To demonstrate this, County representatives speak at various community gatherings, including Neighborhood Council meetings, homeowners' association meetings and town halls, to provide updates on key Penny projects and areas of public interest.

PENNY PROGRESS 4 U. Project Principle 4 of the Transportation Penny program emphasizes the effect of infrastructure improvements on blighted areas. Earlier this year, work began on the Percival Road Sidewalk Project. This project will include a 5-foot-wide concrete sidewalk on one side of Percival, from Forest Drive to Decker Boulevard.

With initial work already done and 90 percent of a guardrail installed, the project is slated for completion in March 2026.

ENABLING ECONOMIC ADVANCEMENT. Whether it’s designing and constructing a new roundabout to better accommodate business and residential traffic, or providing water lines, underground electric lines, paved entrances and parking lots for new industrial parks, your Transportation Penny supports economic development across the County.

CONVENIENCE + CONNECTIVITY. This morning, Richland County held a ribbon cutting ceremony for the completion of the Sunset Drive project, the latest infrastructure project funded by your Transportation Penny. Local leaders from Richland County and the City of Columbia including Council Chairwoman Jesica Mackey, Councilman Paul Livingston, City of Columbia Councilwoman Tina N. Herbert and Director of the Transportation Penny program Michael Maloney, all of provided remarks about the significance of the project for the residents of the North Columbia area.

With $5.2 million in upgrades, the project scope included construction of a 5-foot-wide sidewalk extending from River Drive to Elmhurst Road, which required improved stormwater infrastructure, relocation of water lines, installation of retaining and safety walls, and refurbishment of driveways connecting to the walk. The completed project now provides walkability, community connectivity, increased pedestrian safety, and improved quality of life for the area residents of Richland County District 4.

Motorists who use Blythewood Road in Northeast Richland should use caution because of ongoing road and highway projects. Following are Transportation Penny upgrades scheduled for the area:
Crews have begun work to relocate the exit road of University Parkway for the Cobblestone Park gated community near Blythewood Road. This work will continue through Aug. 27. Other detail work on the perimeter of the Blythewood Road roundabout will continue through September.

Around Friday, Aug. 15, crews will begin paving the center of the roundabout at the entrance of Cobblestone Park, shifting traffic. This work will continue through the end of August.

From Sept. 14 to Oct. 1, crews will install concrete islands on Community Road.

Ongoing work to widen the north end of Blythewood Road, including storm drain and drainage structure upgrades, and final paving work are set for completion at the end of September.

Because of other road upgrades in the area by the SC Department of Transportation and an increase in contractor traffic related to new construction at Scout Motors, motorists are advised to use alternative routes to lessen congestion and drivetime.

CONNECTING COMMUNITIES. Greenway developments, funded by the Transportation Penny program, serve to beautify wooded areas and create new connections between communities. The Jackson Creek Greenway, a proposed multi-use path that spans from North Trenholm Road Extension to Trenholm Road in Council District 3 is now being discussed at community meetings to get community input on impact and design aspects of the project. NEW NAVIGATIONS. The Transportation Penny program is continuing its improve walkability and community connections. The latest effort is the proposed Jackson Creek Greenway Project in District 3.

Plan to attend the open house meeting and be a part of this project. The meeting begins at 5:30 p.m. on Thursday, July 24, at the Richland County Magistrate Office community room, 2500 Decker Blvd., Columbia.

PAVING THE WAY. Roadwork teams are gearing up to begin paving five dirt roads within Districts 7 and 10. Work will begin this month with all five roads scheduled to be completed in March 2026.

Paved roads require less maintenance, provide safer travel for residents, and better access for emergency service vehicles. This project, with over two miles of pavement, is budgeted at a cost of $3.2 million, funded by your Transportation Penny.
