The Brothers of 319 continues to strengthen our partnerships with the Birmingham Urban League and NAACP Metro Birmingham Chapter! Today the Brothers of 319 willl be delivering Thanksgiving food boxes directly to families in the community!

In addition to food, support is coming for households in Birmingham and Jefferson County that are struggling due to Covid-19.

The Jefferson County Commission has allocated $1 million to the Urban League and Jefferson County Committee for Economic Opportunity (JCCEO) to be administrators of the CARES Household Support Program. That program will allocate funds for rental and utility assistance for those in need and directly impacted by the pandemic.

Benefits of the program are capped at a combined assistance amount for rent and utilities of $5,000 per household. Funds will be paid directly to the utility company or landlord when a resident meets required criteria. Jefferson County residents must show the expenses were incurred from March 1 through Dec. 30 and they were negatively impacted financially by Covid-19.

The benefits will be paid directly to the utility or landlord. Both organizations will work together to ensure there are no duplication of benefits resulting from multiple requests.

“The Urban League applauds the Jefferson County Commission for establishing the utility and rental assistance program,” said Birmingham Urban League President William Barnes. “These resources couldn’t come at a more critical time.”

The Continental Congress declared that the thirteen American colonies were no longer subject (and subordinate) to the monarch of Britain, King George III, and were now united, free, and independent states. The Congress had voted to declare independence two days earlier, on July 2, but it was not declared until July 4.

Emancipation Proclamation

Abraham Lincoln issued the preliminary Emancipation Proclamation on September 22nd, 1862. It stipulated that if the Southern states did not cease their rebellion by January 1st, 1863, then Proclamation would go into effect. When the Confederacy did not yield, Lincoln issued the final Emancipation Proclamation on January 1st, 1863.

Five months after the Emancipation Proclamation. It outlawed slavery and freed over 500,000 enslaved African Americans.

Many people did not realize that this monumental decision had taken place and because of this it resulted into many people being remained enslaved until the news reached them…two-and-a-half years later.

As news broke two and a half years later many Slave owners headed West to avoid freeing their slaves. Texas, being the farthest west and still apart of the South they became the last to enforce the Emancipation Proclamation. There are many rumored stories that that gives presumption of why Texas did not receive the news of freeing slaves.

One of the versions told throughout the years is the story of a messenger who was murdered on his way to Texas with the news of freedom. Another, is that the news was deliberately withheld by the enslavers to maintain the labor force on the plantations. Another is that federal troops actually waited for the slave owners to reap the benefits of one last cotton harvest before going to Texas to enforce the Emancipation Proclamation. We may not really know what the actual reason behind the Texans not having knowledge of the Emancipation Proclamation, it remained a stays quo.

Juneteeth

The Emancipation Proclamation freed over 500,000 enslaved African Americans, many challenged the fact of letting go the enslaved African Americans and challenged the Proclamation. More over, some of the the reasons why Texans did not free slaves was partially due to intentional prevarication on the part of state governments, as well as slave-holding individuals.

General Granger road into Texas delivering one of his first order after the defeat of General Robert E Lee and the surrendering of his 28,000 troops to Union General Ulysses S Grant which ended the American Civil War.

General Order Number 3

General Granger read to the people of Texas the General Order Number 3 of which began with:

“The people of Texas are informed that in accordance with a Proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of rights and rights of property between former masters and slaves, and the connection heretofore existing between them becomes that between employer and free laborer.”

After Granger announces the General Order Number 3, on plantations many Slave owners did not want to announce the news — or wait for a government agent to arrive — and it was not uncommon for them to delay until after the harvest.

Nevertheless, justice prevailed, however, and the first African American community to formally celebrate their freedom was in Galveston, TX.

Galveston was the site of the first public reading of the proclamation in the south, as well as the first community to celebrate the holiday now known as “Juneteenth,” so named for the date of the reading of the historic Proclamation.

The funeral arrangements for Darrion J. Lapsley, Sr. is as follows. There will be a private graveside service on Saturday, April 18th at 12 noon. You may come to the cemetery, however you must remain in your cars. Only 10 people are allowed at the grave during the service and that will consist of the immediate family only. There will be a public viewing on Friday, April 17th from 3pm to 6pm at Davenport and Harris Funeral Home. If you plan on attending the viewing please adhere to the rules given to you by the funeral home. At this time we are not receiving family and friends due to Covid-19. The family is planning a memorial service at a later date. Where all of his family and friends can participate and say their goodbyes. Please continue to lift us up in your prayers as we go through this difficult time.

The grim reaper has again invaded our ranks, removing from us one of our Grand Lodge brothers.

It is with great sadness that I officially notify you of the passing of Brother Matthew Hardy, Jr., Right Worshipful Junior Grand Warden, on Tuesday, March 17, 2020.

Right Worshipful Hardy served the Most Worshipful Prince Hall Grand Lodge, F. and A. M. of Alabama faithfully as Junior Grand Warden from 1999 until his demise.

Community viewing will be held on Friday, March 27, 2020 from 5:00 p.m. to 6:00 p.m. at Van Hoose and Steele Funeral Home located at 2615 Stillman Boulevard, Tuscaloosa, AL 35401.

You must have an invitation to attend. Private homegoing services will be held on Monday, March 30, 2020 followed by a private burial at Alabama National Cemetery, Montevallo, Alabama.

Please pray for the Hardy family during their hour of bereavement. Junior Grand Warden Hardy now resides in that house not made with hands, eternal in the heavens. He will certainly be missed from our ranks. May God rest his precious soul.

The President of the United States has declared a National State of Emergency due to the COVID- 19 pandemic. The Center for Disease Control (CDC) and the Alabama Department of Health (ADH) have recommended that people do not congregate in groups larger than ten (10) people and to attempt to stay a distance of at least six (6) feet from others.

Due to the declaration of a National State of Emergency and the recommendations issued by the CDC and the ADH, effective immediately, all masonic functions (meetings of any kind, fundraisers, community service, banquets, etc.) of all masonic bodies, within the Jurisdiction of Alabama, are hereby cancelled until further notice.

The cancellation of masonic functions does not include our Grand Session and 150th Anniversary Cruise. Prayerfully, the COVID-19 pandemic will have subsided prior to the scheduled dates for those functions.
Additionally, in an attempt to eliminate external risk of exposure to our employees, effective immediately, the Office of the Most Worshipful Prince Hall Grand Lodge F. and A. M. of Alabama is closed to appointments and walk-ins.

The business of the Grand Lodge will continue to be transacted via U. S. Mail, email, telephone, and/or facsimile, Monday through Friday between the hours of 8:30 a.m. and 4:30 p.m.

I will inform you of when the cancellation of masonic functions is lifted. Please be aware of the public safety guidelines and pray for the dormancy of this virus. Also, please check on the well- being of our elderly brothers and sisters. Thank you for your patience and cooperation.
