the USAR ever get on board with the Leave Log program used by the National Guard? There is so much leave and pass fraud among USAR AGR, and the Leave Log program would really put a dent in it.
