Marty’s notes for the Special Called Meeting of the Hampton City Council held September 22, 2026:

The Fiscal Year 2027 (October 1, 2026 - September 30, 2027) passed unanimously with a few changes. An IT Manager position was funded along with a full time IT Tech position; the position of Assistant Finance Director was unfunded; an Assistant Chief of Police position will be created and not funded at this time; Main Street is to gain a new position; travel allowance for elected officials was increased; the City Clerk will gain a full time assistant; and Public Works will purchase a bat-wing mower.

There is a new roof on one of Hampton’s historical buildings!

Our original “Hampton Electric & Water Company” was housed in the brick building adjacent to the 500k gallon water tower located off Woodlawn Avenue.

Because we had our own coal burning, steam powered generator, the Mayor and Council in 1975 were able to negotiate “a vertical slice of the Georgia Power pie”. This enabled the establishment of a Hampton Service Area.

Historically and after the Georgia Territorial Electric Service Act was adopted, the City of Hampton purchased electricity from Georgia Power at a reduced rate and resold the power to customers. Around 2010, the City was able to negotiate more affordable rates with Central Georgia EMC (Electric Membership Corporation).

Note that electric rates in Hampton are below average. 1500 kwh is chosen because most residential customers use around that amount. Different rates can be viewed and selected at the bottom of the list.

The proposed Fiscal Year 2027 Budget for the City of Hampton:

Highlights: All employees to receive a 3% Cost of Living and average 2.5% Merit increase in pay, all hourly employees to receive an additional 10% increase that will bring our minimum pay close to $20/hour; compensation for elected officials to be made comparable to surrounding Cities; the Fund Balance (compare to a household savings account) is over 100% of the total budget (GMA recommends at least 25%) so approximately $1.5M is to be applied to capital purchases and improvements which still leaves an amount that is almost 90% of the FY27 Budget (see slide for details); Henry County Water Authority (HCWA) increased the rate charged for water sales to the City of Hampton by 5%, this increase was passed to City of Hampton water customers.

The First Read has been passed, the Second and final Read will be on September 22, 2026.

Marty’s notes for the Public Hearing, URA (Urban Redevelopment Authority), and the Regular Meeting of the Hampton City Council for September 8, 2026:

Public Hearing: no one spoke in favor of or against the transmittal of the annual CIE (Capital Improvements Element) Report to the ARC (Atlanta Regional Commission).

All items on the URA agenda were approved unanimously.

All agenda Items on the Regular City Council Meeting agenda (page 3 showed Item 10.C. as 10.A. so the following Items had to be re-identified to reflect their proper order) were approved unanimously with the exception of: Item 8.A. concerning the Ethics ruling for Mayor Tarpley, which passed 3-0-3 abstentions; Item 8.D. issuing an RFP to design a new City logo passed 4-2; Item 10.A. the first read of the FY27 Budget passed 5-1; Item 10.D. appointing the Main Street Economic Development Director was confirmed 4-2; and Item 10.J. naming Sumter as the firm to search for the new City Manager passed 4-2; Item 10.K. concerning the O’Neal Cemetery was postponed 6-0.

The agenda was amended to include Item 10.N. to approve an agreement for right-of-way cutting with the Georgia Department of Transportation (GDOT) passed 6-0.

One person spoke during Public Comments concerning the O’Neal Cemetery.
