Today, the Town of Lisbon took a proactive step in enhancing our community’s resilience by participating in the Natural Hazards session, the first phase of our comprehensive THIRA (Threat and Hazard Identification and Risk Assessment).

​What is THIRA?
It is a data-driven process that helps municipal leaders move beyond "what if" and toward "we are ready." By evaluating potential risks, we can identify exactly what resources, staffing, and infrastructure are needed to protect our residents and our local economy.

​The Road Ahead:
While today focused on natural events like severe storms and flooding, our work is just beginning. Over the next few months, we will be completing the remaining two critical portions of the assessment:

•​Technological & Accidental Hazards: Evaluating risks related to infrastructure, industrial safety, and utility disruptions.

•​Adversarial & Human-Caused Threats: Focusing on security, cyber-readiness, and public safety.

​Why this matters for Lisbon:
By identifying our gaps now, we can prioritize smart budgeting, strengthen our professional response capabilities, and put Lisbon in the best possible position to secure federal and state grant funding.
