Comptroller Mark Schroeder says the city operated at a $23 million loss in the 2017-18 fiscal year. He added there's no more money left in the "unassigned" fund balance, meaning there is no reserve money available to fill budget gaps moving forward.

Buffalo Comptroller audit outlines gaps in city finances

Schroeder said bond ratings agencies are not going to like the city's reserves dropping below $100 million.

"Over the last several years, the general fund has dwindled," said Schroeder. "This will be the first time since I have been the comptroller in seven years that it will go under $100 million."

The City of Buffalo's finances are not looking good after last year - and this fiscal year is not starting well.

BMHA takes issue with federal audit

Buffalo Comptroller Mark Schroeder, meanwhile, said the report shows the need for a full risk assessment.

"The federal audit was narrow. What we want to do is comprehensive," Schroeder said. Schroeder wants to hire the best CPA in the city to assist the city auditor in determining if the agency is using best practices for issues like payroll, tenant collection and human resources.

"We fully agree with the comptroller. He's not proposing that we spend the money, or he spends the money or the mayor spends the money,” said Richard Fontana, who represents the Lovejoy District on the Buffalo Common Council. “He's saying BHMA should spend the money and we fully agree with that.

It's disappointing that the mayor told Channel 4 he does not support the plan for a comprehensive audit at the BMHA.

1). Despite the mayor's claim, our audit, which would be conducted annually and based on a risk assessment, would not be duplicative of the federal government's one-time audit.
2). Of all the problems at the BMHA, "too many audits" is not one of them. We need more oversight at the BMHA, not less.

We are moving forward, so I encourage the mayor to reconsider his position and play a part in this process.

Schroeder sent a letter to the Mayor of Buffalo and the Buffalo Common Council calling for a "wide-ranging and comprehensive internal audit."

Held every first Tuesday in August, National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, more caring places to live. Yesterday after a long day at the office, we stopped by the Martha Mitchell Center where Pastor Albert Wilson puts on an amazing carnival for the community. Then we headed to Roebling Avenue to support the always giving Myra Robinson-Moses and her block club. The Grant Amherst Business Association hosted a delightful cookout on the lawn at Assumption Church. And last but not least, we finished the evening at the McKinley Pkwy Community Association's gathering at Salem Lutheran.

If we didn't get a chance to stop by to your event last night, we'll see you next year!

Spectrum Cable has moved Comptroller's Corner from channel 22 to channel 1304. If you can't access channel 1304, contact Spectrum - you are paying for the government access channel, you should have access to it. Of course you can always find Comptroller's Corner on the "Videos" section of our page.

Council members said it doesn’t seem to be a coincidence that the channels were switched not long after the April public meeting where they complained about Spectrum’s prices.
