Today marks a day that many of us in Clarion County never thought we would see.

For more than 36 years, she was known only as “Penny Doe.” Today, she has her name back: Windy Buchanan.

This identification is the result of decades of dedication, persistence, and collaboration by countless individuals who refused to let this case be forgotten. I am honored to have played a small role in that effort and grateful to everyone who worked through the many challenges that ultimately led to this day.

Most importantly, today brings answers to Windy’s family. After more than three decades of uncertainty, they can finally know what happened to their loved one and lay her to rest with her name and identity restored.

While one question has now been answered, another remains. Windy Buchanan’s death was a homicide, and the investigation continues as law enforcement works to determine who was responsible and bring that person to justice.

Today, there is no longer a “Penny Doe.”

Her name was Windy Buchanan. May she finally rest in peace.

The work I do has never been about recognition…it’s about being there for families during some of life's hardest moments and serving the community I love. I’m grateful to be able to do that alongside so many dedicated first responders, healthcare workers, funeral professionals, and volunteers who show up every day for others.
