MEET THE TEAM MONDAY: SERGEANT JAMES KOCH

Sergeant James Koch began his law enforcement career with a smaller Tulsa-area agency in July 2010 before joining the Broken Arrow Police Department in 2014.

After spending two years in patrol, Sergeant Koch moved to what is now the Public Relations Unit, where he served as BAPD’s first dedicated uniformed Public Information Officer from 2016 to 2019. He later returned to patrol and was promoted to Sergeant in July 2021.

Throughout his time with BAPD, Sergeant Koch has worked 1st, 2nd and 4th shifts, with most of his career spent on 1st shift. He currently serves as a member of the Honor Guard and Special Operations Team, as well as the department’s Law Enforcement Driving Training instructor cadre. He has also served on the Incident Support Team and Special Response Team.

As a former Field Training Officer, Sergeant Koch now serves as one of the department’s Field Training Supervisors, helping guide and develop new officers. He is also a recipient of the FBI-LEEDA Trilogy Award, a leadership program designed to prepare future leaders in law enforcement.

Sergeant Koch’s recognitions include one Life Saving Award, one Chief’s Award, four Chief’s Meritorious Unit Awards, two Department Commendations and three Letters of Commendation.

Outside of work, Sergeant Koch enjoys outdoor cooking and uses charcoal exclusively, even during the colder months. He also spends time playing sports with his sons, working in the yard, detailing vehicles and cutting grass. He says he enjoys seeing the value and beauty in a job done correctly.

One final fact about Sergeant Koch: he loves to sing. He admits he may not be the best at it, but that has never stopped him!

Happy Meet the Team Monday! This week, we're introducing Officer Lindsey Walker!

Officer Walker joined the Broken Arrow Police Department in 2023 and proudly serves as a patrol officer. She is Crisis Intervention Team (CIT) certified and is also a pilot with BAPD's Drone Unit, using technology to help support officers and enhance public safety.

In 2025, Officer Walker received a Lifesaving Award in recognition of her swift actions and dedication to protecting others. She is also passionate about serving the community beyond her patrol duties and enjoys volunteering at the Exceptional Rodeo, where she helps create a fun and memorable experience for individuals with special needs.

When she's off duty, Officer Walker loves spending time outdoors hunting and fishing. She has raced motocross for most of her life, and one of her favorite things now is passing that tradition on by teaching her son how to race.

Thank you, Officer Walker, for your dedication to the Broken Arrow community and for making a difference both on and off duty. We appreciate all you do!

Meet the Team Monday!
Meet Sergeant Taylor Francis

Sergeant Francis began his career with the Broken Arrow Police Department in 2016 and has served in a variety of leadership and specialized roles throughout his time with BAPD. He became a Field Training Officer in 2018, served four years on the Honor Guard, and currently serves as a Squad Leader for the Special Response Team. He was promoted to Sergeant in 2022 and has supervised officers across all three shifts, currently leading on third shift.

Sergeant Francis also plays a key role in training and development within the department. He holds instructor certifications in Taser, PepperBall, Less-Lethal and Chemical Agents, and High-Risk Vehicle Stops. In addition, he assists with instructing report writing, traffic stops, high-risk stops, and Taser use in the recruit academy. Sergeant Francis has also taught at the Junior Police Academy as well as the Citizen's Police Academy!

Prior to joining BAPD, Sergeant Francis served with the Bartlesville Police Department from 2013 to 2016, where he was a Field Training Officer, a member of the Honor Guard, and became certified in Traffic Collision Reconstruction.

Outside of work, Sergeant Francis enjoys spending time with his family, helping his wife with their horses and hobby farm, which includes chickens, turkeys, and goats. He also enjoys staying active in the gym.

We’re proud to have Sergeant Francis as part of the BAPD team and grateful for his leadership, dedication, and service to the Broken Arrow community!

𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗦𝗽𝗼𝘁𝗹𝗶𝗴𝗵𝘁!
Spring in-service training has been in full swing over the past month. Highlights included vehicle extractions, defensive driving refresher, and new high-risk vehicle stop tactics designed to mitigate threats and improve safety for officers and the public.

Continuous training helps ensure our personnel remain prepared, professional, and ready to respond safely and effectively when called upon.

Meet the Team Monday!

Officer Tanner Goodwin began his career with the Broken Arrow Police Department in 2019 and has since gained experience across multiple assignments, including evening shift, day shift, and now 4th shift.

Since 2022, Officer Goodwin has served on our Special Response Team (SRT), a highly trained unit that responds to critical incidents requiring specialized tactics, coordination, and precision. He is also a member of our Peer Support team, providing resources and support to fellow officers, and serves as a fi****ms instructor, helping ensure officers are well-trained and prepared.

In addition to his operational roles, Officer Goodwin has contributed to the department as part of the awards committee, fitness team, and as an academy instructor, helping train the next generation of officers.

Throughout his career, he has been recognized with a Department Commendation, Meritorious Unit Award, and the Combat Cross.

Born and raised in Broken Arrow, Officer Goodwin takes pride in serving his hometown and has also been involved in Citizens Police Academy events and classes, helping strengthen connections with the community.

Outside of work, he enjoys spending time with friends and family, staying active in the gym, attending concerts, and spending time at the gun range.

This past weekend, our Broken Arrow Police fitness instructors participated in the Concerns of Police Survivors (C.O.P.S.) 5K Run, showing their continued commitment to honoring and remembering those who have made the ultimate sacrifice.

This event serves as a powerful reminder of the strength, unity, and resilience within the law enforcement community and the families who carry on the legacy of their loved ones.

We also take a moment to recognize Recruit Frank Leinen, who was included on this year’s Roll Call of Fallen Officers.
