Wyoming AMBER / Ashanti Alert This is the official page of the Wyoming AMBER / Ashanti Alert system. AMBER Alert Criteria:

1. The abducted child is 17 years of age or younger,

Confirmation by Law Enforcement that a child has been abducted,
2. Circumstances surrounding the abduction indicate that the child is in danger of serious bodily harm or death, and
4. Sufficient descriptive information exists about the child, the abductor, and/or the suspect’s vehicle to believe an immediate broadcast alert will help.

UPDATE: Mr Kincaid has be located and is safe.

The Wyoming Highway Patrol has issued an Ashanti Alert on behalf of the Green River Police Department for Paul Kincaid. Paul is an 80 year old male with gray hair and blue eyes, he is 5'4" and 160lbs. He suffers from dementia and diabetes. Paul is driving a silver 2013 Ford F150 Wyoming plates 4T-262K, vehicle has a gray camper shell and a winch on the front. He is believed to have his dog with him. If you have any information please contact Green River Police Department at 307-875-1400 or call 911.

We have received several calls from individuals asking why we did an Ashanti Alert and not a Silver Alert. Wyoming does not have a Silver Alert. The Ashanti Alert covers the following:

An Ashanti Alert is issued for an adult who is missing, believed to have been abducted, and is in danger. The Ashanti Alert Act focuses on adults 18 and over who fall outside the scope of AMBER Alerts.

You may have noticed the name of our page has changed from “Wyoming AMBER Alert” to “Wyoming AMBER / Ashanti Alert.” That’s because the Ashanti Alert was passed into Wyoming law! While most legislative bills usually go into effect July 1st, this bill (HB0018) was adopted/effective on 02/21/2023. We know we are late, but we’ve been working diligently to get everything updated and ironed out. In the near future, we will be posting about what an Ashanti Alert is - including the history of the alert and its criteria for our state. Today is National AMBER Alert Awareness Day - a day to recognize the collaborative efforts and successes of the AMBER Alert program to assist in the recovery of abducted children.

The AMBER Alert Program, created after the January 13, 1996 abduction and murder of 9-year-old Amber Hagerman, is a voluntary partnership between law-enforcement agencies, broadcasters, and transportation agencies. The program activates an urgent bulletin in the most serious child-abduction cases.

A description of the abducted child and the suspected abductor is broadcast to millions of media listeners and viewers. The public becomes the eyes and ears of law enforcement. AMBER Alert has been very effective. To date, AMBER Alert programs have helped save the lives of 540 children.
