Congratulations to the newest members of the Harford County Sheriff’s Office family. Tonight the correctional recruits of ELC29 graduated. Many start their career at the Detention Center in just a few hours.

We’d also like to thank our special guest speaker tonight, Harford County State’s Attorney Joseph I. Cassilly. Mr. Cassilly is retiring soon after more than three decades serving Harford County. Sheriff Gahler presented him with an honorary deputy badge as a token of our appreciation for his support of the men and women of the Sheriff’s Office.

119 years ago, our agency lost the first deputy in the line of duty. Deputy Frank Bateman was shot and killed by a wanted man. Before dying, Bateman was able to return fire and mortally wound the suspect. 119 years may have passed, but we will never forget his sacrifice. This year, the Harford County Sheriff’s Office awarded him the Medal of Honor, our highest honor.

On May 5, 1984, President Ronald Reagan issued Proclamation 5187 entitled National Correctional Officers’ Week, and called “upon officials of State and local governments and the people of the United States to observe this week with appropriate ceremonies and activities,” to recognize “the contributions of correctional officers to our Nation.”

This week we honored those who work in the challenging profession of corrections by celebrating National Correctional Officers & Employees Week 2018!

Thank you to all our correctional deputies and civilians that work to keep our community safe!

Today we honored the seven heroes who have died in the line of duty serving the citizens of Harford County as Sheriff's Deputies. Seven red roses were placed into a wreath to signify each sacrifice. We also posthumously awarded Deputy Frank Bateman with the Medal of Honor, the highest award that can be bestowed on a deputy. Deputy Bateman was the first deputy killed in the line of duty in Harford County in 1899.

"The news of Senator Norman’s passing is hard to believe and hard to accept. He was a titan of public service in Harford County – at the top of the list of our most respected elected officials. I was filled with a tremendous sense of loss when I learned of his passing this morning. He was strong, honest, funny, whip-smart, full of integrity, fearless and a great supporter of Law Enforcement. His leadership will truly be missed. Harford County and Maryland are fortunate to have been served by a leader of his magnitude. My thoughts and prayers are with Linda, Chip, Ashley and the entire Norman family."

The Sheriff's Office lost one of our own last night. Correctional Officer First Class James El Shafey, 25 of Hagerstown, experienced a medical emergency while working his shift at the Detention Center and despite lifesaving measures did not survive.

He is survived by his wife and two young daughters. Please keep them in your prayers.

“It seems impossible to believe we lost Mark and Pat to unspeakable violence and tragedy two years ago, on Saturday, because not a day passes that we don’t think of them and miss our friends and our brothers. When tragedy strikes a family, as it did on that day, there is no amount of time that will lessen that great feeling of loss. We know that Mark and Pat loved this agency, this profession, and this community. We carry on, ensuring the citizens of Harford County are safe, because we know continuing forward is the best way to honor their memory.

Each year in May, during the weeks designated to remember the sacrifices of law-enforcement and correctional officers across the country, our agency will pay tribute to our seven fallen heroes at a remembrance ceremony. But, we will carry their memory with us every day of the year.”

Today we joined Harford County Government for a moment of silence to honor our two fallen heroes, Senior Deputy Patrick Dailey and Deputy First Class Mark Logsdon, who were murdered two years ago this Saturday. County Executive Barry Glassman ordered the County flag lowered to fly at half-staff from sunrise today through sunset on Sunday.
