Coast Guard honored with DHS's first Outstanding Unit Award

In one of his final actions while in office, the former Acting Secretary of Homeland Security Chad F. Wolf established the Department of Homeland Security (DHS) Outstanding Unit Award and presented the new award to the United States Coast Guard on Jan. 11.

The new DHS Outstanding Unit Award is a Department-level award, presented by the DHS secretary, similar to those presented by the secretaries of Defense and Transportation. The award recognizes units whose meritorious actions and operational impact distinguish them above the level of service unit commendation, in our case the Coast Guard Unit Commendation.

We are deeply saddened to hear of the passing of our shipmate AUX David Earnest Clinton. Mr. Clinton was a member of the US Coast Guard Auxiliary for the First District Northern Region (D1NR) of New England. During his service, he was a Port Division 12 Captain (PDCP) and the current District Staff Communications Officer. As an Operational Auxiliarist Program (AUXOP) member, Mr. Clinton was a coxswain, instructor, vessel examiner and telecommunications operator. Mr. Clinton was an active member of D1NR for over 49 years.

Mr. Clinton was an outstanding and dedicated member of the Coast Guard Auxiliary who provided much needed support throughout some very challenging times. During the 2004 Democratic National Convention (DNC), Mr. Clinton was instrumental in assuming the Dock Master function at Base Boston and providing local, unsecured communications to a large number of vessels in the harbor.

Mr. Clinton was also a licensed amateur radio operator (ham radio). This unique skill coupled with his Auxiliary service provided a unique opportunity to continue service for the Massachusetts maritime community. In the early years during the systems integration for the Coast Guard's Rescue 21 (R21) communications system, Mr. Clinton volunteered to provide backup communication coverage for the South Shore area. Additionally, during significant weather events or unexpected outages, Mr. Clinton was always willing to augment communications for the maritime environment, which was especially critical during last year's 2019 Bomb Cyclone weather event.

During his tenure, Mr. Clinton earned many awards, among them the Auxiliary Achievement Award, Auxiliary Commendation Award, and an Award of Operational Merit (B). An ever-presence for events in Boston Harbor, he also earned five Coast Guard Unit Commendations and four Special Operations Ribbons.

Mr. Clinton's sons followed in their father's footsteps. His son, Mr. David K. Clinton, is serving in Flotilla 12-03, and Mr. John Clinton is a retired active duty Operations Specialist Senior Chief.

Due to the present COVID 19 situation, there will be no services at this time. However, the family plans an on-water event at some later time this summer.

When most people hear the name “Hamilton”, they may think of the recent award winning Broadway musical by Miranda, or perhaps the famous "got milk?" commercial. To those of us on Team Coast Guard, he is remembered as the forward thinking Secretary of the Treasury who is credited with founding the Coast Guard on August 4, 1790. Today marks the 230th anniversary of the founding of the Revenue Cutter Service; which later became the Coast Guard in 1915.
