Machine learning guarantees robots’ performance in unknown territory

Flying robots navigate unfamiliar settings!

Researchers at Princeton University have developed a machine learning (ML) algorithm that automates robots’ ability to adapt to unknown environments—currently with a nine out of ten times success rate at avoiding obstacles! This latest ML innovation, sponsored in part by ONR, shows great promise for enabling robots to avoid unseen barriers—such as people, vehicles or debris—that naval ships and planes could also encounter in real-world situations.

We extend our congratulations to ONR's Executive Director Ms. E. Anne Sandel, who is the recipient of the 2019 Harold E. Saunders Lifetime Achievement Award. This award, presented annually by the
American Society of Naval Engineers - ASNE since 1977, recognizes a career of notable achievements and contributions in naval engineering. Ms. Sandel received the award today during a virtual presentation given during the 2020 ASNE Combat Systems Symposium. Here, she is pictured with the award and Chief of Naval Research Rear Adm. Lorin Selby.

Chief of Naval Research Rear Adm. Lorin Selby gave keynote remarks during the ONR Global 2020 technical meeting, held virtually this year. Selby provided his thoughts on maintaining agility in the Naval Research Enterprise, the changing landscape of collaboration and performing the mission in the current COVID-19 environment.

On this day in history: On Nov. 20, 1957, the one-man flying vehicle known as the Hiller Model 1031-A-1 Flying Platform flew for the first time. During the 1950s, the U.S. armed forces were desperately seeking ways to improve the mobility of their troops on battlefields that were subject to attack by nuclear, chemical, and biological weapons.

The aircraft, one of several models constructed by Hiller for a joint Army-Navy program, required minimal training to fly—the pilot simply leaned in the desired direction and the platform would follow. ONR sponsored the Model 1031-A-1 and its predecessor, Model 1031-A. The 1031-A-1 was a significant advance since this improved model allowed it to fly at higher altitudes than the previous version.

Small, one-man helicopters were seen as a possible alternative to large, piston-powered helicopters that seemed to be at the limit of their development. The military's greatest technical hurdle was to develop an aircraft that was relatively safe and could easily be flown by a combat infantryman.

Hey, university students, up for a challenge? Check out the Virtual Ocean Robotics Challenge (VORC)—a new Naval STEM opportunity brought to you by the Naval Postgraduate School in partnership with Open Robotics, and sponsored by ONR.

This challenge is for university teams or individuals with an interest in maritime simulations. The goal of the challenge is to provide an opportunity to learn about maritime robotics using simulation and for students to offer solutions to a real USNavy problem.

VORC Phase 1 submissions are due on Nov. 23. The timeline is tight, so we encourage you to register right away and start coding!

On this day in history: On Nov. 16, 1971, University-National Oceanographic Laboratory System (UNOLS) was officially launched with participants from 36 academic institutions and seven federal agencies. This new organization took on the management of 33 government-owned, university-operated research vessels. ONR has been and remains a primary sponsor of UNOLS.

Today, UNOLS is composed of 18 research vessels, 59 academic institutions, and national laboratories involved in oceanographic research – all joined for the purpose of coordinating oceanographic ships' schedules and research.

It's Week 2 of Sci Notes November!

This week, we are excited to release Sci Notes: Civil Engineering!

This episode, featuring NSWC PCD Engineer Minnie Kinard, highlights the importance of civil engineering in our society. From the development of innovative bridge design to undersea construction to materials sciences, civil engineers play a critical role in society. Through this video, students will be able to see first-hand how civil engineers combine knowledge of all science, technology, engineering and mathematics (STEM) disciplines to help (literally) shape the world around us!

Sci Notes is a five-part STEM video series developed under an Education Partnership Agreement between NSWC PCD and Florida State University Panama City. Each episode highlights a different STEM discipline including Chemistry, Meteorology, Marine Science, Physics, and Civil Engineering. The goal of the series is to provide students with virtual STEM learning opportunities, as well as ideas about how to explore STEM at home.

Scientific Development Squadron (VXS) 1 Holds Change of Command

Today, the U.S. Naval Research Laboratory - NRL's Scientific Development Squadron (VXS) 1, aka the Warlocks, welcomed a new commanding officer during a change-of-command ceremony held at Naval Air Station Patuxent River. Cmdr. Ian Lilyquist was sworn in as commanding officer, taking over for Cmdr. Jared Tharp. The VXS-1 Warlocks perform a vital function for the Naval Research Enterprise: They use military and commercial aircraft for S&T experiments to support the advancement of naval capabilities.

Cmdr. Ian Lilyquist relieved Cmdr. Jared Tharp as commander of NRL’s Scientific Development Squadron (VXS) 1, during a change of command ceremony held at Naval Air Station Patuxent River.

COAMPS-TC Recognized as Leading Tropical Cyclone Prediction Model

The U.S. Naval Research Laboratory - NRL's Coupled Ocean/Atmosphere Mesoscale Prediction System for Tropical Cyclones (COAMPS-TC) model was named the world’s most accurate in predicting hurricane strengths during the 2019 Atlantic hurricane season by Jeff Masters, Ph.D. in Yale’s August 2020 Climate Connections.

COAMPS-TC is operated by the Fleet Numerical Meteorology and Oceanography Center and its development has been sponsored by ONR and NRL.

Here, a behind-the-scenes look at Chief of Naval Research Rear Adm. Lorin Selby's all-hands webcast with the Naval Research Enterprise team. Normally conducted out of ONR in Arlington, Virginia, this week saw a change in venue: the event was live out of the U.S. Naval Research Laboratory - NRL's Laboratory for Autonomous Systems Research in Washington, D.C. The laboratory provides unique facilities and simulated environmental high bays (littoral, desert, tropical and forest) and instrumented reconfigurable spaces to support integration of science and technology components into research prototype systems.

Great visit and a change of scenery for my weekly all-hands webcast with the Naval Research Enterprise team, held earlier this week at the U.S. Naval Research Laboratory - NRL. This week, the webcast was live out of NRL's Laboratory for Autonomous Systems Research in Washington, D.C., where I was joined by guest speaker Capt. Ricardo Vigil, commanding officer for NRL.

U.S. Navy Opens Tech Bridge Network in London

The U.S. Navy's Tech Bridges initiative has crossed the Atlantic! Today, the Hon. James "Hondo" Geurts, Assistant Secretary of the U.S. Navy for Research, Development and Acquisition, announced the establishment of a NavalX Tech Bridge location in London—the first to be launched outside of the U.S.

The London Tech Bridge—the result of teaming between the Naval Agility Office (NavalX) and ONR Global who has headquarters in London—will connect UK technology solutions to the Department of the Navy but also connect U.S. tech to the UK as well, partnering U.S. companies with UK industry.

Today the U.S. Navy’s acquisition chief announced the establishment of the London Tech Bridge—the Navy's first such innovation center outside the United States.

ONR robotics enter the COVID-19 fight!

A decontamination robot sponsored by ONR and designed by several local universities was recently tested in Richmond, Va. The robot—initially designed for shipboard firefighting and maintenance tasks—successfully demonstrated disinfection of a room of COVID-19 while being operated from a different building.

Accolades abound for three senior executives from the Naval Research Enterprise who received the renowned Presidential Rank Awards during a ceremony held at ONR. We were honored to have the Hon. James Geurts—assistant secretary of the Navy for Research, Development and Acquisition—present the awards to the winners: Ms. E. Anne Sandel, ONR executive director; Dr. Craig Hoffman, superintendent of U.S. Naval Research Laboratory - NRL's Optical Sciences Division; and Dr. Igor Medintz, senior scientist for biosensors and biomaterials at NRL.
