National Criminal Enforcement Association - NCEA The NCEA is a non-profit member based organization comprised of active and retired law enforcement officers, who specialize in criminal interdiction.

The National Criminal Enforcement Association (NCEA) is a non-profit member based organization comprised of Law Enforcement Officers that have the aptitude to be involved in Pro-Active Criminal Enforcement. Our members run the gamut from highway interdiction operations to investigators involved in advanced criminal investigations and the financial aspects of criminal profiteering. The investigativ

e activities include narcotics investigations, package and parcel interdiction, commercial transportation investigations, illegal gambling investigations (including Internet gambling), bank and wire fraud, insurance fraud, computerized crimes and terrorism investigations. Our members are dedicated to the networking and sharing of information about current criminal trends and active criminal investigations. The NCEA preaches that cases are not finished when the traffic stop is over on the side of the road; in reality, they have just began. With the advent of our secure web-based forum that is updated in real-time, our members are aided by an active law enforcement contingency from across the country to help them in taking all their cases to the next level! The NCEA was founded in 1999 as a tribute to slain Villa Rica Georgia Police Captain Robbie Bishop. Captain Bishop was one of the original pioneers of Pro-Active Criminal Enforcement and its teachings. On January 20, 1999, Captain Bishop paid the ultimate sacrifice on the side of a cold, busy Georgia interstate. The NCEA has dedicated its existence to memorializing this hero and the stance he took against the criminal element. His strong belief in educating law enforcement officers in the tactics of advanced criminal enforcement is continued today by the NCEA. Our motto: "In Pursuit of the Criminal Element – The Fight Continues," states what Captain Bishop, and many others before and after, have lived and sacrificed by. Our membership is very diverse. We have representation from Federal Agencies, State Police Agencies, Highway Patrol, US Wildlife and Fisheries, County and Municipal Peace Officers to name a few. All of these dedicated professionals make a significant contribution to the Homeland Security of our country through aggressive criminal enforcement. This includes enforcement of all crimes and laws that are committed and violated. Our members are dedicated to the incarceration and service of justice to all who disregard and violate the laws that protect the citizens of this great country.

Today, the National Criminal Enforcement Association remembers our fallen member #1452, Deputy Michael Brandon Lassiter of the Covington County Sheriff's Office in Alabama.

Deputy Michael Lassiter was killed when his patrol car was struck head-on by a vehicle driven by a drunk driver.

The incident occurred on Highway 84, about two miles east of Andalusia, at 2:45 am. The drunk driver was also killed in the collision.

Deputy Lassiter had only served with the Covington County Sheriff's Office for 2 months and had previously served with the Florala Police Department. He is survived by his parents, and grandmother.

Please remember Deputy Lassiter's close friends and family today as we honor the memory of his sacrifice on this day back in 2004.

Today, the National Criminal Enforcement Association honors member #6242, Virginia State Trooper Chad Dermyer.

Trooper Chad Dermyer was shot and killed while speaking to a suspicious person inside the Greyhound bus terminal in Richmond, Virginia, at approximately 2:45 pm.

He and other officers were participating in an interdiction training course and were conducting stops of suspects. He spoke to the man briefly before the man suddenly produced a handgun and opened fire, hitting him. Other officers who were on scene shot and killed the subject when the man opened fire on them following a short foot pursuit inside the bus terminal.

Trooper Dermyer was transported to VCU Medical Center where he succumbed to his wounds.

Trooper Dermyer was a U.S. Marine Corps veteran. He had served with the Virginia State Police for 17 months and had previously served with the Newport News Police Department, Jackson, Michigan, Police Department, and the United States Department of Veterans Affairs Police.

The National Criminal Enforcement Association remembers the loss of Officer Andrew Dunn, member # 3695, of the Sandusky, Ohio Police Department.
On March 19, 2011, Andy Dunn was shot and killed while attempting to question a suspect.

Officer Dunn was patrolling near Tyler Street and Hayes Avenue when he saw a suspect riding his bike in the street with no lights. Officer Dunn tried to speak to the suspect, but the suspect evaded the officer and kept riding. Officer Dunn then turned on his overhead lights and pulled the suspect over.

As Officer Dunn exited the cruiser, he noticed that the suspect had his hand in his pocket and asked him to show his hands. At that point the suspect opened fire and Officer Dunn was hit with five rounds. Though critically wounded, Officer Dunn managed to raise his gun and return fire, emptying 12 rounds from his .40-caliber G***k service pistol at the suspect, who ran away, but was struck twice in the arm.

Back up officers arrived at the scene soon after the shooting and paramedics transported Officer Dunn to the hospital where he passed away.

The subject was apprehended nearby. In August 2012 he was convicted of Officer Dunn's murder and sentenced to life in prison, with no chance of parole or judicial release.

Officer Dunn had served with the Sandusky Police Department for three years.

Today, the National Criminal Enforcement Association honors fallen member #482, Lt. Richard Woods of the Pell City Police Department in Alabama.

