FY 2019 SAFER Grants: Application Period Extended, Cost-Share Waived

In recognition of the economic hardships facing local jurisdictions and fire departments across the country as a result of the coronavirus (COVID-19) pandemic, U.S. Department of Homeland Security Acting Secretary Chad F. Wolf waived the cost-share, position cost limit, supplanting, and minimum budget requirements for Fiscal Year 2019 Staffing for Adequate Fire Emergency and Response (SAFER) Grant applicants. FEMA has extended the application period to May 27, 2020, at 5 PM ET.

Senate Clarified PSOB Eligibility for LODDs and Disabilities caused by COVID-19

Last night, the Senate passed the Safeguarding America’s First Responders Act (S. 3607). This bill will clarify the eligibility for the U.S. Department of Justice’s Public Safety Officers’ Benefits program of the families of fallen public safety officers that die or are disabled from COVID-19.

Specifically, the bill would set two conditions for death or disability eligibility: (1) The officer is engaged in a line of duty action or activity between January 1, 2020, and December 31, 2021; and (2) The officer was diagnosed with COVID-19 (or evidence indicates that the officer had COVID-19) during the 45-day period beginning on the last day of duty of the officer.

For the death benefit, there is a third requirement: Evidence indicates that the officer had COVID-19 (or complications therefrom) at the time of the officer’s death.

The bill now must be considered in the House of Representatives. The HEROES Act (H.R. 6800) includes its own provisions clarifying the death and disability eligibility for the PSOB program of the families of public safety officers infected with COVID-19. The House is expected to vote on this legislation today.
