Im doing my best to try to provide updates so here is a breif summary and highlights of Mondays meeting.

1- Bids for the force main for Daisy as well as the lift station came in massively over the estimated cost. In the ball park of 2 million plus dollars. This is in my opinion, insane to be this far off on estimates. Especially with us riding deadlines for Daisy. Options were presented to add to bond amount or use cash to pay for the 2 million to avoid increasing water rates. We all opted to use the cash.. To make this abundantly clear I will NEVER support a rate increase. Now we hired this firm, their has been several change orders on this stuff and now estimates this far off. In my opinion in the future we need to use alternative firms that can meet deadlines and be close on estimates.For what we pay the citizens deserve better.

2- Humane society

Unfortunatly the humane society was awarded the 8 percent increase. This is insane to me to pay them more for less service. Their board would not meet with us. We bent over backwards with fair proposals . Example- give them 8 percent as long as they enter into a contract of only a 2 percent increase for the rest of the contract. This was declined as well as every other proposal we made. I believe we need to find an alternative. I get many complaints all the time and I am less then pleased with the service we get. I was a no vote to approving this.

3- Child Care Junction

Was mentioned they did not qualify for the grant to expand and upgrade the facilty. We discussed the 325,000 to do this. This was tabled as Brenda wanted time to see if they could chat with some people and buisnesses to raise some of the money. I have a hard time throwing that kind of money at a place with no return. I am not a fan of the idea. It was tabled and nothing is proceeding at this time.

4-City wide clean up

Flyers will be sent out. Please read and make sure you follow all the terms.

5- Nitrate removal

Finally have clarity. There is nothing in the CIP for nitrate removals. During utlity meeting. Nitrate level was hovering around 5 .

6-Greenspace

Work has started and should be rolling here soon . Very excited to see the finished product.

Quickshare, anyone experiencing any water issues, please reach out to the utlity department so they can look into it and potentially advise you on what to do .

Just want to add a few shots. Folks when I did this a big reason why I did so was to advocate and bring attention to things. I am including some shots showing I am indeed doing so . From last meeting and meetings prior I will continue to advocate for people on problem issues. Now a reminder all things at any level of goverment move at a snails pace.. things never move as fast as we would want them to . If I could wave a magic wand I would but its not how things work. However I will always grind and pursue an anwser and advocate for people, and always aim to find a solution. I am not perfect and I never will be, but I will always do my best for the people of the town weather you are in my ward or not. These are 2 tidbits of notes . I am very new to this, but I take what I do down here serious . I am very much the new kid on the block, but something fresh can always be the start of something great !It truly is an honor to serve you! I appreciate all the support for me while I am here . Just a breif Summary of somethings from Mondays meeting.

1-Little bit of a stand still on with BAHS. They want a 8% increase in the amount while reducing and limiting what they take for Emergency calls. The vote was 3-3 I was a no vote as a 8% Increase and, reducing the amount of calls taken does not make sense to me . Also I have had to many complaints from people on calls not being handled . Up in the air and will return to council again to see if we can come up with an agreement. I think we can get this figured out.

2-US Water came and explained some of the issues from the ground resevoir projects. All testing came back with everything In EPA guidlines range and good. I however made it very known, I did not like the lack of commumication with the public on this. We need to develop a notifaction process for the public on these things. A timeline, what to expect and for how long ect .In my opinion it is not acceptable what so ever to just wing it and do these things that affect the water to our homes and post later. I am hoping we can come up with a better way of informing PRIOR to these projects. I hope to work with utlity commitee to make sure this happens.

3-We had a citizen speak on concern of Nitrates and the nitrate level once Daisy comes online . She was curious if we have a plan to treat nitrates IF they were to spike once daisy is online. From what I gathered options have been discussed but no action or funding has taken place. I myself have alot of questions on this that I do plan to bring up at the utlility commitee meeting. I believe being Pro -Active beats Reactive everytime. It needs to be discussed and we need to be prepared and be thinking of it as to avoid having a problem pop up and then not be prepared. This of course is my opinion and there are alot of variables to consider,but the conversation needs to happen.

4-Was a change order on the Road, for topsoil issue. More needed excavation then expected. Good news is the grant is going to cover almost all of this.

5- The chicken debate has come up again . From what I understand the Mayor has not added it to the agenda, so currently there no action on it. I do feel the vote will go the same as last time but, its coming up. Again this is NOT on the agenda.

6- Under Council comments, they report of a citizen being turned in for having chickens came up. Said person did not even have them. All I am going to say on this is it just looks bad and I am not a fan of how it was conducted at all . We can do better and be better.

7- I asked where we are at with City wide clean up . Flyer will be presented at the next meeting so stay tuned.

Update on the water issues from what I have been told and informed of the issues stem from work being done to the ground resovoir. The City should be making some sort of post or statement but, it is 3pm so I am giving you what information I do have . From what I gather there is still more work to be done to it and then hydrants will need to be flushed.By no means am I saying this is acceptable I am merely sharing what information I have been able to obtain. I dont have any sort of time table to give out either. As I said City should be posting something from what I was told .I havent seen anything yet but, should be coming from what I was told. It should be a temp thing, but again I am not an expert and am only relaying what I have been told .

Just wanted to take the time to make a post in regards to water issue currently going on .I have no anwser for you at this time on why . I am just as angry,upset and frustrated as the rest of you . All tho I do not have any anwsers as to what is going on, I have reached out to public works department head, emails have been sent to US Water to figure out what is going on . I Will be in touch with the Mayor rest assured I will be very aggressive in my pursuit of anwsers and an explanation of what is going on. Keep in mind my friends and family are having same issues and I am just as upset. Be patient as we find out what is going on. I know it is easier said then done, but im trying to be as honest and transparent as possible.

Recap from Mondays meetings

I heard alot on water and sewer rates. I mentioned this during the meeting. There has been no rate increases. If you have concerns over abnormal water bills . Bring your bill with prior months usage and reach out to public works. I am more then happy to assist in anyway.

We should here back from the FAA soon on water project for Daisy.

Was a change order for work at the water treatment plant for 32,000 for things intially not found. These were structual and needed to be done to prevent more expensive issues down the road.

Changing BDIF incentive funds to allow for roof repairs

Cerfication of final plat for Oak Park. 53 parcels which will all be single family homes.


Arts advisory board will not be disbanded but re constructed . More to come in the future

Changes made to our Hotel/Motel allocations state is cracking down. Intially we had 7,500 allocated with 3,000 to Boone Historical Society,2,500 to 7 oaks, and 2000 to the Boone Community Theater. These things did not meet the guidlines, due to not being city owned property from the way it was explained to me. Resulting.in 7,500 going back into Hotel/Motel fund.

Decided on who to use for the city Website. We went with the cheaper option(20k) vs other option of 60k.

Lastly budget Certfication . I want to first start by saying , I was a no vote on the budget. It was not do to an issue with department heads at all just more of what was spent where and from what funds. If anyone would like any details on what, let me know Ill gladly specify. The money spent in this budget is what sets your levy rate and , there was entirely to much I did not agree with in there to be able to vote yes . This was my first experience with this and I stook to what I said. I see room for improvement . I am okay being the only no in the room and am happy to explain my reasons why.

Prior meeting it was brought up moving the term for Mayor to 4 years instead of 2. City attorney is looking into how to do this and if a special election will need to be held.
