OIG Analytics flagged 96 CHA households, City of Chicago and CPS employees, who reported lower income to CHA than what appears in HUD’s employment income system (EIV). These public employees make up only a small portion of the 14k+ CHA households flagged in EIV for unreported income.

These findings were shared with Housing Choice Voucher and Property & Asset Management leadership, with a recommendation to prioritize these households for administrative review.

A former CHA HCV and Choose to Own (CTO) participant April Briscoe, was indicted for stealing housing benefits from the CHA totaling over $144k. Briscoe participated in the HCV and Choose to Own Program where she failed to report a home, employment income, and social security benefits. The CHA paid Briscoe over $70k in housing assistance.

Former HCV participant, Kathrina Fox, pleaded guilty to stealing CHA housing benefits and was sentenced to 2 years’ probation and ordered to pay $171k+ in restitution. The OIG found that Fox lived with her husband in properties she owned or controlled while collecting CHA housing benefits that was never reported. She also failed to report income from her husband, rental payments, and a hefty life insurance payout.

A former CHA property director, Ryan Ross, has been indicted for accepting $421K in kickbacks from company owner, Vanessa Rhodes, in exchange for CHA contracts that granted Rhodes and her husband more than $4.8 million dollars in construction and renovation contract work. Ross and Rhodes used false CHA paperwork to hide the scheme by submitting fake proposals, scopes of work, and invoices to the CHA.
