On Thursday, April 2, 2020, Bob Wilcox Sr. passed away from natural causes. He was 95 years old. Due to virus transmission safety procedures, services were limited to immediate family. He was interred next to his wife Marie at Abraham Lincoln National Cemetery.

Bob was an icon of Scouting on the southwest side of Chicago for many years. He had a quiet, steady manner and a true desire to help however he could. The list of Scouting positions he held in his life is endless. He was a recipient of both the Silver Beaver and Bronze Pelican, and numerous other awards. He also had a deep affection for Owasippe, which he attended yearly from the 1950’s until the early 2000’s. He was a long-time member of the OSA.

Wounded in the D-Day invasion, Bob went on to become a successful optician. He was an active volunteer in several veterans groups.

The number of people Bob effected during his lifetime is incalculable. He epitomized the ideals and spirit of Scouting. A true Son of Owasippe, he has gone on to join the others at the heavenly campfire. God Bless.


Dear PTAC District and Unit Leadership,

The Pathway to Adventure Council was recently informed that a vision team of volunteers and staff from throughout the country is evaluating the growing cost of delivering the Scouting program. The vision team is considering a national membership fee increase for youth members and adult leaders as of January 1, 2020.

We do not know the amount of the increase at this time since this requires National Executive Committee input and approval. The National organization has committed to providing the new registration fee no later than October 23, 2019. The online recharter system will still open on October 1 to allow units to do their roster work.

Please know that the organization is only considering this change out of necessity, and we are committed to ensuring that all youth can experience the character-building benefits of Scouting regardless of their financial situation. That is why, in anticipation of a likely increase, the organization is working to establish a donor-funded BSA Registration Assistance Fund to provide financial support to those who need it. This fund will be in addition to the many existing council and unit membership assistance funds. For more information, please review this brief FAQ.

Additionally, as you know, The Boy Scouts of America (BSA) is committed first and foremost to keeping youth safe. Part of that commitment includes continually updating our youth protection policies to help ensure we are always on the forefront of youth safety.

One of the BSA’s many barriers to abuse is a mandatory criminal background check during the adult volunteer application process. The BSA will now also perform periodic rechecks of criminal backgrounds to support the continued safety of youth in our programs.

Please have all registered adults in your unit complete the process listed below at your earliest availability to help us continue to provide the safest environment possible for our Scouts and leaders. Please note that these steps must be completed before your 2020 annual registration can be processed.

Review the two separate disclosure documents linked below that are being provided to you separately for your review. They are titled “Background Check Disclosure” and “California State Law Disclosures (Non-Credit).”
Once you have reviewed them, print the separate document titled “Additional Disclosures & Background Check Authorization.” Review the additional disclosures on that form, then complete and sign the Authorization using an ink/wet signature. Note: A print signature is required for this document. Electronic signatures will not be accepted.
Turn in the signed “Additional Disclosures & Background Check Authorization” form promptly to local PTAC council service center.

If you choose to decline the background check, or if you do not complete the Additional Disclosures & Background Check Authorization form and return it to your local PTAC council service center, your 2020 annual registration will not be processed.

We are truly grateful for your continued commitment to keeping youth safe and for helping them learn, grow, and thrive through Scouting programs. Thank you for all that you do.

Tonight is the culmination of months of planning, coordination and hard work and now execution! I am so excited to see how many new families are going to join our scouting Family tonight! We have worked hard, but now is not the time to stop, now is the time to continue to act!
