In October 2009, I was appointed Chairman of the Committee on Zoning. In 2001 I was appointed President Pro Tempore of the City Council, where I oversaw council proceedings in the Mayor's absence. Prior to becoming Alderman, I served in various leadership positions in Chicago, as a dedicated teacher, founder and Executive Director of Latino Youth Alternative High School and as the first Latino Exe

Blue Island Avenue is getting a major face lift (again).

“Why now?”

While the majority of residents are excited about the Blue Island Streetscape announcement we made last week, we couldn’t help but notice a small handful question the timing of this project. Allow us to delve into a little Pilsen history...

Back during the late 90’s, a year after Alderman Solis took office, the Alderman initiated the first phase of Blue Island’s cultural beautification project. With support from the community and design help from Mexican architect students visiting Chicago, the Alderman was able to secure approval from the City to see through the construction of the first streetscape project on 18th Street & Blue Island, known today as Plaza Tenochtitlan.

Shortly after approval for this project, the Alderman and Mayor Daley took a trip to Mexico City to meet with the city’s top government official, Oscar Espinosa Villarreal. After sharing their plans to construct this new plaza that would pay tribute to the neighborhood’s Mexican heritage, Mr. Villarreal agreed to donate a statue of the Mexican Eagle, (which currently anchors the middle of Pilsen’s Plaza Tenochtitlan), as a token of Mexico City's appreciation for the effort to build what would become a key landmark for Pilsen’s Mexican community.

Upon completion of Plaza Tenochtitlan, the plaza quickly garnered rave reviews from residents (and media). So much, it helped the community’s push to continue paying homage to Pilsen’s Mexican fabric with the Alderman’s subsequent plans to build the Plaza de los Heroes, (an expansion of Benito Juarez High School’s campus). Since the early 2000’s, Pre-Columbian through Mexican Revolution statues of Mexican heroes proudly line up the pathway where hundreds of Benito Juarez students walk to and from class every day.

The current (19th St. to 21st St.) Blue Island Streetscape plans have been in ideation since the construction of the Plaza de los Heroes, because it was always the Alderman’s intention to bridge these two cultural landmarks via Blue Island Avenue. The Alderman enlisted the help of (then) Congressman Luis Gutierrez to secure funding from Washington to pay for the last phase of the current Blue Island Streetscape project. The big hiccup that prevented this project from happening much earlier was the fact these blocks from 19th & 21st had a special “state road” status that prevented the city from moving forward with this major construction. Extra hoops had to be jumped, but alas three years ago the engineering for this streetscape project was complete and approved by the City.

While we hoped to witness the completion of Blue Island’s final streetscape project sooner, we’re happy these infrastructure upgrades start this week, and look forward to the business and pedestrian-friendly enhancements they will bring to a center stone of our Pilsen community.

STREETSCAPE ALERT:
Blue Island Avenue, 19th Street to 21st Street

Our office is proud to announce major infrastructure and streetscape upgrades will begin next week. The Alderman has worked with the City of Chicago Department of Transportation for the past years to implement these street improvements that include:

* pedestrian safety improvements
* widened sidewalks
* conversion of Blue Island Ave to one way southbound
* pavers
* new street light upgrades
* street furniture
* trees and grates

Laflin St b/t Blue Island and 21st St will also receive sidewalk, roadway and lighting upgrades.

Throughout construction, BLUE ISLAND AVE. WILL REMAIN OPEN to motorists and pedestrians, and access to businesses and residents will be maintained.

Project completion is scheduled for late 2019.

CTA bus routes will not be affected.

We're pleased to inform 25th Ward residents of our collaboration with the DEPARTMENT OF WATER MANAGEMENT to construct a new Water Main project that will increase the availability of water for domestic use and fire protection.

Installation of a new 2,915 ft, 16-inch water main [along S. Western Ave. - W. Cermak Rd. to W. 28th St.] will begin in late March, with a completion date of mid July 2019.

As part of this project the northbound traffic and parking lanes of S. Western Ave. will be resurfaced along with the repair of the damaged parkway and sidewalk.

Protect yourself:
* Landlords must heat residential buildings to at least 68 degrees during the day and 66 degrees overnight.
* Ovens should not be used to heat homes.
* Never use an extension cord with a space heater.

It’s been wonderful to witness and support the amazing work Alex Anaya and Meghan Harte have done with ABC Pilsen Athletics— and it goes way beyond basketball. Yesterday I was able to listen to the graduating seniors speak about their personal experience with ABC, and was floored by the maturity, reflection and commitment to service these teens expressed.

There is something truly special about this program and, in particular, Alex’s connection with his players and families. I think we can all learn a thing or two from it.

Congrats to another successful year!
