“NORML appeared to be on an unstoppable legislative roll by the mid- to late 1970s. Legislatures in eleven states had enacted laws to stop the arrest of pot smokers, and with NORML enjoying a close relationship with the new Carter administration, we believed that even more significant progress was coming soon. After all, Jimmy Carter was the first US President ever to endorse the decriminalization of marijuana, first during his 1976 campaign and again in 1977 in a statement to Congress — which I helped to draft.”

Ohio Marijuana Activists Plan Supreme Court Appeal After Federal Judges Deny Electronic Signature Case | Marijuana Moment

“Ohio activists working to put marijuana decriminalization measures on local ballots across the state were shut down by a federal appeals court on Tuesday in their lawsuit seeking to force officials to allow electronic signature gathering amid the coronavirus pandemic.

Shortly after a federal judge ruled in the group’s favor last month, a panel of judges on the the U.S. Circuit Court of Appeals for the Sixth Circuit blocked that decision and now the full court has denied activists a review of the ruling.

Next, plaintiffs with the Sensible Movement Coalition (SMC), which has been behind more than a dozen successful decriminalization initiatives across the state in recent years, plan to appeal to the U.S. Supreme Court.”

Designate Medical Cannabis Dispensaries as “Essential Services”

“NORML commends the decision of various state governments and local jurisdictions during this pandemic to designate medical cannabis facilities as ‘essential’ to the community. This designation permits them to continue to provide important services to patients who rely on them,” stated NORML Executive Director Erik Altieri. “There are several million state-licensed medical cannabis patients in America. Because many of these patients are among our more vulnerable populations, it is essential that they maintain uninterrupted, regulated access to lab-tested products during this time. Policymakers must not push these patients to the illicit marketplace because unregulated products may contain contaminants, adulterants, molds, pesticides, or other components that could potentially endanger their health.”

“The ‘Regulate Marijuana Like Alcohol’ measure would allow adults 21 and older to purchase, possess and cultivate cannabis for personal use. Possession would be capped at one ounce, and individuals could grow up to six plants, three of which could be mature.

The campaign filed a petition to get legalization on the November ballot with the Ohio attorney general one week after the effort was initially reported. The attorney general’s office has 10 days to certify the ballot language.”

For the first time ever, a congressional committee has approved a piece of legislation to end marijuana prohibition in the United States. The Marijuana Opportunity, Reinvestment, and Expungement Act, better known as The MORE Act (HR 3884), would remove marijuana from the Controlled Substances Act and impose a minor excise tax on the legal cannabis industry to pay for the expungement of criminal records, among other changes, passed with a bipartisan vote of 24 to 10.⠀

“This federally funded report is further evidence that legalizing and regulating marijuana works largely as intended. It reduces arrests, and it does not lead to increased youth use or a rise in serious crime, and with these latest findings it is clear that these policies are not adversely impacting bordering states. It is time to let science and facts dictate public policy and end prohibition nationwide.”

The enactment of adult-use marijuana legalization laws is not associated with any significant increase in cannabis-related activity in neighboring states and counties, according to a federally funded report published by the nonprofit Justice Research and Statistics Association.

“Police across America make a marijuana-related arrest every 48 seconds,” NORML Executive Director Erik Altieri said. “At a time when the overwhelming majority of Americans want cannabis to be legal and regulated, it is an outrage that many police departments across the country continue to waste tax dollars and limited law enforcement resources on arresting otherwise law-abiding citizens for simple marijuana possession.”
