SEWER IS KEY TO KEEPING AND GROWING PAULDING BUSINESSES

Companies consider many factors when seeking to locate or expand their operations at a particular location. While workforce is often the most important, infrastructure ranks a close second.

Infrastructure includes roads, water, sewer, electric, natural gas, and fiber optics. Paulding County has grown significantly since 2000 and, as a result, a great deal of new infrastructure has been constructed over the last 14 years. Yet we still have some critical needs that must be addressed if Paulding is to realize its full economic potential. Chief among them is the extension of sewer.

Infrastructure projects have been a priority in Paulding County for the past decade. Our roads have improved year to year with projects such as the construction and extension of Bill Carruth Parkway, public water is readily available at most industrial locations throughout the county, and our fiber optics received a major boost with completion of the state-of-the-art Appalachian Valley Fiber Network two years ago; however, the availability of public sewer, particularly for industry, remains an issue.

Paulding’s concentration of industry can be found in the Hiram area with companies such as Metromont, Peachtree Protective Covers, MGI, Dallas Millwork, Interroll, Envelope Superstore, Creative Metalfcraft, and Ronchi; however, only two of these businesses are on public sewer. The others rely on septic systems that become increasingly problematic as these firms seek to grow their operations.

The usefulness of septic systems for industrial operations is limited by both capacity and regulations. They restrict the ability of a company to expand its operations beyond a certain point without the system failing. Environmental regulations prevent additional or larger septic tanks from being installed in many cases. When septic becomes inadequate for businesses’ domestic and/or industrial waste needs they must find a way to connect to public sewer or move to another location. The challenge for many of Hiram’s industrial companies not served by sewer is the distance sewer must be extended, as well as multiple properties the lines must cross before reaching their facilities.

Paulding County Economic Development (PCED) is currently working with several industrial companies in the Hiram area that are seeking to expand and are facing this situation. With sewer, these companies will expand their operations, invest in the facilities, and create new jobs. Combined, the businesses have 167 employees; however, with sewer they will invest millions of dollars in their current location and create an additional 64 jobs, bringing total employment to 234. If sewer cannot be provided, the companies will be forced to relocate to a new location which may or may not be in Hiram or even Paulding County. However, PCED has developed a plan that will provide the sewer service that is essential to them growing at their current locations.

The two-phase plan calls for the construction of two sewer lines. The construction will be paid for through a combination of federal and local grants, as well as those companies needing the sewer. The application, grant-awarding, and construction process will take a year. When construction is complete, sewer will be available to more than 25 businesses in the Sunnyland Industrial Park and Rosedale Drive/Bill Carruth Parkway areas. This is a critical first step in addressing the infrastructure needs of Paulding’s largest industrial area.

DALLAS MEMORY CARE SELECTS PAULDING COUNTY

Paulding County Economic Development (PCED) is pleased to announce that Paulding has successfully recruited its first medical enterprise. Dallas Memory Care (DMC) will be exclusively dedicated to the care of patients with Alzheimer’s and dementia. The new $8 million facility will employ 40 associates at an average salary of $16 per hour.

The project is being developed by Skip Deupree and several local investors. Mr. Deupree has successfully developed two other memory care facilities in Birmingham, Alabama. DMC will be located on Atlanta Highway less than one mile from WellStar Paulding Hospital and in the Paulding County/City of Dallas Opportunity Zone. The 35,000 square foot facility will be located on 4 acres. The architect for the project is CDH Partners which designed the WellStar Paulding Hospital. Its design will be consistent with the Birmingham facilities which can be seen in the accompanying photos.

PCED has identified medical services as one of Paulding’s key target industries. It is hoped that Dallas Memory Care will be the first of many new medical operations to select Paulding as the County works to develop a medical corridor around WellStar Paulding Hospital. Skip Deupree says that Paulding County is the third most under served county in Georgia for memory care but that he chose Paulding over the two other counties for his first facility in Georgia because PCED showed a desire and commitment to bring his operations to Paulding. “I can’t thank enough the PCED team for their work and time devoted to our project. DMC is in Paulding because of their efforts.” said Mr. Deupree.

PCED assisted Dallas Memory Care with site selection, research and project incentives. The facility is expected to open in late 2015. DMC says Paulding County residents will be given preference in the hiring process. Information on hiring will be posted here and on the PCED website as it becomes available.

On June 13 PCED applied for a U.S. Economic Development Administration (EDA) Grant for the construction of a new sewer line that could serve as many as eighteen businesses in the Sunnyland Industrial Park in Hiram. The grant will specifically benefit two companies that PCED has been assisting with their expansion needs. With the extension of sewer these companies will be able to grow their operations in Paulding by creating at least 24 new jobs and retaining 65 current jobs. PCED will be notified in September of EDA's decision on awarding the grant.

Great news! Northwest Georgia has been named one of 12 communities nationwide designated as a Manufacturing Community. The U.S. Commerce Department-led program is designed to accelerate the resurgence of manufacturing in communities nationwide by supporting the development of long-term economic development strategies that help communities attract and expand private investment in the manufacturing sector and increase international trade and exports.

This is huge for Paulding County as we work to bring more manufacturing jobs to our community. Congratulations to the Northwest Georgia Regional Commission and their Chairman David Austin for successfully leading this effort which will result in Paulding having access to a number of incentive programs to secure new businesses here and assist existing industry with their expansions.