Lieutenant Richard Woods suffered a fatal heart attack while assisting other rescue personnel extricate several teenagers from a vehicle following a serious accident on Cogswell Avenue, at 5th Street, at approximately 4:30 pm.

Paramedics immediately began to render aid to Lieutenant Woods. He was transported to a local hospital where he passed away a short time later.

Lieutenant Woods had served with the Pell City Police Department for 20 years and was the commander of the Special Operations Division. He is survived by his wife.

On March 9, 2007, the National Criminal Enforcement Association NCEA member #2231, Corporal Phillip "Mike" Deese.
Deese was killed in a head-on traffic collision.

He was driving westbound on I-26 in an unincorporated part of Dorchester County when a pick-up truck crossed the median, hitting the deputy's patrol car head on. The crash killed the deputy, the driver of the pick-up, and Deputy Deese's K9 partner, Sonja.

Corporal Deese had served the Dorchester County Sheriff's office for almost seven years.

Today, the National Criminal Enforcement Association mourns member #1166, Deputy Blake Gammill, of the Douglas County Sheriff's Office. On February 24, 2005, Deputy Haven Gammill was shot and killed while making an arrest at a home on Georgia 5, near Amber Drive, in Douglasville.

He and several deputies went to served a warrant on a man suspected of child molestation. After arresting the man in the living room, the deputies started to clear the rest of the home. As they cleared a back room, the man's stepfather pulled a gun and opened fire. Deputy Gammill was struck in the face. Another deputy returned fire and killed the stepfather. The man they were arresting originally was not wounded.

Deputy Gammill was flown to Atlanta Medical Center where he was pronounced dead.

Deputy Gammill had served with the Douglas County Sheriff's Office for 8 years.

On the 11th of February 2023, Police Officer Julian Becerra, of the Fountain Police Department in Colorado, succumbed to injuries sustained nine days earlier when he fell from an overpass in Colorado Springs during a vehicle pursuit of carjacking suspects.

On February 2nd, the suspects had been pursued by multiple agencies over the course of several hours. At about 7:15 pm they attempted to carjack a second vehicle at the Love's Travel Plaza in Fountain and led officers on another pursuit toward Colorado Springs. The vehicle was partially disabled after stop sticks were deployed as it exited I-25 to South Academy Boulevard. The vehicle was stopped just east of Hartford Street and all three occupants fled on foot with officers in pursuit.

Officer Becerra was chasing one of the suspects when he fell from an overpass to the pavement approximately 40 feet below. He was transported to a local hospital where he remained until succumbing to his injuries on February 11th, 2023.

All three suspects were apprehended.

Officer Becerra was a U.S. Air Force veteran. He had served with the Fountain Police Department for 4-1/2 years and was assigned to the Canine Unit. Prior to this, he served with the El Paso County Sheriff’s Office from 2014 to 2018. He is survived by his wife and two children. A link to his GoFundMe page will be attached to this release.
Julian attended a Desert Snow training class the previous fall and received his NCEA membership through attending that class. His member number is #10833. Julian had logged onto the National Interdiction Network earlier that afternoon of the 2nd, before committing himself to another shift in relentless pursuit of the criminal element.

Today is an emotional day for so many. We memorialize the day we lost Captain Robbie Bishop on this date, back in 1999. Robbie was killed conducting a criminal Interdiction stop, something he specialized in and trained so many in the specifics of, all accross this nation. His training is still impacting new and older officers as we continue to keep his spirit alive. For Robbie, it wasn't just a job, it was a calling. That calling has never been more important than it is in today's volatile climate. We are thankful for who he was and how his flame continues to burn. Today, we remember NCEA member #5348, Tennessee State Trooper Calvin Jenks.

Trooper Calvin Jenks was shot and killed while conducting a traffic stop near the intersection of Highways 14 and 54 in Tipton County on the 6th of January, 2007.

During the criminal Interdiction investigation, Trooper Jenks smelled ma*****na from the vehicle and was told by the driver that there were drugs in the center console. When he asked the passenger if he had any drugs, the man produced a handgun and opened fire, striking Trooper Jenks once in the head and once in the body.

Both men fled the scene but were arrested 13 hours later in Nashville, approximately 200 miles from where the shooting occurred. In December 2007, one suspect was found guilty of the facilitation of first degree murder and was subsequently sentenced to life in prison. The second shooter also received a life sentence in June 2008.

Trooper Jenks' body was found next to his patrol car by two hunters who were in the area. His patrol car's video camera recorded the entire incident.

Today, the National Criminal Enforcement Association honors fallen member #2203, Deputy Brian Denning of the Sumner County Sheriff's Office, Tennessee.

Deputy Brian Denning was killed in an automobile collision on Long Hollow Pike while returning from a call. His patrol car left the roadway, struck a tree, and burst into flames.

Several passerbys attempted to free him from the vehicle but were unable to do so because of the flames.

Deputy Denning had served with the Sumner County Sheriff's Department for 12 years and was assigned to the 18th Judicial District Drug Task Force.
