Gerald Winegrad: Land use threatens Chesapeake Bay and quality of life

Other than the increased intensity of agriculture, especially the huge growth in large chicken operations, nothing threatens the Chesapeake Bay, our air, and quality of life more than population growth and the accompanying sprawling development.

This tree has been dead for some time; its crown is gone but the trunk remains, rotting slowly in place. Large dead wood plays a critically important role in forest ecosystems, including as nesting sites for birds and homes for other animals, and a food source as animals eat the insects that feed on the decaying wood. Fungi help break down the wood and cycle its nutrients back into the system, and use the tree as a dispersal mechanism. When humans manage landscapes, we tend to remove dead trees, and this is one of many ways wild forests have more ecological value than managed, wooded parks. Human management of the landscape has threatened many cavity nesting birds by removing standing dead trees (snags).

Snags and other large dead wood are often absent from suburban areas, tree plantations, and small managed forest fragments and borders.

If you manage any forested areas, consider leaving dead trees where possible to do safely (i.e. away from paths and buildings) and if you must prune or fell a snag, consider leaving the wood in place to at least retain the benefits for fungi and organisms that depend on the rotting wood.

TIRED of OVER-DEVELOPMENT? TRY THIS!

Community meetings, Council hearings, newspaper articles and opinion columns are alive with citizen unrest over rampant overdevelopment in Anne Arundel County. School capacity, road congestion and vanishing green space dominate political positions and family dinner conversations. How did we get in such a mess, what should be done? An opportunity to make a meaningful improvement is at hand. Seize it!

Monday, April 2 the County Council will hold a public hearing and likely vote on Resolution 6-18, which proposes an amendment to the County Charter requiring a comprehensive zoning bill and all amendments be certified as consistent with the General Development Plan (GDP) by the Planning and Zoning Officer. If approved by the Council, it goes to the voters in November 2018.

While this may sound like bureaucratic minutiae, it is critically important. Many of the overdevelopment debacles you see in your community result when the GDP and subsequent decisions ignore the policies and goals set in the plan. The last comprehensive rezoning produced multiple errors; spot zoning, last minute unvetted amendments, and a law suit by hundreds of aggrieved citizens. The consequence of “No Credible Process” has been painfully apparent.

We must do better this time! Resolution 6-18 is a reasonable and necessary correction to a process that has failed. Improve development policy and decision-making before you find yourself in yet another defensive battle over a bad project.

Call your Council member, Attend the hearing, Speak up. This Matters.
