Navy Language Regional Expertise and Culture Office Navy Language, Regional Expertise and Culture (LREC) Office

Foreign language proficiency, regional expertise, and cultural capabilities are critical competencies essential to DoD and Navy missions. Navy's LREC program is part of the DoD-wide program, and managed to maximize LREC capabilities through recruitment and accession policies, skill development, maintenance, enhancement, employment, and incentives aligned to mission needs.

Mission: Navy's LREC office (OPNAV N13F) increases these skills across the Fleet through: -Building sufficient LREC capacity to meet mission needs. -Aligning LREC capabilities with operational requirements. -Maximizing opportunities at existing education and training structures, leveraging ethnic diversity, rewarding language proficiency. -Developing agile, responsive LREC plans and policies to deliver best value.

Transparent Language is making freely available to all USG personnel and programs its CL-150 Cohort language lesson streams (lessons ranging from ILR 2 to 3 in 12 critical languages) for 4 weeks or more (TBD) to help with language maintenance/enhancement during this time of limited travel and social distancing due to COVID-19. One resource is Every Deployment a Global Engagement, better known as Navy EDGE. These courses, deployed on Navy e-learning, provide orientation on specific cultures of interest to the U.S. Navy.

IWTC Monterey Language Students Experience VQ-1 Static Display

Students from Information Warfare Training Command (IWTC) Monterey experienced a static display of an EP-3E Aries II reconnaissance aircraft provided by the Whidbey Island-based Fleet Air Reconnaissance Squadron One (VQ-1).

Commander Andy Newsome, commanding officer of IWTC Monterey said, "We feel strongly that by giving our Sailors a glimpse of what their shipmates are doing, we can help increase their motivation to excel in language learning."

U.S. Aircraft Carrier Arrives in Vietnam for Historic Visit

On March 5, USS Carl Vinson (CVN 70) arrived in Da Nang, Vietnam, marking the first time a U.S. aircraft carrier has visited the country in more than 40 years.

"Our nations' relationship has reached new heights in the past few years, and USS Carl Vinson's port visit to Vietnam is a reflection of that," said Adm. Scott Swift, Commander, U.S. Pacific Fleet. "I am confident that engagements like this will further expand the comprehensive partnership between the United States and Vietnam."

Italian and Polish Language Proficiency now Tested Through Web Based Module | Stripes Okinawa

Since 1879, the General Prize Essay Contest has provided an opportunity for all members eligible for Naval Institute membership (and current members) to contribute their thoughts "in order to advance the professional, literary, and scientific understanding of sea power and other issues critical to national defense."

In addition to contributing to the Naval Profession, the winning essayists will be recognized in Washington, DC at the Naval Institute's Annual Meeting in May 2018. Deadline for essays are due December 31, 2017. See the attached image for more information.
